Why is this project needed? The Electric Reliability Council of Texas

(ERCOT) identified the need for additional power in the Southeast Texas Region by 2018.

The Limestone to Gibbons Creek Project will:

o Support a growing state and region

o Ensure a more reliable electric grid

How is this need being solved?

Construction of new Limestone to Gibbons Creek 345 kV double-circuit transmission line (CTT)

Expansion of the existing Gibbons Creek substation (CTT)

Construction of new Gibbons Creek to Zenith 345 kV double-circuit transmission line (others)

Upgrades to the existing Limestone and Zenith substations (others)

Upgrade to the existing T.H. Wharton to Addicks 345 kV Transmission line (others)

ERCOT has identified the following upgrades critical to reliability:

Partnering to empower tomorrow and preserve todayAs part of a strategic partnership, CrossTexas Transmission will develop, engineerand construct these new lines. Then, GarlandPower & Light will operate them inconjunction with the Texas Municipal PowerAgency.

It’s a joint venture that draws on the strengthsand expertise of each entity to deliver a win-win solution.

The Limestone to Gibbons Creek Project will benefit the Brazos Valley Region

Significant investment in additional transmission facilities in the region will:

o Generate additional tax revenues

o Create construction, operations and

New transmission lines are a necessary step to assure safe, dependable electricity for future generations of Texans

Reduce congestion and allow for continued business growth in the region

maintenance employment

Public Utility CommissionRouting CriteriaThe following items must be investigated and mapped when considering possible routing alternatives:

1. Habitable StructuresSingle-family and multi-family dwellings and related structures, mobile homes, apartment buildings, commercial structures, industrial structures, business structures, churches, hospitals, nursing homes, schools or other structures normally inhabited by humans or intended to be inhabited by humans on a daily or regular basis within 500 feet of the center line of a proposed transmission line

2. Electronic InstallationsCommercial AM radio transmitters located within 10,000 feet of the center line of a proposed transmission line and all FM radio transmitters, microwave relay stations, or other similar electronic installations located within 2,000 feet of the center line of a proposed transmission line

3. AirstripsAll private airstrips within 10,000 feet of the center line of a proposed transmission line; all airports registered with the Federal Aviation Administration (FAA) with at least one runway more than 3,200 feet in length located within 20,000 feet of the center line of a proposed transmission line; all listed airports registered with the FAA having no runway more than 3,200 feet in length located within 10,000 feet of the center line of a proposed transmission line; all heliports located within 5,000 feet of the center line of a proposed transmission line

4. Irrigation SystemsAny pasture or cropland irrigated by traveling irrigation systems (rolling or pivot type) that would be traversed by a proposed transmission line

5. Parks and Recreation AreasParks and recreational areas owned by a governmental body or an organized group, club or church located within 1,000 feet of the center line of a proposed transmission line

6. Historical and Archeological SitesHistorical and archeological sites known to be within 1,000 feet of the center line of a proposed transmission line

7. Environmental ImpactAny portion(s) of the project falling within the Coastal Management Boundary, Coastal Management Program, seaward of the coastal facilities designation line; any coastal natural resources impacted by any part of a proposed transmission line

Sensitive environmental areas and the location(s) of protected or endangered species

Environmental resources within the study area of a proposed transmission line including hydrology (tributaries, streams, rivers, lakes, wetlands); floodplains, tree cover; land uses
