VOCA DISCUSSION CAVEATS• States have maximum latitude in making funding

determinations based on federal guidelines.

• States operate on a variety of VOCA grant cycles (e.g. 12 months, 18 months, 36 months, other options) and schedules with varying funding priority areas.

• The federal fiscal year (one year, Oct.-Sept.) could potentially impact multi-year state VOCA grant cycles.

STATE VOCA GRANTS (VICTIM ASSISTANCE GRANTS)• DOJ determines the amount of funds available to each

state. The 50 states plus DC receive a base amount of $500K each year for Victim Assistance Grants and any additional funds are distributed based on a formula determined by U.S. Census population data.

• The grants support direct services to crime victims and are distributed by states according to DOJ established guidelines.

STATE VOCA GRANTS (VICTIM ASSISTANCE GRANTS)• States are required, under DOJ guidelines, to

prioritize the following groups for Victim Assistance Grants: • (1) underserved populations of victims of violent crime• (2) victims of child abuse• (3) victims of sexual assault• (4) victims of spousal abuse

CRIME VICTIMS FUND – FY 2017• While Congress just passed the FY 2016 Omnibus,

the FY 2017 appropriations process is just around the corner.

• The process will officially start with the release of the President’s FY 2017 Budget in February, followed by budget hearings, programmatic requests, and markups in February – May (approximately).

VOCA GRANT ESTIMATES• It is possible to project what the FY 2016 increase would look like in

terms of individual state allocations, based on the federal grant formula.

• Any estimates are very preliminary at this point and final numbers will not be available until DOJ releases the funds.

• It is still very early in implementation process for the FY 2016 funds.

• The most accurate and final information will come from your state VOCA administrator. National CASA will continue to make every possible effort to update you with timely data.

NETWORK VOCA FUNDING• According to the 2014 National CASA Annual Survey, state CASA/GAL

organizations and/or local programs in 27 states reported receiving VOCA funding.

• Specifically, local programs and some state organizations reported receiving $16.45 million total in VOCA funds.

• The states with the largest grant totals (local programs or state organizations) included Texas, Georgia, Ohio, New Jersey, Virginia, and Oklahoma.

• The states with the largest VOCA allocations (based on the FY 2015 allocation) include California, Texas, Florida, New York, Illinois, and Pennsylvania.

OUTREACH• Initiate outreach, sooner rather than later, with your state VOCA administrator.

• Find ways to positively highlight strong outcomes produced by CASA/GAL programs with VOCA funds from the state.

• For first time applicants, be prepared with a fact-base around your current efforts and outcomes, and what outcomes you might be able to estimate with a VOCA grant.

• Consider opportunities to serve as a resource to the state administrator.

• Highlight program’s ability to collect and demonstrate data-driven outcomes.

• State offices and local programs should coordinate and communicate.
