FCCSA Election Procedures You have received a ballot in the mail to vote for the Board of Directors and Neighborhood Representative Elections. The entire voting tabulation will be done by an election services company, Election Trust. As a member you will have the opportunity to vote for two (2) of three (3) Board candidates on the ballot. Directors serve a three-year term. This year’s slate of Board of Director candidates includes current Board members J.R. Atkins. The other candidates are Kolbe Curtice and Suzanne Whatley. For more information on the candidates visit the website at www.firstcolony.org under Resources/Elections. Each separate neighborhood may have up to three (3) elected Neighborhood Representatives. They are elected annually by the property owners in their neighborhoods and serve a one-year term. Please do not write-in a name for a Neighborhood Representative on the ballot unless you know this person does want to serve. Residential & Commercial members have two options: 1). Fill out your ballot by hand and mail it to Election Trust in the pre-paid, pre-addressed envelope or 2). Fill out your ballot via computer, smartphone or tablet following the instructions enclosed with your ballot. Please note the appropriate deadline: all ballots, whether mailed or on-line, must be received by Election Trust (in Washington State) by 5:00 pm on November 27, 2020. Paper ballots should be in the mail no later than November 20, 2020 to ensure the ballot is received in time. Election Trust will tabulate the ballots and the results will be announced on Wednesday, December 2, 2020 at the FCCSA Annual Meeting. Election Trust has a Voter Help Desk (9 am - 7 pm Central Time) if you need assistance with voting or do not receive your FCCSA election ballot in the mail please contact Election Trust at [email protected] . This process is very important to the Association and homeowners alike. Neighborhood Representatives are a vital communication link between FCCSA and their neighborhoods. The Board of Directors represents the members and makes decisions for the betterment of the community. Yoga / Meditation: Designed for Stress Relief Reduce stress, soothe aches and pains, and increase well-being. Learn techniques of stretching, postures, breathing and meditation, to strengthen mind/body/spirit connection. Due to COVD-19 restrictions, yogabymaya is teaching 4 classes a week on Zoom until the clubhouse opens for in-person teaching. Heartsaver® First Aid CPR AED American Heart Association’s Heartsaver First Aid CPR AED course provides the knowledge and skills that may help save a life. It offers the basics of first aid for the most common life-threatening emergencies. Who should take Heartsaver : Anyone who needs a course completion card for work, regulatory or other requirements.

Basic Life Support (BLS) BLS teaches the concepts of high-quality CPR, improvement of chest compression fraction, and high-performing team dynamics. Who should take BLS : Healthcare professionals and other personnel who need to know how to perform CPR and other basic cardiovascular life support skills. TENNIS/PICKLEBALL COURT SCHEDULER – APPOINTMENTPLUS

First Colony Community Services Association (FCCSA) now has a tennis/pickleball court reservation system. AppointmentPlus will allow residents to schedule a court that meets their needs. No more first come first serve, unless the court has not been reserved online. FCCSA approved tennis/pickleball lessons and leagues will be scheduled in the system as well and will continue to take precedent. No resident will be allowed to reserve more than one court on any given day in order to give all residents an opportunity to play. The link to AppointmentPlus is https://booknow.appointment-plus.com/b6L56ers . You will need to create an account when you visit the first time. After you register, FCCSA will be notified and then will confirm that you are a resident of FCCSA. After we confirm your residence, you will be able to start reserving a court. Please allow until the next business day for us to confirm your registration if you register after hours or over the weekend. Limit of two registrations per household. Residents must have a key to access the courts. A court key can be issued at the office for a $20 refundable deposit, payable by check only.

Operation Thanksgiving Join the City of Missouri City on Saturday, November 21st from 9 am– 12 pm for the 12 th Annual Operation Thanksgiving “Stuff the Squad Car and Fire Truck” at the Missouri City Public Safety Headquarters located at 3849 Cartwright Rd, Missouri City. The men and women of the Missouri City Police and Fire Department need your help to stuff 11 squad cars and 2 fire trucks, with canned food and non-perishable items. All of which will be donated to local area food pantries to help those in need during the holidays. For more information call Sergeant D’Oench at 281-403-5819.

2021 Budget and Assessment Notice At the October Board of Directors meeting, the Board approved the budget and assessment rates for 2021. First Colony Community Services Association (FCCSA) assessment will not increase for 2021 and will stay the

same as in 2020. The approved assessment rates are: Townhome and Commercial: $623 per unit Base. Sugar Land and Missouri City homes: $790 per unit Base. These figures do not include individual neighborhood assessments. Thanks to a continued strong effort by the FCCSA Board and staff, the members of FCCSA enjoy one of the lowest annual assessment rates in the area. Our consistently lower assessment, along with the provision of outstanding services, selection of amenities, and your participation, makes FCCSA one of the best master-planned community values in Fort Bend County and the greater Houston area. If you have not received your statement by mid-December, please call the office at 281-634-9512 and let us know. Please note that FCCSA does not accept cash payments. While we try to be as service oriented for our members as possible, accepting cash at the office is challenging for the organization. The office is only allowing three people in the reception area at a time (you must wear a mask. Please do not enter if you have any symptoms such as a fever, cough, shortness of breath, etc.) If you are bringing your assessment payment (check or money order only) to the office, please use the outside “FCCSA drop box” next to the front door. You can also use the drop box for after hour payments. Office hours are Monday – Friday from 9 am – 4 pm. We accept personal checks, cashier’s checks, and money orders. If you need to come in the office, please drop your payment off in the drop box inside the office. FCCSA cannot charge your assessment billing to your credit card at the office but you do have the option of paying by credit card or e-check online . You may use your checking account or a credit card to make your payment. A convenience fee will be charged for using the online payment service. First Colony does not receive any portion of this fee. It goes directly to the company that processes the payment. After making your payment online, you will receive a receipt via email. A payment plan may be available to you if you are unable to pay in full. This may help reduce administrative and interest fees. The full Payment Plan Policy, and request form are available on the website at www.firstcolony.org . Forms are also available online. Please note that to be considered, all requests must be accompanied by the first payment. All plans must be approved in writing by FCCSA to be considered in effect. We are here to help you. If you need to speak to a staff person, it is by appointment only. Call 281-634-9500 and we will direct your call to the appropriate person. Decorating for the Holiday Season The holiday season is fast approaching. Christmas, Hanukkah & Kwanza are a time for reflection, family and fun! Children and adults, young and old alike, enjoy setting up beautiful and festive holiday displays. First Colony families always have such beautiful and unique decorations lighting up their homes! Why not spend a family evening together or some special time with friends walking or driving around town to see the light displays and decorations of the season at the home of neighbors and friends. During this time of the year many homeowners are unsure of the deed restrictions regarding holiday decorations. The guidelines encourage homeowners to decorate the exterior of their home in a tasteful manner that celebrates the season and shows the spirit of the holiday (be sure to be safe – check all decorations to assure that they are properly maintained). The year-end holiday decorations may be installed no earlier than mid-November but cannot be lit until Thanksgiving Day. These decorations must be completely removed no later than January 10 th. Commercial Seasonal lighting. Must be white color only. Lighting on rooftops may be installed no earlier than mid-November, to be lit no earlier than Thanksgiving Day, and removed by January 10th. No other neon, tube or any other type of lighting will be permitted on the perimeter of the roof line.

City of Sugar Land Mobility Survey The Mobility Master Plan Project website and survey are now live! The information gathered from this survey will help shape the Plan so let your voice be heard. This survey could take about 25 minutes because it is designed to capture a lot of information and everybody involved wants to get this right. Please give it the attention it deserves, and if it begins to feel long, it’s OK to take a break, you can come back to it later, just make sure to do so on the same device. After you’ve taken the survey, please share it with others so their voices can also be heard. Volunteer Recognition: Exemplary & Neighborhoods of the Year Winners First Colony Community Services Association (FCCSA) wants to thank all the volunteers this year that have given back to the community throughout the year. These volunteers include the Board of Directors, Neighborhood Representatives, Covenants Committee, Property Improvement Committee, Realtor Advisory Committee, Finance Committee, Landscape Committee and the Communications Committee. FCCSA is dependent on member volunteers to help make our community a great place to live. FCCSA has a Neighborhood Recognition Program in place with the intention to recognize neighborhood representatives that make a commitment to improve the quality of their neighborhood for its residents. Neighborhood Representatives were responsible for submitting the information to FCCSA to qualify. They can be awarded Exemplary Neighborhoods or Neighborhood of the Year. The Neighborhoods were broken down into three categories: Category I (1-99 homes), Category II (100-299 homes), and Category III (300 + homes). The Exemplary Neighborhoods and Representatives are: Category I

Santa's Exchange/Toys for Tots Santa's Exchange and Toys for Tots have joined

forces to provide toys to more than 5,000 children in Fort Bend County this Christmas. Sugar Land Exchange Club, Sugar Land Rotary Club, and Fort Bend Exchange Club are partnering with Project SMILE, Toys for Tots and the community. You are invited to participate by donating a new , unwrapped toy starting November 1st at the office of First Colony Services Community Association, 4350 Austin Parkway, Sugar Land, 77479. Office hours are Monday-Friday, 9 a.m. to 4 p.m. Deadline for donations is Wednesday, December 16th.

Holiday Shopping Safety Tips

Smart shoppers should be aware of safety issues any time of the year, but the Police Department wants to ensure you’re not an easy target for thieves this holiday season- a time when crimes of opportunity tend to increase. Residents are encouraged to follow these shopping safety tips during the holidays and throughout the year: · Park in a well-lit area and lock your car doors at all times. · Do not leave valuables inside the car. If items must be left, lock them in the trunk or shield them from plain view before arriving at your destination. · Avoid carrying large amounts of cash. · Keep your car key in hand when exiting the store. · Beware of strangers approaching you. During this time of year, “con-artists” may try to distract you with the intention of taking your money and belongings. · Call 911 immediately to report any suspicious activity. Don’t forget that it is a good time of year for package thieves also, so be aware of this when you are having packages delivered to your doorstep at home. Below are some tips for keeping your packages safe: 1. Request a signature. 2. Track your packages with a tracking number. 3. Have your packages shipped to work. 4. Ask a neighbor for help to hold your package until you return home. 5. Request a vacation hold if you will be out of town and expecting a package. 6. Have your package shipped to the nearest FedEx/UPS store location.

Sugar Land Rolls Out Sweet Cash Holiday Shopping ‘Tis the Season for Sweet Cash launches today for Sugar Land’s holiday shopping season, bringing back the popular program with a festive twist and simplified features to continue supporting local businesses and frontline workers

who have been impacted by COVID-19. The program will continue the #AllInForSLTX campaign, designed to leverage public and private dollars and drive at least $200,000 into Sugar Land’s economy. To date, the program has generated more than $160,000 in gift card purchases and distributed more than 2,600 gift cards.

The seasonal program features a “Buy One, Get One” offer, inviting shoppers to buy a gift card of at least $20 from any Sugar Land business. In return, they will receive a gift card -- valued at the closest $20 increment equal to or less than the original purchase -- from another local business. For example if a shopper buys a gift card for $35, they will receive a $20 gift card in return, but if they buy a gift card for $40, they will receive two $20 gift cards in return, as gift cards are given in $20 increments. As part of the updated program, Sugar Land will also donate 500 gift cards worth $10,000 to local frontline workers. “The award-winning Sweet Cash Program has done an incredible job supporting Sugar Land businesses and frontline workers through the help of our residents and Houston-area shoppers,” said Mayor Joe R. Zimmerman about the initial launch of Sweet Cash. “People want to help any way they can, and this program is a simple, effective and the safe way to do so. With the holidays approaching, ‘Tis the Season for Sweet Cash offers a fantastic opportunity for local shoppers to purchase gift cards for family, friends, teachers and more for the giving season while supporting their hometown businesses.” To participate in ‘Tis the Season for Sweet Cash, shoppers can buy gift cards between $20 and $200 in value from any Sugar Land business through in-store purchases, drive-through or curbside pickup. They must then submit the gift card purchase receipt at www.AllInForSLTX.com . Once submitted, shoppers will get a gift card from another Sugar Land in $20 increments equal to or less than the original purchase. The cards will be sent in the mail or may be picked up at Sugar Land City Hall, 2700 Town Center Blvd. North. MAGICAL, MIXED REALITY MEET SANTA

EXPERIENCE

The holiday tradition of meeting Santa is not lost this year in the Greater Houston area thanks to Flight School Studio . Residents will be able to safely interact with Santa like never before through a magical holographic snow globe housed in a giant wrapped gift. The monumental installation dubbed “ Santa’s MAGI·SPHERE ” will be unveiled on November 27th in Sugar Land Town Square , where it will serve as a one-of-a-kind seasonal focal point through Christmas Eve. Specializing in creating experiences that fundamentally change the perception of everyday reality through mixed reality technology and animated content, the Dallas-based Flight School’s creative team is debuting their new proprietary technological innovation called the MAGI·SPHERE, a technology that will enable Santa to project his three-dimensional presence in real-time to guests, who can share their holiday wishes while maintaining social distance.

The approximately 9,000-square foot venue, formerly home to Z Gallerie, will offer an immersive and interactive adventure, merging fantastical physical sets and digital technologies like projection mapping, augmented reality, 3D animation, haptics, motion tracking, lighting, and sound. Reservations for Santa’s MAGI·SPHERE in Sugar Land, TX can be made on-site at Sugar Land Town Square beginning November 27 or in advance at SantaSugarLand.com . There is no cost for the experience.

After-hours Emergency Number To provide further service to the Community, First Colony Community Services Association offers an after-hours emergency phone line to report any emergencies that occur during non-business hours. If you notice an emergency situation( that falls under the control of FCCSA) when the FCCSA office is not open, you can call or text (281) 705-3051 and leave a message explaining the emergency and a contact number

where you can be reached if a follow up is needed. This after-hours line should not be used for police, fire or emergency medical needs.
