Newcomer Community Manager of the Year! Each year, the Greater Houston Chapter of the Community Associations Institute (CAI) hosts an Awards Gala to highlight outstanding members of the community association profession. First Colony Community Services Association (FCCSA) is proud to announce that at this year’s Gala held on January 10, 2020, FCCSA’s Executive Director Jack Molho was recognized as the Newcomer Community Manager of the Year! This award recognizes a community association manager for 24 months or less, and who has exhibited an extraordinary level of professionalism, dedication and service. This individual not only provides the highest level of service to the community/communities they manage but are also committed to supporting the industry through involvement of organizations such as CAI and others that promote the value and importance of building better communities. “The awards selection and nomination process are rigorous. With there being thousands of HOA’s and community managers in the Greater Houston area, receiving an award at our Gala speaks volumes of the professionalism of individuals like Jack. The garage sale will be held on Saturday, April 4 th from 7:00 a.m. – 10:00 a.m. at the Aquatic Center Pool parking lot located at 4350 Austin Parkway, Sugar Land (rain date April 18th). Annual Darling Dash Where else can you go to have fun with the whole family; The Darling Dash of course! Run, walk or just be photograhed with professional and olympic athletes and give back to a worthy cause all at the same time. The As One Foundation, a 501(c)(3) nonprofit

founded by retired NFL star Devard Darling in memory of the

sickle cell-related death of his identical twin brother, Devaughn ,

will host its 10th Annual Darling Dash 5k & 1K on Sunday, February 23rd with starting time

The 2020 Darling Dash marks the 19 th anniversary of when Devaughn Darling lost his life at 18 due to exhaustion and dehydration during football practice at Florida State University. Both Darling brothers carry the sickle cell trait, which can be fatal when paired with physical rigor and lack of hydration. The Darling Dash 5K aims to raise awareness about the sickle cell trait and fund the As One Foundation’s Operation Hydration program to prevent sports related deaths by encouraging hydration, especially in sickle cell trait carriers. Operation Hydration is a training program to educate student athletes, coaches and related staff. For more information on registration, location and the new “virtual

All Residents Urged to Participate in 2020 Census Survey The countdown to Census Day is under way. Residents will have an opportunity to participate in the nationwide program that only takes place once every 10 years as required by the U.S. Constitution. By April 1, officials estimate that local homes will receive invitations to participate in the survey. Responses can be provided in three ways: online, by phone, or by mail; the address of record should be where an individual/family lives as of April 1, 2020. To assure as many responses as possible, the bureau will dispatch census takers in the following months to visit households that haven’t completed the questionnaire and conduct in-person interviews. The survey will be made available in multiple languages: English, Chinese, Korean, Arabic,

Polish, Japanese, Haitian Creole, Spanish, Vietnamese, Russian, Tagalog, French and Portuguese. Census officials have also created an online video in American Sign Language, braille and large print guides to assist participants. All responses received in the data collection process will remain confidential. By law, the census bureau cannot share your information with immigration enforcement agencies or to allow it to be used to determine your eligibility for government benefits.

All residents are encouraged to be a participant in the poll, as the 2020 Census will: • Determine how many representatives each state gets in Congress and is used to redraw

district boundaries.

• Determine the need for new roads, schools and emergency services.

• Determine services like Medicare, Medicaid, Social Security and public transportation.

• Determine where businesses decide to open their doors.

Ball Moss Scientific Name: Tillandsia recurvata

Common name: ball moss Many of you have noticed ball moss on the trees and asked "what is it?" Growth Habits: Ball moss is not a moss, nor

a fungus, nor a parasite that kills trees. Ball moss is an epiphyte that perches on other plants but does not sap nutrients. Instead, it feeds off nutrients and moisture in the air. The problem with this particular plant is density and growth. Ball moss uses tendrils to attach itself to a branch which reduces circulation to the end of the branch. Typically it will not kill a healthy tree, but if the infestation becomes too thick it can kill branches and retard tree growth. Healthy trees can handle the ball moss just fine, but already weak trees may be stressed to the point where they become more susceptible to insects or disease.

Control can be difficult on larger trees. It is best to remove as much as you can and seal it in a plastic bag for disposal. For severe infestations, contact your county extension office or a qualified arborist for suggested treatments.

Pet Ordinances Don’t forget that the City of Sugar Land and the City of Missouri City have several ordinances in place regarding pets. One is that unrestrained pets pose a variety of concerns, not the least of which is public safety. It is unlawful for any person to allow an animal under his or her control to be running at large, and it is unlawful for any person to fail to take the acts necessary to prevent an animal under his or her control to run at large. The City may impound any animals found running at large. If you are bitten or scratched by an animal and it breaks the skin, it should be reported to the animal service agency in the city in which the bite occurred. This is because of the threat for the transmission of rabies. The officer will then make the determination if the bite is provoked or unprovoked, and if there is a possibility that the virus could have been transmitted. The officer will collect witness statements, pictures of the bite, verify shot records and determine if quarantine is needed for the animal. The quarantine period is 10 days. If the rabies virus is active the animal will show signs of the virus within those 10 days. If it does not, then the animal could not have transmitted the virus at the time of the bite. If the animal has bitten before, it may be determined to be vicious or dangerous. Did you know that cats must be confined on your property or they are considered running at large just like a dog? Are you feeding stray cats in the neighborhood? By law, if you provide food, water, shelter or vet care for an animal, or you allow an animal to remain on or about your property for 10 or more days, then you are the owner of that animal. Leaving food outside for stray cats, or even your cat, may also attract other unwanted guests like opossums, skunks, raccoons and even coyotes and won’t make you very popular in the neighborhood. Also in place is an ordinance where citizens are required to pick up their pets’ waste if dropped in their neighbors’ yards or on other private property. Pet owners who fail to remove feces on private property could face a City fine. Non-human waste represents a significant source of bacterial contamination in urban watershed; it washes down our storm sewers and ends up contaminating our creeks and streams. Although dogs and cats aren't the only source of animal waste, the ordinance gives pet owners an extra incentive to clean up after their pets. Please be a responsible pet owner and a good neighbor and “scoop the poop”.

City of Missouri City -Municipal Solid Waste Program

The City of Missouri City has now entered the first quarter of the Municipal Solid Waste Program in partnership with the contracted provider, WCA. Residents now have the option to request a change in the size of their trash/recycling containers and/or request additional ones. The FAQs below address questions regarding this first quarter

feature: When am I able to request a change in the size of my recycling and/or solid waste container? During the first quarter of the calendar year (January through March). Residents may contact WCA customer service at 281.403.5800 to make the request(s). WCA will schedule the delivery/pickup of the new/old containers. How do I request an additional cart and/or a change in my cart size? To request new containers and/or a change in cart size, contact WCA’s customer service at 281.403.5800. Requests received after March 31, 2020 will be processed in the first quarter of 2021. What is the timeline for delivery of the trash containers? 7 to 10 business days for regular cart exchange. If requesting a different size container, then delivery will take place at the end of the first quarter in the calendar year. What are the available options? Is it for large and small containers only? 95-gallon or 65-gallon trash containers and 95-gallon or 65-gallon recycling containers. Does this include recycling containers as well? Yes What is the cost per month for each size container? All size/type containers will incur a yearly charge of $75 per container and a $90 delivery fee. A one–time fee of $95 will be charged for containers being replaced due to age or damage. What is the best way to track my request? There is no tracking system in place at this time, however, you may contact WCA’s customer service at 281.403.5800. Is there an online submissions process for these requests? No, not currently. What is the timeframe for when I can expect for my containers to be delivered? Delivery occurs between the hours of 7 a.m. and 7 p.m.

Sugar Gala- A Father/Daughter Dance Join the City of Sugar Land for the 7 th annual Sugar Gala Father/Daughter dance! The dance will take place on Saturday, February 22 nd from 6 pm – 8 pm at the Imperial Park Recreation Center located at 234 Matlage Way, Sugar Land. The Center will be transformed into a wonderland full of delights! There will be a photo booth, hors d’oeuvres and plenty of dancing! The cost is $15 per couple (Imperial Park Recreation Center members and residents) and $35 per couple (non -residents). Additional children will be $5 each. Tickets can be purchased at the Center.

Fruit Tree Sale The Fort Bend County Master Gardeners will hold their annual fruit tree sale on Saturday, February 8, 2020 from 9:00 a.m. until 12:00 p.m. The sale will be held at the Fort Bend County Fairgrounds in the George Pavilion located at 4310 Hwy 36 South, Rosenberg, TX 77471. In Fort Bend County we can grow several types of fruit trees, from apples and plums to many varieties of citrus, tropical and semi-tropical trees. The Fort Bend County Master Gardeners sell trees that are highly adapted to our climate and with proper care should grow well and produce fruit for many years to come. Fruit and citrus trees are a welcome addition to any landscape and can provide color, fruit and beauty to your yard. The 2020 fruit tree sale will offer some tropical plants propagated and grown by one of our own Master Gardeners, including Hawaiian Strawberry Papaya, Oleifera Moringa, and Zingiber Ginger, to name a few. Other plants new to the sale are Paw Paw Seedlings, Prime Ark Freedom Blackberries and several new citrus varieties. And don’t miss some of the favorites: Improved Meyer Lemon, Anna Apples, and Eve's Pride Peaches. 2020 Assessment The annual Association assessment is due January 1, 2020 and is considered late after January 31, 2020. If you did not receive your statement, please call the FCCSA Finance Department at 281-634-9589. Please note that FCCSA does not accept cash payments. While we try to be as service oriented to our members as possible, accepting cash at the office is challenging for the organization. We accept personal checks, cashier’s checks and money orders. FCCSA cannot charge your assessment billing to your credit card at the office but you do have the option of paying by credit card or e-check online. There is a service fee. After-hours Emergency Number To provide further service to the Community, First Colony Community Services Association offers an after-hours emergency phone line to report any emergencies that occur during non-business hours. If you notice an emergency situation( that falls under the control of FCCSA) when the FCCSA office is not open, you can call or text (281) 705-3051 and leave a message explaining the emergency and a contact number

where you can be reached if a follow up is needed. This after-hours line should not be used for police, fire or emergency medical needs. The FCCSA office will be closed on Tuesday, December 24th and Wednesday, December 25th. We will re-open on Thursday, December 26th. We will again close on Tuesday, December 31st and Wednesday, January 1, 2020. We will re-open on Thursday, January 2nd. Wishing everyone and safe and Happy Holiday Season!
