• Promote competition on the proposed Safety and Mission Assurance Engineering (SMAEC) acquisition for the Johnson Space Center (JSC)

• Share with industry the Government’s current vision and objectives pertaining to the new contract

Contract Scope: • Tasks provide the JSC Safety and Mission Assurance

(S&MA) Directorate assistance in carrying out their responsibilities for the application of assurance, engineering, and risk assessment in the disciplines of safety, reliability, maintainability, supportability, availability, and quality.

• Principle tasks support the overall NASA mission for human space flight which currently includes the Space Shuttle Program (SSP), the International Space Station (ISS) Program, the Constellation Program (Cx), and JSC Institutional S&MA.

• Tasks are performed at JSC, and vendor facilities both domestic and abroad. Tasks include the review of work done by other contractors, International Partners (IPs) and other NASA organizations.

OverviewFlight Safety Office

Office Overview

•The Flight Safety Office (FSO) role is to ensure the technical integrity of S&MA products and services. This includes leading issue resolution activities that require the integration of multiple technical disciplines, and/or multiple organizations and requesting special assessments as required.

•The FSO encompasses the Safety Technical Authority (STA) and special assessment functions. The STA, through the four Chief S&MA Officers (CSO’s), executes the Level II Program STA requirements, also known as the Governance Model (NPD 1000.0A )

•The FSO established customer interfaces with the Headquarters' Office of S&MA, Program Managers, Program SMA Managers, other Technical Authorities and other NASA Center S&MA counterparts 44

Office Overview

• The Management Integration Office (MIO) manages the business processes that extend across the Directorate

• The MIO reports to the Director and Deputy Director of Safety and Mission Assurance

• The MIO develops policies, guidance and processes where Program, Institutional, or Agency initiatives demand complex or integrated intra-Directorate approaches

MIO Responsibilities• Provides Contracting Officer’s Technical Representative

Procurement Schedule• The Government intends to issue a Draft

Request For Proposal (RFP)

After the Draft RFP is released, a Pre-Proposal Conference will be held to provide industry an opportunity to ask questions specific to the Draft RFP

Following the release of the Draft RFP, Industry will have an opportunity to submit anonymous questions in writing so that the Government may officially respond

• The Government intends to issue a Final RFP

• A more detailed procurement schedule will be posted to the procurement website as soon as it is available
