Establishing an A & D Distributed ledger (Blockchain) Consortium (ADDC)
Technology is matured enough that its no longer perceived as a hype, moving in mainstream and early adoption.
Need an organization (Consortium) comprised of stakeholders creating a minimum viable ecosystem (MVE)
AIA can speak on behalf of A&D, Promote the technology and facilitate adoption -Protect interests of the A&D industry
Builds trust amongst A &D ecosystem from Supply chain to end consumer and enhances end-user experience.

Minimum Viable
Ecosystem Vision
A&D Distributed Ledger Technology (DLT) Consortium Value Meeting the 2050 Vision
• Engaging industry members and government/customer partners in leadership positions to align on key standards recommendations
• Recommending specific areas for A&D industry investment in Distributed Ledger Technology, government engagement, and international collaboration/global competitiveness
• Promoting A&D Distributed Ledger Technology positions at key industry and government forums
• Collaborating with other industry entities and key standards organizations (e.g. NIST, SAE, OMG, ISO) to formulate a cohesive A&D direction/roadmap based on agreed standards
• Recommending how to structure governance bodies to manage compliance to emerging standards while facilitating the current rapid pace of innovation in DLT
• Aligning with standards organizations to advance critical A&D industry use cases, while avoiding additional administrative or business process burdens

Governance Models
• Standards Org (AIA, ATA, ASD, IATA, SAE, ….) assumes the role of consortium• Standards & collaboration only – technology expressly not allowed
• Inspection, Auditing and Certification expressly not allowed
• Industry entity (AeroXchange, ARINC, SITA, …) assumes the role of consortium• With technology & services
• With auditing and certification
• Special Purpose Vehicle (BiTA, MOBI, R3, BankChain, TIA, WeTrade, …)• Without technology & services
• With technology & services
• With auditing and certification

ADDC Charter (Draft)
Mission:
• Design, develop, deploy, and sustain a consortium to establish an A&D minimum viable ecosystem with the intent of managing and advancing the use of DLT by providing guidance across the A&D sector.
Vision:
• Provide a forum that caters to the broad interests of the A&D sector and the ability to establish relevant relationships, recruit and coordinate amongst different participants within the MVE.
• Create and organization that establishes trust amongst the participants in and MVE.
• Using a consensus process to establish Business Rules, requirements and criteria that is technology provider agnostic
• Ability to leverage DLT to establish a system of immutable data that is critical to the A&D Industry.
• Assess, adopt, Identify and/or create and sustain common set of standards and norms of value to the MVE
• Establish ability to create A&D positions wrt DLT to influence and or leverage guidance or rules established by the DLT technical community, Industry coalitions that represent secondary and tertiary industries
• To have the ability to collectively consider common A&D use-cases for DLT and prove concepts of operations for those use-cases.
Scope:
• To pursue A&D relevant DLT activities and guidance vision up to the an agreed upon Value Perimeter (Point of demarcation where MVE Governance becomes non-specific for the A&D industry)
• Point of demarcation where MVE Governance becomes non-specific for the A&D industry.
• The ADDC will coordinate, consider, influence and leverage solutions beyond the value perimeter.
