Welcome to the Southern Red River Valley Transportation Study Review of the RTAC Highway Network & Red River Crossings Public Open House

2PROJECT BACKGROUND
» The Province of Manitoba is conducting a study of transportation routes and Red River crossings in the Southern Red River Valley.
» The project will recommend modifications to the existing RTAC Highway Network (highways designed to allow trucks and trailers to have the maximum allowable gross axle weights).
3PROJECT SCOPE OF WORK & COMPONENTS
Completed Study Tasks:
» Reviewed traffic volumes and the RTAC* Highway Network.
» Reviewed existing Red River crossings in relation to existing and future travel demand.
» Conducted public open house events and a stakeholder workshop and reviewed feedback.
» Developed RTAC Highway Network options
and criteria to evaluate them.
Remaining Study Tasks:
» Review and consider feedback from this open house.
» Recommend modifications to the RTAC Highway Network.
» Submit final report to MIT.

» This map shows land use designations for all municipalities within the study area. This provides an idea of traffic generators and destinations that exist within the Southern Red River Valley.
6ECONOMIC GROWTH & POPULATION GROWTH
» Population projections were developed for all municipalities and planning districts within the study area to the year 2036.
» Population projections were developed from trends based on Statistics Canada data and municipal and planning district development plans.
» Population growth nodes and economic growth nodes show where future traffic is likely to be generated.

11STAKEHOLDER FEEDBACK
The study team conducted a workshop with stakeholder organizations on May 12th and received the following comments:
» A more direct connection is required between Steinbach and PTH 75.
» Farmers located in the southeast portion of the study area need to truck product to grain elevators/crushing plants located along the CN line and PTH 75, west of the Red River.
» Aggregate operations that are typically located at the east side of the Red River need to truck aggregate across the Red River to communities west of the Red River.
» A new bridge should be considered near St. Jean Baptiste with improved RTAC connections to the Steinbach area.
» Active Transportation should be considered in this study.
» Seasonal flooding is an issue for much of the study area and finding a seasonal flood-proof route is important.
» Highway traffic through the Town of Morris is significantly impacted (slowed) by signalized intersections on PTH 75 and by the school zone on PTH 23.
» Gaps in the RTAC route network combined with seasonal road restrictions direct truck traffic to municipal roads that are not designed for heavy loads.
» Emergency response should be considered.

13PUBLIC OPEN HOUSE FEEDBACK
The study team conducted public open house events in Steinbach and St. Jean Baptiste in May 2015 and received the following comments:
» The loss of the bridge on PR 246 in St. Jean Baptiste has significantly impacted the community.
» Alternate routes to PTH 75 are important for residents and businesses as road access can be lost due to seasonal flooding.
» Concerns exist about the ability to move goods between Steinbach and the surrounding area including the Morden/Winkler area.
» An alternate PTH 75 truck route around Morris was suggested to address traffic concerns and the movement of trucks through residential areas and school zones.
» There is a gap in the RTAC network in the south-east portion of the study area.

RTAC Connectivity Based on the route’s ability to efficiently facilitate goods movement.
Safety
Based on the ability of vehicular traffic to move safely throughout the corridor including intersection conflicts, high-speed collision potential, and the interaction between trucks, vehicles, and pedestrians.
Community Impacts Based on the route’s potential social and economic impacts to neighbouring communities.
Economic and Environmental Sustainability
Based on the life-cycle costs and environmental impact of the route.
Strategic Highway Network Asset
Based on the potential improvement to the existing Strategic Highway Network.
Capital Cost Based on the initial costs required to upgrade or construct the proposed route.
Flood Route Value Based on the potential the proposed route would have to provide a by-pass route during a flood event.
