Tonight we are going to discuss tactical preparation for homeland security by police departments and the citizen’s role in homeland security.

What are some strategies an agency can implement to improve officer fitness?

Do you agree with a trend for police departments to become more “military-like”? Why, or why not?

Describe how a police response to a terrorist incident involving hazardous material exposure is different than a typical police response.

Why is an after-action review important after actual incidents or exercises?

Explain what the author means by “police tactics should be determined by the strategic goals of the organization and based on the operational planning for the possible incidents that may occur.” Provide an example of this logic.

What is the author’s preferred role for citizens in homeland security? What do you think the citizen’s role should be?

Response to the Attacks of 9/11 The events of 9/11 devastated our Nation's sense of security

and changed the outlook of law enforcement forever. Aside from the impact the attacks had on this Nation; be it the death toll, the economic impact, etc., law enforcement faced other unknown challenges on that fateful day. Several law enforcement and private sector agencies ranging from the New York City Police Department to FEMA arrived at Ground Zero only to find that their ability to communicate was severely inhibited due to incompatible equipment and fragmented technologies.

For this assessment, please research the communication challenges law enforcement agencies may have faced, be it internal, or in relation to other agencies, when responding to a particular disaster, either natural or man-made. Write a 3-5 page paper that:

Details the facts of the incident and the specific communication problems encountered

The consequences of those problems in terms of lives lost, etc.

The steps taken by the relevant agencies to address those problems. If no steps were taken, what steps should be taken?

Submit your completed assignment to the Dropbox by the end of Unit 9, in the basket titled Unit 9: Research and Analysis Paper.
