During this time, the Park and Recreation Department, in consultation with Township Manager Casey LaLonde, the Board of Supervisors, and the Township’s insurance carrier, examined and revised policies regarding operations of the skatepark. Beginning Monday, May 9th, the skatepark will reopen as an unstaffed facility. As an unstaffed facility, admission fees will no longer be charged and registration forms will no longer be required to be completed. Inline skaters and skateboarders entering the skatepark do so AT THEIR OWN RISK. Helmets, elbow pads, and kneepads should continue to be worn. This policy is in its trial phase, and may be revised at any time. Skateboarders and inline skaters will still need to follow the rules as posted in the skatepark. Failure to do so will result in temporary or perhaps permanent closure of the skatepark. Skateboarders can help to keep the park open by adhering to the following guidelines: • Keep food and drink outside the skatepark. • Remove any garbage from the skatepark and deposit in the nearby trash can or recycling bin. • Keep all ramps and boxes in the blue skateboarding area. Ramps or boxes may not be moved to the gray “No Skate Zone.” The Park and Recreation Department may permanently remove the movable elements from the park if they are improperly placed. • Do not bring in any additional ramps, boxes, or other makeshift skatepark elements or remove existing elements from the skatepark. • Restrict use of the skatepark to daylight hours only. • Treat other users of the park with respect. • Bikes will still not be allowed in the skatepark. Because biking and skateboarding are not compatible and potentially dangerous as simultaneous activities in a skatepark setting, anyone caught attempting to bike in the skatepark may be charged with criminal trespassing. • Graffiti (including applying stickers to equipment or skatepark surfaces) or vandalism will result in IMMEDIATE closure of the skatepark and in criminal prosecution. The fire alarm activated and notified emergency personnel. Prior to the arrival of the Goshen Fire Company, the sprinkler system activated in the immediate area and extinguished the fire. Damage was contained to the immediate area of the fire and the squad room area sustained water and smoke damage. The department continued to operate without interruption. As a result of a combined effort of the township administration, public works, and police departments, operational procedures were relocated to a training room within the building, and the department continues to function as a full-service agency. No one was hurt in the incident. Roslyn Swim ClubLocation: 838 Spruce AvenueLand development proposing to convertan existing 1,200 square foot roofed deckinto a locker room/bath house facility. Anew 1,200 square foot roofed deck will beconstructed with sidewalk access to thenew facilities; additionally a handicapaccessible sidewalk will be installed.

Fame Fire Company No. 3Location: 200 E. Rosedale AvenueThis plan involves the construction of a4,077 square foot building addition to theexisting fire station.

Chester County SPCALocation: 1212 Phoenixville PikeThe land development depicts theconstruction of a 2,300 square footbuilding addition to the existing facilitysituated on a 3.90 acre lot. No newsewage disposal or water supply is

proposed. A Special Exception wasgranted by the Zoning Hearing Board toexpand the philanthropic use in keepingwith the proposed land developmentplan.

?Permits are required for constructionand renovations, adding a deck to yourhome, and for other major propertyimprovements. What else requires apermit in West Goshen Township? Hereis a sampling of topics with permittingrequirements for each:

Sheds – A permit is required for a shed,which must be at least six feet from theproperty lines. A shed may not be placedin a front yard. West Goshen Townshippermits one shed per property.

Fences – A permit is required for anyfence exceeding six feet in height. Thereare no setback requirements for fences;fences may extend to the edge of theproperty line.

Pools – Any above-ground pool over 24inches deep requires a permit. If you areinstalling an in-ground pool it willrequire a Building Permit and a Grading,Drainage, and Erosion Control Permit.

Tents – Any tent larger than twenty feet

by twenty feet would require a permit.This permit is valid for six months.Note that tents must be placed at leasttwenty feet away from any structures.

Special Events – The Township hasimplemented a Special Event Permit tobe utilized when you are planning ablock party, yard sale, casino night,parade, etc. The Township will providebarricades and traffic control ifrequested. Written notification statingthe date and time of your proposedevent as well as information pertainingto a raindate should be submitted. Ifyou are planning to block off theroadway, signatures of the homeownerswhose properties will be affected bysuch a closure must also be submittedwith the application. The ZoningDepartment will acknowledge yourevent and notify the West GoshenTownship Police Department. Be sure atall times that emergency vehicles canget through on the streets involved inyour block party. Off-street parking issuggested, if possible. In accordance

with the Pennsylvania Vehicle Code, novehicles may be parked within twentyfeet of the intersection. The SpecialEvent Permit is available atwww.westgoshen.org.

Home Occupations – West GoshenTownship requires that any home basedbusiness or home occupation beregistered with the Township.

Garage Sales – A special event permitis required for garage or yard sales. Allsigns pertaining to a garage/yard salemust be removed immediately followingthe event. NO signs are permitted ontelephone poles.

As development has replacedforested land, stormwater runoff

from developed areas has increasedflooding and streambank erosion,carrying pollutants and sediment fromstreets, rooftops, and lawns to localstreams and damaging habitat, leadingto costly expenditures for stormwatermanagement and drinking watertreatment.

Lawn conversions are an importantcomponent to making improvements incommunity management of stormwater,flooding, drinking water quality, andwildlife habitat. Dedicated areas in theyard can absorb roof water fromdownspouts, runoff from paved areas,and puddles in compacted areas. Homeand property owners can start a floweror vegetable patch, build a bog or raingarden, or establish a pocket meadow toabsorb rainwater. These alternative yarduses can increase the amount ofstormwater that recharges togroundwater, reducing downstreamflooding and erosion problems, filterpollutants from stormwater that washesoff roofs, lawns, and paved areas, andprovide attractive habitat for birds,butterflies, and many beneficial insects.

The West Goshen Summer Concert Seriesbegins on Sunday, June 12th withchildren’s musicians Ernie and Neal.These high energy entertainers maketheir initial appearance at West GoshenCommunity Park.

Another group makes its SummerConcert Series debut on Sunday, June26th, as Zydeco-A-Go-Go brings atraditional New Orleans Cajun party tothe park.

On Sunday, July 10th, country musicreturns to the West Goshen SummerConcert Series. The Double Clutchin’

Weasels perform classic andcontemporary country hits in their firstappearance at West Goshen CommunityPark.

Enjoy party greats with the Greasebandon Sunday, July 24th. The group, afavorite for Community Daycelebrations, participates for the firsttime as part of the Summer ConcertSeries.

On Sunday, August 7th, The NewSpecial Blendz comes to CommunityPark. The group’s popular Motownmusicians are fronted by new andtalented lead singers who continueSpecial Blendz’s tradition of top-notchMotown music and showmanship.

On August 21st, the Commodores, thejazz ensemble of the U.S. Navy Band,come to West Goshen Community Parkfor the first time since 2004. Hear world-class musicians selected from across thecountry playing jazz standards.

All concerts begin at 6:30 PM at theJ. Leon Hagerty Amphitheater at WestGoshen Community Park (N. Five Pointsand Fern Hill Roads). Concerts are freeof charge. In case of rain, concerts willbe moved to the West Chester East HighSchool Auditorium on Ellis Lane. Raindetermination will be made after 3:00PM on the date of the concert. Children living in WestGoshen Township can decorate theirbicycles, tricycles, training wheels, bigwheels, strollers, wagons, andwheelchairs in patriotic themes andparade through the park. Prizes will beawarded for the most creativedecorations. Everyone participating willreceive a commemorative medal.Anyone entering a bike in the paradeMUST wear a bicycle helmet.

The West Goshen Park and RecreationDepartment is getting excited for the2011 Summer Recreation Program!Children ages five through twelve areinvited to enjoy a memorable summer ofsupervised outdoor activities includingsports, games, crafts, special events, andweekly field trips, including rollerskating, bowling, ice skating, fun centervisits and more!

The Summer Recreation Program is aneight week session (June 20th throughAugust 12th) offered weekday morningsbetween 9:00 AM and noon at BarkerPark, Coopersmith Park, and WestGoshen Community Park. Some field tripsmay begin earlier and end later thannormal days. The program will not be insession on Monday, July 4th; howeverchildren and their families are invited toattend the Decorated Bike Parade atCommunity Park.

Chances are you will see one of the toppitchers in the National League (always agood bet when the Phillies play!) whenthe Phillies take on the Nationals inWashington, DC for an evening game onSaturday, August 20th… $60 perperson.

The Phillies, and the West Goshen Parkand Recreation Department, visit theMets again for the pennant stretchduring the final week of the season onSaturday, September 24th… $60 perperson.

The athletic fields at the West GoshenCommunity Park are for the use andenjoyment of all Township residents.Leagues and organizations having avalid field use permit have field usepriority over those without a permit.ALL organized activity on any fieldrequires a permit from theTownship. A permitcan be obtained bycontacting theAthletic FieldCoordinator, DorineHannum at 610-696-5266 or [email protected]. It is alsoimportant that everyone understandsand respects the red flag system used atthe athletic fields. A red flag hangingon the backstop of any field or postedon the soccer field indicates that the

field is CLOSED due to unplayable fieldconditions. The West Goshen TownshipParks Department checks the fields overthe weekends and will remove or add aflag depending on the weather and

field conditions. From Mondaysthrough Thursdays, field

Dog owners are reminded thatdogs are not allowed to run free in anyathletic fields, tennis or basketballcourts, or other park facilities other thanRoonie’s Canine Corner. Dogs mustremain on leash at all times at WestGoshen Community Park and ownersmust pick up after their dogs. �

West Goshen Township iscommitted to providingresidents with efficient trash

removal service using environmentallysound practices to prevent recyclableitems from ending up in landfills and toremove hazardous items from the wastestream. To ensure this level of service,West Goshen Township and ChesterCounty accommodate separatecollections for recyclables, householdhazardous wastes, regular trash, andbulk items.

Residential establishments with four ormore units and commercial, municipal,and institutional establishments areresponsible for individually contractingat their sole cost and expense for thecollection of waste and recyclables withany collector/hauler licensed by WestGoshen Township.

The following guide for disposing ofrecyclables, household hazardouswastes, and other trash items is forhomeowners not affiliated with ahomeowners association in West GoshenTownship.

Recyclables (Mondays)

There is no maximum limit. Thefollowing items are recyclable:• Cans, including aluminum, steel, ortin

• Bottles and jars, including clear,brown, or green glass

• Plastics, #1 through #7• Flattened boxes, including cerealboxes, corrugated cardboard, andother cardboard boxes. Please notethat all cardboard items must fitinto your recycling bucket.Cardboard must be cut into piecesno larger than two feet by two feet,and bagged or bundled into stacksno larger than one foot thick.

• Paper, including junk mail,telephone books, catalogs, whitepaper, wrapping paper, magazines,and newspapers

All items must be placed in a WestGoshen Township plastic recyclingbucket or a trash can with a Townshiprecycling sticker affixed to it. Recycling

stickers are free and may be obtainedfrom the Township. If you have movedinto new construction, you may obtain arecycling bucket at no cost at theTownship Administration Building.Twenty gallon recycling buckets areavailable for purchase ($10 each) at theTownship Administration Building. Markeach bucket with your street and housenumber. Place at curbside before 6:00AM or the night before. Recyclingbuckets must be placed to the left orright of trash cans, with at least threefeet of clearance between thecontainers.

The following items are NOTrecyclable and should be disposedof with regular trash:• Tissues, paper towels, and napkins• Food wrappers• Wax or plastic coated boxes• Tyvek envelopes• Metallic wrapping paper• Light bulbs• Plate glass, window glass, drinkingglasses, or mirrors

• Crystal• Ceramics• Aerosol paint cans• Ovenware• Plastics without identifying recyclingnumbers

• Empty oil cans or bottles

Trash (Mondays/Thursdays)

The Township-provided 96 galloncontainers help assure efficient trashcollection. Place this container at thecurbside before 6:00 AM or the nightbefore. Trash will not be picked up afterthe truck has arrived.

Please follow these guidelines to makesure your trash is being picked up safelyand in a timely manner:• Your trash container has a uniqueidentification number assigned toyour home. We recommend that youmake note of your toter numberand/or indicate your address inpermanent black marker on it toavoid confusing your container with

those of neighbors.• All trash (except bulk items) must beplaced inside the Township-providedcontainer.

• Place your container on the streetwith the front wheels against thecurb and the handle and wheelsfacing away from the street.

• Make sure your recycling containeris placed at least three feet to theleft or right of the trash toter.

• Position your container so it is atleast four feet away from mailboxes,cars, or any other obstacles.

Items Not Accepted: Hazardouswastes, as described on page 12. Pleasecontact the proper authorities if youhave a waste item that poses asignificant danger.

Bulk Trash (Thursdays)

A maximum of one bulk item will becollected per week. A bulk item is anobject which two people can lift.Disabled refrigerators, air conditioners,and other cooling units must be taggedthat freon has been removed. Nobuilding materials, railroad ties,automotive parts, or tires will be pickedup. A maximum of four carpet rolls,each no longer than four feet in length,will be collected. If unsure whether ornot your bulk trash item will becollected, call Allied Waste Service at610-869-2222.

Yard Waste

West Goshen Township providesmonthly yard waste service to residentsbetween April and October.Homeowners may place leaves,branches, twigs, and other yard wastesin trashcans or biodegradable paperyard waste bags, or tied in bundles nomore than four feet in length withbranches no more than four feet indiameter at their curbside for collection.Yard waste will not be collected fromplastic bags, and grass clippings will notbe accepted. There is no limit to thenumber of trash cans, paper bags, ortied-up bundles that will be accepted.

In compliance with standards set byTitle 25 of the Pennsylvania Code, yardwaste is no longer permitted to beburned in West Goshen Township.

Yard waste will be collected on thefollowing Saturdays: May 14th,June 11th, July 16th, August 13th,September 17th, and October 15th.

No Trash Service

If a collection day for regular trash,recycling, or bulk pickup falls on aholiday, collection will occur on thevery next day. If the holiday falls on aMonday, the second pickup that weekwill also be postponed to the followingFriday. Midweek holidays may affectthe regularly scheduled Thursday trashcollection.

Township offices will be closed onMonday, May 30th and Monday,July 4th. The Township holidaytrash pickup schedule will be in

effect those weeks, with trashpicked up on Tuesday, May 31st andFriday, June 3rd, and on Tuesday,July 5th and Friday, July 8th.

Household Hazardous Waste

Items labeled with any of the followingwords can not be disposed of withregular trash: CAUTION, TOXIC,DANGER, FLAMMABLE, WARNING,CORROSIVE, EXPLOSIVE, REACTIVE,COMBUSTIBLE, POISONOUS, orHAZARDOUS. Use the chart below todetermine items that may be broughtto the Chester County HouseholdHazardous Waste Collection sites.Collection dates and locations for 2010will be:

Qualified applicants must be 65 orolder as of December 31, 2010.

Senior Rebate Programs

Pennsylvania state law requiresrecycling programs for all institutionalproperties or multi-residentialfacilities, including schools, hospitalsand nursing homes, public agencies,restaurants, stores, office buildings,factories, shopping centers,condominiums, townhouses, andapartment buildings.

Each owner, operator, oradministrator of one of the abovementioned categories is required toprovide to each occupant, employee,patron, or resident written materialdescribing its recycling program.Written instructions should clearlydescribe what materials are to berecycled, how the materials are to beprepared, and how the collectionsystem works. The owner, operator, oradministrator must provide forcollection of the recyclable materialsat least once per month.

The recycling containers must beeasily accessible and suitable for thetype of material that is beingcollected. Educational facilities mustprovide for separation and collectionof recyclable materials in classrooms,administrative offices, cafeterias, anddormitories.

Materials to Be Recycled

Commercial, municipal, andinstitutional establishments mustprovide, at a minimum, for theseparation and recycling of thefollowing materials:• Computer paper and whitebond/copier/letterhead paper

• Corrugated paper• Aluminum, steel, and bimetalliccans

Multi-unit Residences (apartmentbuildings and condominiums) must

provide for the separation of andrecycling of at least four of thefollowing materials:• Clear and colored glass• Aluminum, steel, and bimetalliccans

• #1 and #2 plastics• Mixed paper including newspaper,junk mail, telephone books,catalogs, white paper, magazines,flattened boxes which do notcome in direct contact with food,and non-corrugated cardboard.

Check with your apartment complexor condominium association todetermine which materials to recycle.

Pennsylvania’s Magisterial District Court15-2-03 encompasses West GoshenTownship and the townships ofWesttown and Thornbury. In 2010,Magisterial District Judge William Krauthandled 6,263 cases, a slight decrease inthe number of cases from 2009. Thebreakdown of 2010 cases is as follows:

• 338 criminal cases• 1,097 summary cases• 4,067 traffic cases• 405 civil cases• 356 landlord/tenant cases

The Magisterial District Court collected$994,502.10 in fines. Of that, WestGoshen Township received $117,980.90.

More than 90% of all litigation inPennsylvania occurs in the courtroomsof Magisterial District Judges. ChesterCounty has nineteen Magisterial Courts.All summary misdemeanor and felonycases originate at the MagisterialDistrict Court level. Magisterial DistrictCourts are also the venue for lawsuits in

civil cases for amounts up to $8,000 aswell as the filing and disposition ofminor criminal cases such as trafficviolations, disorderly conduct, publicdrunkenness, truancy, game lawviolations, and parking tickets.Magisterial District Judges areresponsible for conducting preliminaryhearings for all serious criminaloffenders to determine which casesshould be held for trial at the Court ofCommon Pleas, and for setting andaccepting bail and arraigningdefendants after arrest.

In his annual “State of the Court”report, Judge Kraut points out thatDistrict Court 15-2-03, which is locatedin the Chester County GovernmentServices Building on Westtown Road,has improved secure access to thecourtroom. The court, which used tohave a direct access door to the outside,now can only be accessed from theinside of the Government ServicesBuilding. Thus, anyone entering thecourtroom must first pass through the

building’s main security check andmetal detector. This change also allowsvisitors to the courtroom, includingprisoners, more direct access toGovernment Services Buildingbathrooms. In prior years, prisoners hadto be accompanied by police outsidethe building and back into the mainentrance to access the bathrooms.Judge Kraut points out that reductionsin the transport of prisoners increasethe safety to the general public.

Judge Kraut encourages suggestions onmaking the court run more efficientlyand feedback on ways to better servethe public. However, his office can notoffer comment on any cases to beheard by the District, and he and hisstaff may not give legal advice to thepublic. In each issue of the Township Newsletter, the WestGoshen Police Traffic Safety Unit will provide informationfor drivers, focusing on sections of the PennsylvaniaVehicle Code or other traffic safety issues.

Section 3327 of the PennsylvaniaVehicle Code, “Duty of driver inemergency response areas” also

known as the“The Steer Clearlaw”, requiresmotorists tomove into a lanethat is notadjacent to anemergencyresponse area.An emergencyresponse area is

an area on or near a road where services are beingprovided by police, sheriffs, coroners, medical examiners,firefighters, fire police, fire marshals, rescue personnel,emergency medical service personnel, towing andrecovery personnel, hazardous material response team

members and/or highway construction and maintenancepersonnel. If drivers cannot move over because of trafficor other conditions, they must reduce their speed. In caseswhere law enforcement may not be present, the lawallows road workers and emergency responders to reportviolations by motorists. Law enforcement may issuecitations based on these reports. Failure to move over orslow down can result in a summary offense that carries afine of up to $250. In addition, fines will be doubled fortraffic violations occurring in work zones areas. If thatviolation leads to a worker being injured, a 90-day licensesuspension could result.

Always exercise extreme caution in these areas.

As a rule of thumb, if you are on a multi-lanehighway and see a vehicle or vehicles in the shoulderor stopped on the road, leave a buffer lane betweenyour car and the stopped vehicle(s) when possible. Ifyou are not able to keep a lane between yourselfand the stopped vehicle(s), slow down!

While visitors are welcome to Roonie’sCanine Corner with their humanfriends, keep in mind that thedogpark is not staffed, and that dogsmay not always behave well with eachother or with people who are strangeto them. With that in mind, here aresome guidelines for dealing withaggressive dogs:

If your dog is aggressive…• Remove your dog immediatelywithout argument if someone elsecomplains about your dog being tooaggressive, even if your dog is onlyplaying. Different dog owners havedifferent comfort levels for variousforms of dog play, and each dogowner is entitled to decide what istoo aggressive. Any attempt to defythe request will likely escalate theconflict and may necessitate policeinvolvement.

• Be levelheaded and don’t take anyrequest to remove your dog fromthe park as a personal attack. Ifsomeone says your dog is aggressive,it does not mean your dog is bad oryou are a bad dog owner—it justmeans that your dog, for whateverreason, is behaving in a manner thatmay not be appropriate at themoment for other dogs or dogowners.

• Share information (name, phonenumber, inoculation records) withthe other dog owner if your dogbites another dog or person.

• Determine if your dog does not havethe right temperament for thedogpark. A good, well-behaved dogmay feel threatened around strangedogs or people, or may feel a needto assert itself in a crowd of dogs. Berealistic about your dog’s ability tobehave appropriately with otherdogs and dog owners.

• Do not use the dogpark as a trainingground to acclimate your dog toother dogs. If your dog doesnot react well to other dogs,professional training may bean appropriate solution. It isnot fair to the other dogs ortheir owners to feel threatenedby being unwitting subjectswhile you attempt to trainyour dog out of his aggressivetendencies at the dogpark.

If someone else’s dog isaggressive…• Let the dog’s owner know that youare not comfortable with his/herdog’s behavior, and politely requesthim/her to remove the dog.

• Don’t label the dog as “bad” oraccuse the owner of beingnegligent, ignorant, irresponsible, orunaware of how to be a good dogowner. People view their dogs aspart of their families. Verbal attackson a person’s pet or dog trainingskills are counterproductive, as theyare likely to be taken personally (likecriticizing someone’s child rearing)and make the person moredefensive.

• Make sure to get the person’s nameand phone number andimmunization records for the dog ifhis/her dog bites you or your dog.

• Call 911 if a person is beingbelligerent while his/her dogcontinues to act in an aggressivemanner. Public safety is a policematter, and it is okay to notify thepolice if someone is jeopardizing thesafety of other dogpark users,especially if the conflict between youand the other person escalatesbeyond a civil tone.

• You may notify the Park andRecreation Department of aggressivedogs at 610-696-5266, ext. 4104. ThePark and Recreation Departmentmay not be able to resolve pastincidents of aggression. However,the Park and Recreation Departmentmay be able to track trends, such asif an owner of an aggressive dogcomes at the same time each day,drives a particular car, etc. that willhelp identify habitual aggressive dogowners. A member of the Park andRecreation Department and/or apolice officer can then notify thatperson of the need to follow therules, or even require that person to

vacate the dogpark.

ROONIE SAYS…

In December 2010, Walter Hoover steppeddown after serving for eighteen years on theWest Goshen Sewer Authority. A civil engineerby training, Mr. Hoover has worked for thePennsylvania Railroad, Roy F. Weston, Inc. andRobert F. Harsch and Associates, Inc. He and hiswife Jean moved to West Goshen Township in1962 where they raised their two sons, Peterand Timothy.

In 1992, Lewis H. Reid, a longtime memberof the West Goshen Sewer Authorityencouraged his friend Walt Hoover to join theAuthority.

“It was very interesting to me, because itwas involved with something I did on a dailybasis as a consulting engineer,” says Hoover.

During Walter Hoover’s time on the SewerAuthority, the Wastewater Treatment Plant wasexpanded, increasing capacity to 6.0 milliongallons per day. According to John Windle,current treasurer of the Sewer Authority and amember since 1982, Hoover was instrumental inthe plant’s expansion. “He was a big help onthat,” says Windle. “He spent a lot of time withthe Authority's consulting engineer, GlaceAssociates, at their office in Harrisburg duringthe design phase and made a lot of suggestionsthat were good.”

In 2006, Walter Hoover became chairman ofthe Sewer Authority, a post he held until 2010.In describing Hoover’s leadership style, JohnWindle says, “He is not a flamboyant guy, butwas steady and fair in everything he did.”

According to Hoover, when the WastewaterTreatment Plant is running smoothly, peopledon’t seem to notice. “The Sewer Authoritydoesn’t get much publicity,” he points out. “TheTownship is fortunate to have a very good staffrunning the sewer system and treatment plant.”

Walter Hoover has also been a long-timevolunteer at the Chester County HistoricalSociety and at the Westminster PresbyterianChurch, where he sings in the choir.

“Walt Hoover is just an all-around goodman,” says John Windle.

As for Hoover’s feelings about WestGoshen? “I've really liked living there and wasglad that I could be of service to the Township.”

Walter Hoover was recognized for hisservices to the Township with a specialcommendation by the West Goshen Board ofSupervisors at their April 13, 2011 meeting.�
