Introduction
Dixie Highway is one of the nation’s oldest highways, stretching from Chicago to Miami.
Built in 1915, the highway is also known as State Road 909 in Florida, and North Miami’s West
Dixie Highway boundary extends from NE 121st Street to NE 143rd Street traversing over three
and a half miles through the heart of the city. Along with US-1 (Biscayne Boulevard), West Dixie
Highway has been a historically important commercial corridor for North Miami, but with the
completion of I-95, business and tourism in the area surrounding West Dixie Highway suffered.
Now West Dixie Highway and the City of North Miami are on the cusp of a resurgence through
both public and private efforts to implement redevelopment projects.
With the adoption of its new Comprehensive Plan in 2015, the City of North Miami raised
the height limit along West Dixie Highway from 55 feet to 110 feet to make the corridor more
conducive to development. Included in the adopted Comprehensive Plan was the Neighborhood
Redevelopment Overlay Boundary (created in 2007) that covers a significant portion of the West
Dixie Highway corridor, positioning the highway’s land use for mixed-use development including
multi-story commercial and high-density residential use.
Given the changes that are coming to West Dixie Highway and the City of North Miami,
the Economic Development Division of the City of North Miami surveyed business owners who
make up the commercial corridor to understand their needs and concerns, listen to feedback on
proposed changes, and generally get a better understanding of the potential business climate for
West Dixie Highway and North Miami.

Methodology
The West Dixie Business Report encompasses a business survey and analysis of its findings,
focusing on the West Dixie Highway corridor from NE 121st Street up to NE 143rd Street.
From August 2016 to February 2017 business surveys were conducted with commercial
businesses located along West Dixie Highway.
This is the second in a series of surveys, with the first 2016 business report being
conducted in the downtown district along NE 125th Street. Specifically, eighteen diverse
types of businesses were surveyed indicated on the map above. (Figure i) The purpose of
the survey was to gather feedback from North Miami business owners to help identify
ways to improve the quality of city services as they relate to supporting existing
businesses as well as targeting new businesses based on the survey findings.
The survey was conducted in-person going door-to-door after arranging survey interviews
via phone call. (Appendix A). Overall, surveys were completed by 18 businesses out of 196
businesses (9%) located along West Dixie Highway. (Appendix B) The goal of the survey
was not to contact every business, but to try and gather an accurate sample size reflective
of the broader demographics of the businesses in the West Dixie area.

Respondents Demographics
A majority of the businesses surveyed specialized in selling either retail goods or services (50%)
This business use included a variety of categories such as restaurants or a laundromat. (Figure
1.1) The rest of the surveyed businesses were distributed fairly evenly across three other
categories: Healthcare, Office, Music/Entertainment, and other miscellaneous businesses. West
Dixie Highway is a unique corridor with several music and entertainment-focused business. For
example, Audio Vision Recording Studios is a music recording studio that has top musical talent
record in their business in North Miami. Some of their notable clients have included: Aretha
Franklin, Jamie Foxx, Steve Stills, The Eagles, Lil’ Jon, and more. The “Other” category included
businesses such as non-profit organizations and childcare centers. Given the demographics of the
businesses located along West Dixie Highway, this is a fairly accurate representation of the
businesses located in the area. However, no automotive shops participated in the survey
although this use makes up a significant portion of businesses on the West Dixie Highway
Corridor.
Most of the respondents were small business owners, and there were few that had more than
ten employees. The largest category of surveyed businesses employed three or less individuals
(44%). (Figure 1.2) While most businesses surveyed had few employees, the largest employer
surveyed was Freedom Flag & Banner, a wholesale flag-making and distribution business, with
16 employees. These findings are consistent with the statistics of the greater North Miami
business community. According to The Beacon Council, 70 percent of North Miami businesses
have four employees or less.

An overwhelming majority of business
owners surveyed were seasoned business
professionals who had been in business at
least a decade or more. (Figure 1.3) Several
of the businesses were family-owned and
operated entities that had been passed
down through generations.
It is notable that so many surveyed
businesses have been in the area for so
long. Given West Dixie Highway’s unique
and challenging geography (diagonal road
with triangle-shaped lots), there is a
perception that businesses inherently
cannot succeed there long term. The
surveyed businesses prove that a business is
capable of staying long term if conditions
are right and a business manages well.
A majority of businesses surveyed (56%)
have been in business more than 20 years,
and while up until now they have been
stable and in the same location, many of
these business owners will not necessarily
keep their businesses for much longer.
Several business owners commented they
are winding down or near the end of their
careers, and that they may be interested in
selling or renting out their property in the
near future. Also characteristic of this
cohort was the large percentage (72%) that
owned their property as opposed to simply
leasing space (Figure 1.4). This means that
West Dixie Highway is about to face a major
change in its business landscape over the
next few years with property potentially
coming on the market for sale or lease. This
is very promising for redevelopment since
market conditions are right for new
acquisition and infill along the corridor.

Operating in North Miami
A common response to the question of why an owner chose to open their business in
North Miami was that they had pre-existing ties to the community. Many business owners
are local residents or have family who live in North Miami. Given this, there is a vested
stake in seeing the community, as well as their business, thrive and prosper since it is
where they both live and work. (Figure 2.1)
Another common reason to locate in North Miami was simply the opportunity presented
itself in the real estate market. Given that many of these businesses own their properties
outright and have been in operation for over a decade, the real estate deals that these
business owners made was an investment in the market. Based on surveys, several
business owners are looking to wind down their stake in their properties and liquidate
their equity in the market.

Information on the economic vitality of the West
Dixie Highway corridor was exposed by asking
business owners about perceived fluctuation in
sales. The numbers were split equally between
increased, decreased, and no change in sales. This
seems to suggest that economic success is less
dependent on the corridor and geography as a
whole and is more determined by individual
performance, market need, and business
management. (Figure 2.2) This insight underscores
the point that market need and strong business
fundamentals are more important than opening
purely based on location. Figure 2.2

Additionally, respondents were asked what various kinds of marketing strategies they used
to attract customers. (Figure 2.3) Sales did not seem to correlate with variety and quantity
of marketing, indicating that there are underlying components to the sales performance
other than business advertisement such as market need. Notwithstanding, many business
owners claimed to have no advertising, or only relying on word of mouth from its customer
base.

Community & Municipal Engagement
When asked how the City could assist their business, a most respondents stated they
wanted to be kept informed on grant opportunities, including those requiring matching
investments. (Figure 3.1) Most business owners also voiced that they needed general assistance
to confront unique problems to their property. For example, one owner spoke of cars parking on
the swale by their business. Another had an issue with loitering, and a third needed assistance
with a light pole and exposed wiring in their parking lot. Others cited increased police protection,
beautification and trash pickup, and the desire for skills and assistance with business operations.
A plurality of business owners expressed dissatisfaction with the City of North Miami’s
enforcement, regulation, and codes in the West Dixie Highway area (Figure 3.2). Some of the
business owners linked their unresolved problems from the graphic in figure 3.1 as their
justification for the response. Others believed that the City did not enforce its codes consistently
or to the degree needed to maintain an attractive looking commercial corridor.

Of the business owners surveyed, an overwhelming number of them preferred to
be contacted by the City through email or a phone call. A substantial portion of official
City correspondence is done through direct mail, so some of the business owners may not
be receiving or reading some of what is sent to them. Additionally, many of the city
events, announcements, and notices are on the city website or Channel 77 (City TV),
which is less frequented than email or phone. City Staff may need to consider using email
and phone for more correspondence and to market more effectively. (Figure 3.3)
In response to the question of what types of businesses respondents’ desired to see the
city target for the West Dixie Highway area, an overwhelming number emphasized more
diversity in the retail stores, and almost every business owner specifically mentioned
more restaurant and café options. (Figure 3.4) While many of the wishes of these business
owners were similar to the desires of business owners on NE 125th Street, a unique desire
of some West Dixie Highway businesses was the wish for more corporate or franchise
retail in the area. There are very few corporate stores or restaurants in West Dixie
Highway corridor.
The desire for more restaurants and a vibrant retail presence tied in with what
respondents stated was their biggest challenge going forward: getting customers in their
doors and walking the streets. Increasing the diversity of retail and places to dine could
promote more walkability and foot traffic by consumers.

Conclusions
Based on these survey findings, city staff should continue to improve outreach and
presence within the business community. Using email and phone data obtained through
the Certificate of Use and Business Tax Receipt process, the City should focus on engaging
more through email and text messaging. Most businesses had problems and issues unique
to their location that requires continued and sustained City involvement and outreach to
remedy. According to this survey, many of the property and business owners on West
Dixie Highway are seasoned business owners who have owned their property for many
years. Several of the businesses are in their mature stages, and these properties may
become available on the market in the next five to seven years.
This presents an opportunity on the horizon for significant city involvement in the
redevelopment of a corridor that has historically been so vital to the economic prosperity
of North Miami. With many of the business and property owners in the twilight of their
careers, this may be the opportunity to promote and plan for sustainable community
development in the coming years. Implementation of the 2013 Downtown Development
& Major Corridor Master Plan will be crucial in the coming years. It is clear business
owners are eager to work together and participate in community development activities.
Staff should harness this desire to participate in city improvements by hosting business
roundtable discussions to engage and foster cooperation among business clusters. Given
the low amount of marketing and lack of foot traffic, a small business development
workshop could be crucial in helping small business owners develop marketing strategies
and effective means of financing. Per the business survey, an overwhelming number of
business owners are willing to participate in such a city-hosted event.
West Dixie Highway is a historically significant commercial corridor and it traverses
the heart of the North Miami community, and its economic success is critical to the
success of the rest of the community. Continual and constant engagement is crucial for
continued growth and prosperity. Continuing to implement the Downtown Development
& Major Corridor Master Plan will target many of the issues this survey analysis identified
including the fostering of public private partnership redevelopment projects, including a
partnership with Florida Department of Transportation in improving the corridor.

Part II: West Dixie Highway
Street Improvement Results
In addition to the business survey that was analyzed previously,
sixteen business owners located along the West Dixie Highway
corridor took a separate survey concerning the walkability,
engineering, beautification, and other general questions related to
West Dixie Highway.
The City created a Downtown Development & Major Corridor
Master Plan in 2014 that includes recommendations for significant
improvements to major commercial corridors like West Dixie
Highway. Some of the questions herein are reflective of the
proposed changes based on this Master Plan.
The survey was conducted in person at each business by the
Economic Development Manager. Below are the questions asked
and the responses.
