West Falls Church Station Canopy Lighting
TITLE:
West Falls Church Pedestrian Canopy
PURPOSE:
Obtain approval to 1) Increase the project budget of West Falls Church Bus Bay Canopy by $500,000 from $2,250,000 to $2,750,000; and 2) Issue a contract modification not to exceed $500,000 to be used for Repair/Rehab projects outside of the Metrorail system to design and install lighting and to perform miscellaneous repair work for the entire commuter bus loop/bays at the north end of West Falls Church Metrorail station.
DESCRIPTION:
The north side bus loop/bus bays of West Falls Church Metrorail station serves the commuters using the Fairfax Connector and Dulles Access buses. Fairfax County has determined that the pedestrian canopy that has been installed for the entire bus loop/bay area to protect the patrons from the weather, now requires lighting for the additional safety of patrons. The initial installation of the canopy was completed in January 2010, without the lighting due to insufficient project budget. This additional CMAQ funding of $400,000 with $100,000 in matching funds from VDRPT will enable the installation of a lighting system and to perform additional work necessary for the canopy. A lighting study was performed for the required foot candle, or brightness level and the designer identified three different options for indirect lighting similar to the Pentagon canopy. A four foot long 54W high-output fluorescent lighting option was eventually selected, as the other two options, both flood and LED lighting, presented either insurmountable installation obstacles or would require excessive maintenance. The RFP was issued on March 31, 2010 with award pending the receipt of funding. The work is anticipated to begin within a month of receiving the CMAQ funds and the anticipated project completion date will be in late January 2011.

Operating Budget Impact:
Operating costs for this project are negligible. Maintenance of lighting for the Pedestrian Canopy will be concurrent with the existing lighting of the bus bay loop light poles. The circuits feeding the existing light poles will be utilized for the new Pedestrian Canopy fluorescent light fixtures.

WHEREAS, The FY2009 Capital Reimbursable Projects budget showed $2,250,000 for
improvements at the West Falls Church Metrorail station including a canopy over
pedestrian areas servicing the commuter bus loop and bay areas; and
WHEREAS, Those funds have been exhausted; and
WHEREAS, The installation of lighting for the entire pedestrian canopy area has been
identified to be completed as part of the canopy installation project; and
WHEREAS, The $400,000 of CMAQ funds from FTA and $100,000 of match funds from
VDRPT are already available for the lighting project; now, therefore be it
RESOL VED, That the Board of Directors approves an increase to the West Falls Church
Pedestrian Canopy project budget by $500,000 from $2.25 million to $2.75 million and
the approved Fiscal 2011 Capital Reimbursable Projects budget from $3 million to $3.5
million to be used for the canopy lighting subject to the receipt of funds; and be it further
RESOLVED, That the General Manager is authorized to modify Contract F05159 for an
amount not to exceed $500,000 to design and install lighting for the pedestrian canopy
for the entire commuter bus loop at the north end of the West Falls Church Metrorail Station; and be it finally
RESOLVED, That this Resolution shall be effective immediately.
