Purpose of the District
Generate improvements to stimulate economic development
within the area
History of the District
Proposed by the City of Rosenberg, City of Richmond and the George Foundation
Created through Senate Bill 1820, which was passed by the Texas Legislature and signed into law by the Governor in 2005.
Initial standards approved in 2007 Landscape Master Plan created in 2008 First Project underway in 2009
Roles of the District
Service Provider– Tourism– Traffic Control and Security– Increased and Improved Maintenance
Infrastructure Construction and Maintenance– Street and road signage, lighting and banners– Design and construction of streets and sidewalks– Signage and design of historical areas
Architectural and Landscape Regulations– Standards may be approved with the consent of the City
Councils of Rosenberg and Richmond
Funding Sources
Authority to impose an assessment with the consent of owners of a majority of the property values. This applies only to commercial property.
Voluntary Contributions/Grants Currently, the District is funded by contributions from the
development corporations of Rosenberg and Richmond, as well as by some contributions made by the George Foundation and the private sector for specific projects.
