September is a time of new beginnings – children back to school, young people off to college or university or taking the next steps on their road to adulthood. The crisp mornings can be invigorating but also remind us that colder weather is ahead of us and for many, particularly farmers, there is a need to prepare for the winter months ahead. This year it is all rather different, and the effects of the pandemic will perhaps be more apparent as we approach the winter months. However, as we have shown, we can adapt and many of us have had to embrace new technology just to meet, work, place an online order for food or repeat prescriptions. Yet for some it is a time of loneliness and increased isolation, it erodes confidence and for some of those living in our community who are alone or unwell a friendly face to lift spirits may be required as the usual support groups and networks are unable to function – it is an anxious time for all of us so please be vigilant and look after one another. The autumn often brings a couple of festivities too – Halloween and Bonfire Night come to mind – we would ask that parents do not encourage / allow Trick or Treating this year as this could put people at risk of spreading the virus. It is with regret that I have to advise that the annual village Bonfire Night held on the playing fields will not be taking place this year due to the restrictions in place. However, the Council will be looking to arrange some sort of community event once restrictions ease and it is felt safe to do so. Obviously, some of you may be keen to hold your own firework event in your gardens – please be aware of the rule of six (or whatever restrictions are in place at the time); effect on neighbours and their properties and animals; and, obviously you and your families’ safety – the NHS may be stretched even further this winter without sparkler burns to contend with – please be mindful and stay safe. On another note, as we approach the darker months – please remember to report defective street lights to Gill, [email protected] with details of the lamp number or exact address it is outside. The Council has recently obtained a quote to upgrade all the adopted lights in the village to LED lanterns. There are very good reasons to upgrade the lights, not least the reduction in power which reduces our carbon footprint as well as electricity costs and the reduction in maintenance. The Council will discuss the options further and will update you in due course. Furthermore, we would like to thank all of you who have kindly donated to the Donation Station – after weeks of produce piling up and some items being transferred to the Rugby Food Bank there has been, over the past few weeks, a noticeable use of the donation station and it is, basically, empty. The station was set up on the understanding that anyone could donate non-perishable goods for those in our community to take and benefit from – there is no judgement and whilst it is unlikely to feed a family of 4 for a whole week it may help those struggling as a result of the pandemic or facing situations at this time where saving a few pounds a week may help. It is based on the Italian basket idea that, basically, if some feel they have enough and would like to share with those less fortunate than themselves they can do so. If you are able, please donate what you can – the box is in the church porch and, once again, thank you so much for all your support.

And, finally, if anyone is interested in training to become a ‘Health Walk Leader’ could they please make contact with Gill, [email protected]. The Council is keen to support outside activities which promote fitness, health and wellbeing this autumn – we are surrounded by beautiful countryside but many people do not have the confidence to walk alone and so we are looking for people to train and set up walking excursions around the village and along the network of footpaths.

The first stage of the relocation of the telegraph pole outside the village hall was completed at the end of August. The second stage including change-over of the cables will be carried out in the half term holiday at the end of October. New tarmac and marking out of parking bays will likely be delayed until the spring.

Our new website is under construction and we should start testing in the next couple of weeks. Once the website is live, it will be possible to check the calendar on-line and send an enquiry direct to the Bookings Secretary.

Parish Council Survey Update

Thank you to everyone who has contributed to the Parish Survey. Your contribution is appreciated and very helpful for the Parish Council in understanding the views of residents.

The key themes of Environment, Traffic, Infrastructure, Social and Valued Assets that emerged were accepted by the Parish Council.

The Parish Council now wishes to develop, with the village, suggestions on ideas to improve things around these themes. A three phased approach has been agreed:

1. To capture the views of the children of the village Mr Rosevear, Head Teacher at the school has

agreed to facilitate all of the children completing a rich picture* of their vision of a perfect life in

West Haddon.

2. To share the children’s pictures in a gallery for older residents to view and invite them to complete

their own rich pictures.

3. Analysis of the pictures will identify practical changes for the Parish Council to develop and take

forward.

The ideal plan would be for the children’s pictures to be displayed in the Village Hall at an open consultation in November. However the ‘Rule of 6’ may prohibit that so alternative ways are being considered.

Harvest Festival 2020

It has been the tradition that we celebrate Harvest in this parish by giving items for the Rugby Food Bank. This year when there is a need within our own village it seems good that we

should make contributions to the donations box in the church porch. Gifts of food and toiletries will be accepted and can be taken by those who are affected by Covid 19.

There will be a service on Zoom to celebrate the bringing in of the harvest. Many have enjoyed an abundance of apples as well as other crops and so we hold our Harvest Festival on October 11th, please see box above for details of how to join the service.

All Saints Church – Service arrangements All Saints’ Church is now open for private prayer every day from 9.00 a.m. to 4 p.m. Sunday services: Every Sunday at 10.30 a.m. there is a ZOOM service. You can join the service via ZOOM on your smartphone, iPad or computer. Joining instructions are available from the parish administrator at [email protected] The Zoom service on October 11th will be the benefice Harvest Festival There are two live services in All Saints’ Church during October held under social distancing rules and wearing face masks. The rule of six applies as you come to church, inside the building social distancing applies. They services are on October 11th and 25th at 4 p.m. On the other Sundays the service will be at Long Buckby at the same time. West Haddon Junior Football Club - Toilet/kitchen block

We are pleased to advise the construction of the eagerly awaited toilet/kitchen block is now complete.

The use of the football playing field dates back to 1998. The initial discussions for a toilet block on the site begun over 15 years ago. Indeed in 2008 planning approval was granted for the construction of a large steel frame, steel clad club house complete with changing rooms and showers. Despite having planning approval, the lack of funds meant the project failed to go ahead.

The arrival of the Davidson’s development and its associated S106 funding resulted in the feasibility of a toilet block returning to everyone’s focus. S106 agreements are between the developer and the local authority and straddle planning approval. The 2014 planning application for the construction of the Davidson’s development was approved by Daventry District Council, with various S106 conditions. One condition, for example, was for the provision of £1,500 to improve the allotments in West Haddon. A far larger S106 condition was the provision of £100,756 to be split between junior football, senior football and the cricket club. In 2015, with the potential imminent windfall of £33,500 junior football club resurrected the possibility of having a toilet/kitchen block erected.

The plans for changing rooms and showers were shelved. There were several reasons behind this decision. Firstly, most children playing football want to go straight home after the match. There are also child welfare issues around having changing rooms, not to mention the ongoing cleaning obligations. Cost was also a factor……junior football had to make the £33,500 stretch as far as possible and changing rooms and showers were beyond the budget, there was a preference for a slimmed down building with a far smaller footprint.

Planning approval was submitted in February 2017 for the erection of a 35 square metre toilet/kitchen block of more traditional construction of brick walls and a tiled roof; this being far more sympathetic material than steel cladding. There were no objections raised from residents and planning approval sailed through on 9th February 2017 for a facility complete with toilets, disabled toilet, and kitchen.

It became evident the budget of £33,500 was not sufficient for the construction, even with its slimmed downsize. Determined not to let a second planning approval lapse, numerous funding applications were painstakingly completed and submitted. Thankfully in Spring 2019, the very final piece in the jigsaw, a £10,000 grant from The F.A. was approved. Along the way, junior football had also collected £5,000 from Winwick Wind Farm and a second grant from Daventry District Council.

Having completed the required procurement tendering process, a contractor was appointed. Work was scheduled to commence in Q3 2019. And then the rain begun. And it poured and it poured. Given the large number of vehicles required to attend the site it was not possible for them to drive across very wet ground. They may have got stuck and would certainly have decimated the grass. The project start date was pushed back, with March pencilled in for commencement. The building trade shut down completely during the early months of Covid and, March became April and April became May.

Thankfully on the 24th May 2020, some 12 years after the initial planning application was approved, the contractors rolled onto the site and delivery of materials began.

The contractors, AMJ Construction, and all their subcontractors have done a fantastic job. During the build, many vehicles came and went from the site. Thankfully nothing got broken and neither the junior nor senior pitches were affected in any way.

Covid-19 prevents the use of the facility to its maximum and indeed junior football are planning a very ‘soft’ and secure launch, but over time, taking small steps, the building will be fully open. It is hoped the availability of warm drinks and hot food during the winter months will become the norm. Having toilets in close proximity will be a blessing for the players, especially the younger children. It is truly hoped and anticipated the facility will serve the community well over many a decade.

Poppy Appeal 2020 & COVID-19

Unfortunately, the current pandemic is affecting every part of our normal lives and sadly this year it includes The Royal British Legion's Poppy Appeal. In the interest of safety and social distancing, there will be no house-to-house 'selling poppies' / donation collections in West Haddon for 2020. Thank you to the volunteers who have run this in previous years. Although RBL's large commercial partners such as Sainsbury's and Greggs may have agreed to have 'safe' static collection points on their premises from 22nd October, and have been offered first call on poppy stock, there is no guarantee that they will have the usual range of items. I believe at this stage there will be a static collection box available, with limited quarantined stock including traditional paper poppies, for each of the usual retailers in West Haddon, if they wish to participate safely. Additionally, I am hoping that if I can secure different stock, we can man a street “poppy pop-up” donation stall, with appropriate protection, on the afternoon of Saturday 31st October or Sunday 1st November. I will post on the village Facebook groups and forums if this becomes possible. If there is any special item you'd like, RBL are directing you to the online poppy shop: poppyshop.org.uk. Your donations are important, however given. Remembrance Sunday is 8th November 2020. Ceremonies are likely to be very different this year. Here's hoping for a different normal in 2021. Update from Buckby Library & Hub

Buckby Library & Hub expects to reopen to the public during the course of October. Please keep checking our website https://buckbylibraryhub.org or phone 01327 842591 for more information and COVID related guidance. During the current closure period, fines have not been charged. This scheme will cease on October 5th so please return any books through the letter box by then. Information on how you can pay for any future charges will also be on our website. In other news, we would like to thank Long Buckby Parish Council for their continued support and for signing the lease of the building from Northamptonshire County Council.

Our summer children’s book cover treasure hunt was very successful with an outdoor, COVID-safe, certificate and prize giving day held at the end of the school holidays. Thanks to the Anglian Water Positive Difference Fund in conjunction with the Northamptonshire Community Foundation, we are installing a permanent gazebo in our back garden to enable individuals and small groups (depending on COVID guidelines) to gather safely, weather permitting. Finally - are you keen to support the future of Buckby Library & Hub for the area? Do you want to volunteer? WhPhoto.club – August Challenge As the club does not have a meeting in August (in theory we are off taking great pictures during the break!), we always set ourselves a challenge for August. This year, with the pandemic and its impact on the nation in mind we chose the subject of ‘Changing Times’.

Members had to use imagination and ingenuity to illustrate this theme. Some chose to compare and contrast old times with the current day, some showed the proliferation of pandemic notices advising us on how to keep safe and others the changing behaviours of people keeping themselves and others as safe as possible. Members voted to decide on their favourite as follows:

Graham Sutherland– but just a set of chairs well spaced out across the whole space. Adrian entitled this image ‘Gaps’. Runner up was another image by Adrian, of an old wooden foot bridge taking us from the present day (with Coronovirus Notice prominent) to a better future perhaps? Adrian’s title was ‘Coronovirus Precautions’.
