1 Executive Summary
1.1 The scope of this report is to consider the potential daylight, sunlight and overshadowing that
will be enjoyed within Blocks H1, H2, J, K and M.
1.2 Average Daylight Factor, Daylight Distribution, Annual Probable Sunlight Hours and external
Overshadowing assessments have been undertaken to the proposed habitable rooms and
outside amenity spaces.
1.3 When the open plan kitchen/dining/living room areas are assessed against a target of 1.5%, the
results of our ADF assessments show that overall 89.5% of the proposed habitable rooms will
enjoy good levels of daylight in accordance with the BRE guidelines. In addition, the NSL results
show that approximately 80% of all rooms should enjoy a good level of daylight distribution.
1.4 Overall the daylight results are considered to show a good level of compliance for an urban
area and, overall, equal with the levels of daylight consented in the approved detailed
application for Blocks E, F, G & H & G1/G2.
1.5 The APSH results show that adequate levels of sunlight will be enjoyed given the general
orientation of the blocks and urban area. Those windows that receive lower levels of sunlight
are typically set back behind balconies where a balance between the provision of the beneficial
private amenity space and the slightly lower levels of sunlight within the room needs to be
struck.
1.6 The overshadowing results to the proposed open amenity spaces show that good levels of
sunlight in accordance with the BRE guidelines should be enjoyed to all spaces except Block H2.
However, the results to Block H2, although slightly below the suggested guidance, will enjoy
good levels of sunlight for an urban area. Overall therefore, the levels of overshadowing that
will be experienced to the proposed amenity spaces is considered good for the proposed size
and density of the development.

2 Introduction
2.1 Point 2 Surveyors Ltd has been appointed by Barratt Metropolitan LLP to undertake a daylight,
sunlight and overshadowing study with regard to the reserved matters application for Phase 4
at West Hendon.
2.2 This report will assess the potential daylight and sunlight effects to the proposed residential
properties and proposed amenity spaces.
2.3 The assessment has been based on the submitted plans and elevations by Allies and Morrison
Architects, Makower Architects and Mikhail Riches Architects.
2.4 A site plan, including 3D images of the modelling used within our assessments are given at
Appendix A. Detailed results tables and contour results of the assessments are given at
Appendices B, C & D.

3 Planning Policy
Local planning policy
Barnet’s local plan (adopted September 2012)
3.1 Specific policy guidance is given at part ‘e’ of Policy DM01 within Barnet’s Local Plan
(Development Management Policies), which states that:
“e. Development Proposals should be designed to allow for adequate daylight,
sunlight, privacy, and outlook for adjoining and potential occupiers and users.”
Supplementary planning document - planning sustainable design and construction
3.2 In addition, guidance is given at paragraph 2.4.3 of the SPD ‘Sustainable Design and
Construction’, which states:
“Sunlighting/Daylighting – Ensure that the design takes into account the levels of daylight and
sunlight that will penetrate into occupied spaces, as measured by Vertical Sky Components (VSC)
and the Average Daylight Factor (ADF). The VSC represents the amount of light available on the
outside plane of the window as a ratio of the amount of total unobstructed sky viewable
following the introduction of visible barriers, such as new buildings. The ADF is a more complex
measurements, which takes into account the VSC, the window size, number of windows
available in a room, the room size, the room use and layout and the room surface reflectance.

3.3 As set out above the tests and criteria used for the assessments within this report are principally
based on the BRE report Site Layout Planning for Daylight and Sunlight: A guide to good
practice, also known as the BRE guidelines.

4 Methodology
4.1 When assessing the potential daylight, sunlight and overshadowing levels on the proposed
apartments it is important to note that in urban locations, where townscape issues and urban
design dictate the design considerations, a planning balance having regard to daylight and
sunlight effects needs to be found. It is, therefore, sometimes necessary to apply the BRE
guideline criteria flexibly, having regard to a site’s location and /or the density of development
in the surrounding area. This is supported by the BRE guidelines which state within the opening
summary:
“This guide is a comprehension revision of the 1991 edition of Site Layout Planning
for Daylight and Sunlight: A Guide to Good Practice. It is purely advisory and the
numerical target values within it may be varied to meet the needs of the
developments and its location”.
Daylighting
4.2 Where the internal arrangements of the proposed habitable room are known, the Average
Daylight Factor (ADF) calculation can be undertaken. This calculation takes into account the
size and shape of the room and window, the reflectance of the room’s surfaces and diffuse
transmittance of the glazing as well as the amount of blue sky calculated in the Vertical Sky
Component calculation.
4.3 The BRE guidelines set out the ADF test at Appendix C, and further guidance, such as on the
reflectance of certain materials, are given within BS8206-2:2008.
4.4 The BRE guidelines and BS 8206-2:2008 suggest that the following ADF values should be
achieved for the following room types:
Bedrooms 1%;
Living Rooms 1.5%; and
Kitchens 2%.
4.5 The ADF results are obtained for each room individually and expressed as a percentage. Where
there are two or more windows serving one room, the ADF is found separately for each
window, and the results summed.
4.6 BS 8206-2 suggests that where a room has more than one use i.e. a kitchen, living room and
dining room, the higher of the ADF values for the uses should be used. With an open plan living
/ dining / kitchen area, the kitchen has the highest value of 2% ADF, and it is this therefore that
would be used. However, although the above is considered best practice it is also appropriate
to consider whether the room with or even without the kitchen area would achieve the
suggested standard for a living room (1.5% ADF). As the proposed apartments generally have
very deep living/dining/kitchens, with the kitchen located to the back of the room, these
secondary assessments have also been undertaken.

4.7 The windows within the proposed development are understood to be double glazed and a
factor of 0.70 has been used for the glass transmission factor (T). A factor of 0.92 for the
correction factor for dirt (M) has then been used which represents an urban residential
apartment with vertical glazing which can be easily cleaned.
4.8 The BRE guidelines suggest that where a window has glazing below the working plane an
additional factor needs to be introduced. The BRE guidelines suggest that the lower part of the
glazing should be treated as a separate window and the ADF from this ‘separate window’
should have the extra factor applied to it.
4.9 The BRE guidelines suggest that the factor to take should be equal to the proposed floor finish
reflectance. It is understood that the reflectance of the walls, ceilings and floors surfaces within
the proposals are intended to be ‘light colours’. A value of 0.4 has therefore been used as the
floor reflectance which is equivalent to a mid-reflectant finish such as a light timber veneer.
4.10 In conjunction with the ADF test the BRE guidelines and BS 8206-2:2008 suggest that the
distribution of daylight is assessed using the No Sky Line (NSL) test. This test separates those
areas of the working plane that can receive direct skylight and those that cannot.
4.11 When dealing with proposed properties the BRE guidelines suggest that a room should enjoy
good levels of daylight distribution if 80% of the working plane is in front of the No-Sky Line.
However for urban areas, and in our experience, this is often not achieved. It is our view that
for urban or built up areas that a target of 50% is more appropriate.
Sunlighting
4.12 The amount of direct sunlight a window can enjoy is dependent on its orientation and the
extent of any external obstructions. For example a window that faces directly north, no matter
what external obstructions are present, will not be able to receive good levels of sunlight
throughout the year. However, a window that faces directly south with no obstructions will
enjoy very high levels of sunlight throughout the year.
4.13 The BRE guidelines suggest that living rooms to new residential buildings are principally
assessed. The BRE guidelines suggest that a room will enjoy good levels of sunlight if it can
receive 25% of the annual probable sunlight hours, of which 5% are in the winter months.
Overshadowing
4.14 The methodology for the assessment of overshadowing is set out in the 2011 BRE Guidance
and is summarised below. The 2011 BRE Guidelines acknowledges that:
“Good Site layout planning for daylight and sunlight should not limit itself to
providing good natural light inside buildings. Sunlight in the space between
buildings has an important effect on the overall appearance and ambience of a
development.”
4.15 The BRE guidelines suggest that the availability of sunlight should be checked for all open
spaces where it is required. This would normally include:
Gardens; usually the main back garden of a house;

Parks and playing fields;
Children’s playgrounds
Outdoor swimming pools and paddling pools;
Sitting out areas such as those between non-domestic buildings and in public squares;
Focal points for views such as a group of monuments or fountains.
4.16 The 2011 BRE Guidelines suggests that the Spring Equinox (21st March) is a good date for
assessment as the sun is at its midpoint in the sky. Using specialist software, the path of the
sun is tracked which maps obstructions and compares them to the known sun paths to
determine where the sun would reach the ground and where it would not.
4.17 The BRE suggests that for a garden or amenity area to appear adequately sunlit throughout the
year, no more than half (50%) of the area should be prevented by buildings from receiving two
hours of sunlight on the 21st March.

5 Assessment Results
Proposed Residential Apartments
5.1 Daylight and sunlight calculations have been undertaken to all rooms of Blocks H1, H2, K, J and
M on the ground, first, second and third floor levels. These detailed results have enabled
conclusions to be drawn for all of the habitable rooms within Phase 4 of the development
(because any rooms on the higher levels will only receive higher levels of daylight/sunlight).
5.2 As set out in the methodology above, the ADF calculations to the proposed flats with open plan
living/dining/kitchen areas have been considered against a criterion of 2% (that suggested for
a kitchen) and 1.5% which is the levels suggested for a living room or dining room.
5.3 A summary of the results is given below at Tables 1-4 below and the full tabular results are
given at Appendix B.

5.4 When considering the proposed density of the development, the results show that a very good
level of daylight and sunlight should be achieved to Block M with 100% of rooms achieving a
good level of daylight using the secondary ADF test, and 74% of rooms achieving an adequate
level of daylight distribution. The percentage of rooms achieving a good level of sunlight is
lower than the percentage of rooms achieving a good level of daylight but this is because all
rooms, regardless of their orientation, have been assessed. Those rooms that face within 90°
of north, because of their orientation, will receive lower levels of sunlight regardless of any
design. The percentages achieved are considered good for the proposed density of the
development.
5.5 The results to Blocks K, H and J show a slightly lower percentage of rooms meeting the
suggested ADF and NSL criteria than Block M. However, the levels achieved are still considered
good or the proposed density. The rooms that do not meet the suggested ADF criteria are
typically those below balconies which restrict the daylight that can be enjoyed in the room.
The lower number of rooms meeting the ADF criteria is therefore not considered to be because
of the size and location of the other proposed blocks in the near vicinity, but because of the
desired internal configuration and the trade-off required between providing private balconies
and good levels of daylight within a room.

5.6 The percentage of rooms to Blocks K, H and J achieving a good level of sunlight is lower than
the percentage of rooms achieving a good level of daylight but this is because all rooms,
regardless of their orientation, have been assessed. Those rooms that face within 90° of north,
because of their orientation, will receive lower levels of sunlight regardless of any design. The
design has however looked to minimise the number of single aspect north facing apartments.
5.7 In summary, the levels of daylight and sunlight that will be enjoyed to the proposed habitable
rooms of Blocks M, K, H and J are considered good for the proposed density of the
development. In addition, the levels of compliance are considered equal with the levels of
daylight consented in the approved detailed application for Blocks E, F, G & H & G1/G2.
Overshadowing to the Proposed Amenity Spaces
5.8 An assessment of the potential overshadowing to the proposed courtyard spaces has already
been reported on within the approved hybrid planning application.
5.9 Revised assessments undertaken to the courtyard areas of Block J, K and H shows that each
space, with the exception of the spaces to Block H2, each space should continue to enjoy 2
hours of sunlight to at least 50% of the area on 21 March. Block H2 understandably receives
lower levels of sunlight, being orientated towards north, but is considered to receive good level
of sunlight for an urban area, with the northern space receiving enjoy 2 hours of sunlight to
41% of the area on 21 March.
5.10 Overall therefore, the levels of overshadowing that will be experienced to the proposed
amenity spaces is considered good for the proposed size and density of the development.

6 Conclusions
6.1 Overall the daylight results are considered to show a good level of compliance for an urban
area and, overall, equal to the level of compliance that is already consented in the approved
detailed application for Blocks E, F, G & H & G1/G2.
6.2 The APSH results show that adequate levels of sunlight will be enjoyed given the general
orientation of the blocks and urban area. Those windows that receive lower levels of sunlight
are typically set back behind balconies where a balance between the provision of the beneficial
private amenity space and the slightly lower levels of sunlight within the room needs to be
struck.
6.3 The overshadowing results to the proposed open amenity spaces show that good levels of
sunlight in accordance with the BRE guidelines should be enjoyed to all spaces except Block H2.
However, the results to Block H2, although slightly below the suggested guidance, will enjoy
good levels of sunlight for an urban area. Overall therefore, the levels of overshadowing that
will be experienced to the proposed amenity spaces is considered good for the proposed size
and density of the development.
