PROJECT SUMMARY

1.1. Background and Project Need

The purpose of this Facilities Study is to determine the availability of transfer capability across Entergy’s transmission system from Grand River Dam Authority (GRDA) to Southwestern Power Authority (SPA), to evaluate the Grand River Dam Authority’s request for 20MW of yearly point to point transmission service. The time period for this transfer is from 7/1/2010 until 7/1/2038. The direction of the transaction is GRDA to SPA. This study was performed on the latest available July 2010 – November 2011 monthly models, 2011 – 2019 winter, and 2012 – 2019 summer peak seasonal models, using PSS/E and MUST software by Power Technologies Incorporated (PTI). The facilities study identifies any transmission constraints resulting from the requested power transfer. The facilities study also includes cost estimates to correct any transmission constraints. ATC is not available for 7/1/2010-1/1/2011. The following constraints are identified from 5/1/2010-5/1/2011. No redispatch is available.

Melbourne-Sage 161kV FTLO Water Valley-Highland-Glencoe-Norfolk 161kV (Approved – 2010 Expected ISD)

Melbourne-Calico Rock 161kV FTLO Water Valley-Highland-Glencoe-Norfolk 161kV

ATC is available for 1/1/2011-6/1/2018.

For ATC beyond 6/1/2018, the following Scope Summary projects must be constructed for service.

1.2. Scope Summary

The overall scope of this project is summarized as follows,

- 2010-2012 Approved Entergy Construction Plan Project

The following projects are approved in the 2010-2012 Entergy Construction Plan. These projects are required to be in-service prior to the start of this transmission service.

• Replace line trap at Parkin 161kV – 2010 Expected ISD • Monette-Paragould 161kV Upgrade – 2012 Expected ISD • Holland Bottoms Phase 1 – 2011 Expected ISD

- Jonesboro-Hergett (JCWL) 161kV Transmission Line, L-941 - Upgrade to 174MVA

The Jonesboro-Hergett (JCWL) 161kV transmission line overloads for the loss of the Jonesboro-Jonesboro (SPA) 161kV transmission line. It is required that Jonesboro-Hergett (JCWL) 161kV transmission line be upgraded from a capacity of 148MVA to at least 174MVA. The Hergett 161kV substation is owned by Jonesboro City, Water, & Light (JCWL). During the completion of OASIS 1498226 Facility Study, it was confirmed that their switches are rated at 1200 amps and the breaker is rated at 1600 amps. The owner will determine the cost of any other substation upgrades.

- Trumann – Trumann West (AECC) 161 Transmission Line, L-941.2/836 – Upgrade to 155MVA

The Trumann-Trumann West (AECC) 161kV transmission line overloads for the loss of the Newport-Newport Industrial-Newport AB-Cash-Jonesboro 161kV transmission line. It is required that the Trumann-Trumann West AECC 161kV transmission line be upgraded from a capacity of 148MVA to at least 155MVA.

This upgrade may be eligible to receive financial compensation payments for unused, excess capacity created.

- Substations

There is no equipment to be replaced in the substations. A Relay Impact Study will be performed and relay settings changes may be required.

1.3. Cost Summary

The estimated total project cost is $12,200.000. This cost does not include a Tax Gross Up of 27.35% which may apply.

The ICT has assigned $7,600,000 as Base Case upgrades and $4,600,000 as Supplemental Upgrade based on Attachment “T” of Entergy’s ICT (Independent Coordinator of Transmission) filing to the FERC.

1.4. Schedule Summary

Overall In-Service Date for the entire project is 04/30/2018.

◦ The above In-Service Date is based upon commencing the detailed definition phase work in February 2015, from that point moving forward into design work.

◦ Outage availability is a major concern for construction of this project.

◦ The outages required for the rebuild of the T-Lines must be entered into Entergy’s outage management system (AORS) when the schedule is baselined after project approval by the customer.

◦ It was assumed that resources would be available for design and construction.

1.5. Automatic Generation Control

SAFETY REQUIREMENTS

Safety is a priority with Entergy. Safety will be designed into substations and lines. The designs will be done with the utmost safety for personnel in mind for construction, operation, and maintenance of the equipment. All employees working directly or indirectly for Entergy shall adhere to all rules and regulations outlined within the Entergy Safety manual. Entergy requires safety to be the highest priority for all projects. All Entergy and Contract employees must follow all applicable safe work procedures. Should the work contained within this Facility Study be approved, a detailed Safety Plan will be formulated and incorporated within the project plan.

GENERAL ASSUMPTIONS Upon receipt of formal approval from customer authorizing design and

construction, Entergy will prepare a detailed project execution plan and proceed with project execution.

The ROW of the many line sections is known to range from cultivated land to swamp. It’s known that some of the ROW(s) contain river crossings and highway crossings.

All estimates for transmission line rebuilds were done assuming pole for pole replacements with direct embedded poles.

No special construction equipment was included in the base cost of the project.

No alternative design approaches were pursued in this study.

All permits will be attainable in a reasonable period.

Due to timing and/or funding constraints, site visits, surveys, and soil borings were not performed in order to develop this facility study.

All costs above represent good faith estimates in today’s dollars. Price escalation has not been included.

General: From Jonesboro (APL), Line 941 is 336.4 MCM 26/7 ACSR conductor to the Hergett (JCWL) tap and continues with Line 836.1 with a 1534.0 MCM 42/19 ACAR conductor from the tap to Hergett (JCWL) Substation. The 10.4 mile 336.4 MCM line segment will be upgraded to 666 MCM ACSR conductor using concrete poles with a delta configuration. The 1534 MCM portion does not require upgrade.

Right of Way: This line is being rebuilt on existing ROW. No additional ROW is required.

Permitting and Wetland Mitigation: Storm water pollution prevention permitting will be required.

Structures and Foundations: It is assumed that the 78 new tangent and slight angle structures will be single pole concrete structures. The 9 new large angle structures will be 3-pole steel guyed structures. The majority of the foundations will be directly embedded. However, twenty caissons are estimated due to the unavailability of a soils report.

Conductor: The new conductor will be single 666 MCM ACSR Flamingo. The length of the rebuild is 10.4 circuit miles which will require 154,000 lbs of conductor.

Insulators: This rebuild requires 294 polymer insulators

Shield Wire: 6,000 feet of 7#7 shield wire and 60,000 feet of fiber optic shield wire (OPGW) are estimated.

COST

The ICT has reviewed and determined whether each required upgrade will be considered a Base Plan Upgrade or a Supplemental Upgrade. For more information on cost responsibility for Base Plan and Supplemental Upgrades, see Attachment T to Entergy’s OATT. The costs shown in the table include overheads and AFUDC, but do not include tax gross up. Entergy incurs a tax liability proportional to the amount of customer contributions. In addition to proposed project costs, the customer may be charged a “Tax gross-up” at applicable rates which are subject to change. Current rate of Tax gross-up for Arkansas is 27.35% and is not included in any of the estimates. AFUDC costs would not be applied for projects that are pre-paid by the customer.

Notes to Duration Schedules:

All construction work requiring outages will be performed during acceptable periods of system load flow, which most often is the off-peak load season. Line outages will be discussed with the SOC and TOC and the assumption is made that line outages will be executed as planned. However, last minute denial of outages by the SOC/TOC along with resulting schedule delay is possible.

Pre-existing scheduled line outages may prevent the commencement of work. Scheduled outages cannot be confirmed until a firm construction schedule is submitted.

Substation construction will be coordinated with the transmission line outages when possible.

Design and Construction resources are available when required.
