DRAFT Minutes of the Parish Council Meeting Wednesday 18 th May 2016 Main Hall, MS Centre, Church Lane, West Parley. Present: Councillors: Diana Penwill; David Allen; Kay Bundy; Mary Court; John Dinsdale; Barbara Manuel (District) In attendance: Linda Leeding (Clerk) & 1 member of the Public 1. ELECTION OF THE CHAIRMAN OF THE PARISH COUNCIL 2016/7. The outgoing Chairman, Cllr John Cullen, resigned since the April Meeting, so the Clerk opened the meeting and asked for nominations for Chairman. Cllrs in turn discussed their circumstances and the Clerk read out a statement by Cllr Heath, in his absence. With no other nominations Cllr Dinsdale nominated Cllr Heath to be elected as Chairman, seconded by Cllr Manuel and passed with a unanimous vote. 2. ELECTION OF THE VICE CHAIRMAN OF THE PARISH COUNCIL 2016/7. In the absence of the newly elected Chairman, the Clerk asked for nomination for the post of Vice Chairman. Cllr Penwill was nominated and proposed by Cllr Manuel, Seconded by Cllr Bundy and passed with a unanimous vote. The Clerk passed the meeting to the Vice Chairman, Cllr Penwill, who thanked Cllr Cullen for his hard work over the last 3 years as Chairman. 3. 1. ELECTION OF THE CHAIRMAN OF THE PARISH COUNCIL 2016/7.The outgoing Chairman, Cllr John Cullen, resigned since the April Meeting, so the Clerk opened the meeting and asked for nominations for Chairman. 6. MINUTES OF THE ANNUAL PARISH MEETING HELD ON 22nd APRIL 2016The minutes had been circulated prior to the meeting and with the minor amendment of the name ‘Kala’ homes, were accepted as an accurate record.

8. REPORTS BY DISTRICT AND COUNTY COUNCILLORS This item was brought forward and the meeting was adjourned at 20.00 Hrs for County & District Councillor briefings and reconvened at 20.25 Hrs.

7. PRESENTATIONS FROM MEMBERS OF THE PUBLIC A member of the public expressed their concerns regarding the situation at Parley Sports Club and the long term future of sport in Parley. The Council listened to the concerns and confirmed the Council’s responsibility to ensure that Football & Cricket are played at Parley, because whilst the land is leased and the playing fields are licenced to Parley Sports Club, the Council owns the land on behalf of residents for the purpose of providing a venue for sports for West Parley residents. At the end of discussions the member of the public left the meeting at 21.05hrs

17. PARLEY SPORTS CLUB Cllrs discussed the current situation and next steps.

18. MEDIA ISSUES: News for MayThe Clerk informed Councillors that updates to the website and Facebook are via the Clerk, however communications to publications need to be written by Council to maintain a profile and communication with residents. Forthcoming communications include the bi-annual All House Newsletter and it was suggested that the note regarding unlawful encampments be put on the noticeboard at the Parish Council Car Park.

19. REVIEW OF ANNUAL PARISH MEETINGThe Vice Chairman asked what people thought of the APM and Cllrs felt it was good but not sure if the information boards were looked at by attendees. Consideration to be given to accounts / summary of information on chairs for next year’s meeting.

20. COUNCILLORS LEAD AREASCllr Allen confirmed the Rotary event for the Queen’s 90th Birthday and hoped Councillors would attend.Cllr Dinsdale explained that Volunteers were continuing with verge clearance, have emptied the planters in advance of the contractor planting on 31st May (after Bmth 7s Rugby Festival), posters up about the Garden Competition, Playground chip to be ordered at start of June for annual top up and some repairs to the boardwalk will commence.Cllr Court offered to lead on Footpaths, which is part of the Activity Plan.Cllr Bundy has contacted the volunteers from the APM, for assistance with the village guide, and is awaiting reply and asked if Clerk could forward dates for the Memorial Hall committee meeting dates.

21. DATE OF NEXT MEETINGThe date of the next planning meeting is 8th June 19.30hrs and the next Full Council meeting was set as Wednesday 15 th June 2016 at 19:30 hrs (7.30pm) both at the Main Hall, MS Centre, Church Lane, West Parley. There being no further business the meeting closed at 22.50 hrs.
