• Prior To 2000, APD Provided No Formal Leadership Training To First Line Supervisors.

• Newly promoted Sergeants Historically Learned To Be Leaders Through Trial And Error.

• APD Is Experiencing Rapid Growth, Resulting In An Inexperienced Patrol & Supervisory Force.
