AccomplishmentsPriority 1: To meet the personal needs of each student.

As a result of Policy 2512: Instructional Supports for Third and Eighth Grade Students to Achieve Critical Skills, schools are required to provide extra assistance to students in danger of not having the necessary skills to advance from the third and eighth grades.

• Countiesduringthe2010-2011schoolyearsetup119interventionprogramsbefore,duringandafterschool,aswellasoverspringbreakandoverthesummerbreak.

• Statewide,6,282thirdgradersreceivedhelpinreadingand6,163receivedhelpwithmath.Amongeighthgradestudents,7,401receivedinterventionhelpinreadingand8,344receivedassistancewithmath.

Updates to Policy 2444.4: Issuance of the State of West Virginia General Educational Development (GED) Diploma allow West Virginia to participate in the GED® Option program through the American Council on Education GED Testing Service.

• Theprogramallowsstudentsages16,17and18toremainenrolledinhighschoolwhilecompletingGEDrequirements.Beforethechange,thoseunderage18whowantedtopursueaGEDhadtowithdrawfromschoolbeforetakingtheGEDtest.

• WestVirginia’sprogramgoesfurtherbyallowingpotentialGEDstudentstoremainincareerandtechnicaleducationcourses.ThesestudentsareabletoearnaGEDaswellascertificationintheirchosencareertechnicalfield.

• Twenty-sixcountyschoolsystemsarepilotingtheGEDOptioninthe2011-2012schoolyearat16CareerandTechnicalEducation(CTE)Centersandatthreeofthestate’sInstitutionalEducationProgramsites.

West Virginia Is Reaching Out to Students With Special Needs

• WestVirginiaschoolsareaddressingtheneedsofautisticchildrenthrougheducationalprogramsthatprovidepredictabilityandstructure.Suchprogramsincludeone-on-oneteaching,customizedplansforindividualstudents,andbreakingdownlearningtasksintosmallstepsandteachingthemoverandoverinareinforcingwayuntiltheyaremastered.

• WestVirginiaisoneof11statesselectedtoparticipateinapilotprojecttoassesslearningofspecialneedsstudents.Themulti-stateDynamicLearningMapsAlternateAssessmentSystemConsortiumwillseektocreateanassessmentsystemtosupportteachersinimprovinglearningforstudentswiththemostsignificantcognitivedisabilities.TheprojectwillworktodevelopalternateachievementstandardsthatarealignedwithCommonCoreStateStandardsforcollegeandcareerreadiness.

• ThestateBoardofEducationadoptedmanyrecommendationsmadebytheWestVirginiaAdvisoryCouncilfortheEducationofExceptionalChildrentohelpthosestudentswithspecialneeds.

Universal Preschool Aids West Virginia’s Youngest Students

•WestVirginiahasbeenrecognizednationallyforaprogressivestatelawthatrequiresuniversalpreschoolbeavailabletoallofthestate’s4-year-oldsbythe2012-2013schoolyear.

• Theprogramenrolledabout60percentofthestate’s4-year-olds,orabout15,550children,in2010-2011.

• About70percentofthepreschoolprogramsareincollaborativesettingswithHeadStart,childcareandprivateprograms.StatecoderequirescountiestosubmitaplantotheWestVirginiaDepartmentofHealthandHumanResourcesandthestateBoardofEducationeverytwoyearsoutliningprogress.

• Thosecountiesthatmetuniversalpreschoolstatusin2010-2011areBraxton,Clay,Cabell,Harrison,Jackson,Lewis,Mineral,Pleasants,Randolph,Roane,Summers,Taylor,Tucker,TylerandWirt.

• WestVirginia’sstate-fundedpreschoolprogramhasearnedthestatehighmarksinanationalreportbyPre-KNow.

• TheannualPewreport“VotesCount”citedWestVirginia’sUniversalPre-KProgramasanexampleof“smart,research-basedpolicyandstrong,sustainedcommitments.”Theannualreportofstate-fundedpreschoolprogramsnotedthatWestVirginiaenrollsagreaterpercentageofits4-year-oldsinstate-fundedpreschoolthanallbuttwootherstates.

• Inaddition,thestateranked10thinthenationin2010intermsofspendingperchildinpre-K,movingupfrom13thin2009.WestVirginia’spre-Kprogrammeteightof10qualitystandardsbenchmarks.

Universal Meals Pilot

• FewerchildrenaregoinghungryinWestVirginiabecauseofincreasedparticipationintheWVDE’sUniversalFreeMealsPilot.Sincethepilotwaslaunchedlastfallineightcounties,breakfastparticipationhasnearlydoubledfromabout40percentin2010-2011to78percentinOctober.Lunchparticipationhasincreasedfromabout67percentto77percent.

• SchoolsinClay,Fayette,Gilmer,Lincoln,Mason,McDowellandMingocountiesandGuyandotteElementaryinCabellCountyarepilotingtheprogramthatprovidesfreemealstoallstudentsregardlessofincome.Schoolsparticipatinginthepilotareofferingbreakfastorlunchorboth.Schoolsandcountiesthatvolunteeredtoparticipateintheone-yearpilothaveahighpercentageofchildren,uptonearly80percent,whoqualifyforfreeorreducedpricemeals.Byincreasingparticipation,schoolscanrecovermuch

ofthecostassociatedwiththeprogramthroughfederalmealreimbursements.

Health

• NineWestVirginiahealthcarecenterswerechosentoreceiveafederalgranttorenovate,expandandimproveschool-basedcommunityhealthservices.

• The U.S. Department of Health and Human Services grant will allow health centers to provide more students with health screenings, health promotion and disease prevention activities, and enable children with acute or chronic illnesses to better manage their conditions at school.

• WestVirginiapublicschoolsarehelpingkidseatbetterandexercisemorethroughtheWestVirginiaDepartmentofEducation’sHealthyEatingandActivityTeamsandTacticsproject(HEATT).

• West Virginia received $348,537 from the U.S. Department of Agriculture’s Team Nutrition Training Grant program. Eleven counties were selected and three schools from each county received $4,500.

• HEATT involves training and support for multidisciplinary teams, including foodservice staff; school-based activities designed to empower students to make healthy choices; a parent/school newsletter; and a resource for all elementary and middle schools that will feature healthy and nutritious food for school parties.

• WestVirginiapublicschoolsaremakingprogressintheireffortstoimprovestudenthealthandwellnessunderthestate’sHealthyLifestylesAct.

• WestVirginia’selementaryandmiddleschoolsaremeetingrequirementstoprovidephysicaleducationoranacceptablealternative.

• The percentage of elementary schools completely meeting or exceeding the time requirement without an alternative plan has slightly increased each year since the requirement was enacted in 2005.

• ACabellCountymiddleschoolwasselectedasanationalrecipientoftheBlueAppleHealthEducationAward.EnslowMiddleSchoolinHuntingtonisamongfiveschoolsacrossthecountrytobeselectedfortheannualawardhonoringoutstandinghealtheducationprograms.

• FourWestVirginiaschoolsjoinedBeyoncéandfirstladyMichelleObamafortheLet’sMove!FlashWorkoutaspartofanefforttoreducechildhoodobesity.

Common Ground

• TheWestVirginiaBoardofEducationandothermembersoftheCommonGround:EducationandMilitaryPartnershipjoinedactingGov.EarlRayTomblinashesignedintolawHouseBill2550makingWestVirginiathe36thmemberoftheInterstateCompactonEducationalOpportunityforMilitaryChildren.Theboardthenapprovedthepartnershipduringamonthlymeeting.

West Virginia Leads the Nation in Developing a Common Assessment System

• TheWestVirginiaDepartmentofEducation(WVDE)receivedmillionsofdollarstodevelopthefirstevercommonassessmentsystem.WestVirginiawasafoundingmemberoftheSMARTERBalancedAssessmentConsortium(SBAC).Sinceitsinception,31stateshavejoinedtheconsortium.

• WestVirginiaisoneofthegoverningstatesontheSBACandbeganitsworkbyconductinganassessmentframeworkstudy.Thegroupwillanalyzethecommoncorestandardsateachgradeleveltodeterminewhatskillscanbetested.

Literacy

• TheWestVirginiaDepartmentofEducationhasreceivedagrantfromtheWilliamF.GoodlingEvenStartFamilyLiteracyProject.

• The money is to be used by counties to integrate early childhood education, adult literacy, adult basic education and parenting education into a unified family literacy program.

Foreign Language

• STARTALK• About 50 first through fifth grade students have been learning Chinese during

STARTALK summer camp.

Arts in Education: Fifth Annual Arts Alive Event

• Studentartistsandmusicianssang,danced,actedandillustratedtheirtalentsattheannualArtsAliveeventcelebratingtheartsachievementofpublicschoolchildren.

• Thesignatureeventincludedelementarystudentsforthefirsttimein2011.

West Virginia Hosts Annual Social Studies Fair

• HundredsofstudentsfromacrossWestVirginiapresentedtheirresearchprojectsonvarioustopicsaspartofthenation’sonlystatewidesocialstudiesfair.

Educator Evaluation Pilot

• WiththeguidanceoftheWVBE,theWestVirginiaDepartmentofEducation(WVDE),inconsultationwiththeWestVirginiaTeacher,LeaderandCounselorEvaluationTaskForces,establishedaone-yearpilotprojectin25schoolstoexploreandevaluatearevisionofthestate’scurrenteducatorevaluationsystem.TheWVDEwillconductresearchtoexploreoutcomesofthepilot.Theresearchwillinformthescaleupofacoherentstatewideteacher,leaderandcounselorevaluationsystem.Thisinitiativesupportsthegovernor’sproposaltoenhanceeducatoreffectivenessandsupport

throughmeaningfulevaluationsandmentoring.

ACT Scores Improve

• Ofthemorethan11,500WestVirginiastudentswhotooktheACTin2011,70percentwerereadyforfreshmanEnglishcoursescomparedto66percentofstudentsnationwide.Fifty-threepercentofstatetest-takerswerereadyforfreshmanreadingcourses,rankingabovethenationalpercentageof52percent.

SAT Scores Increase in All Areas

• TheCollegeBoard’s2011AnnualStudentAchievementReportshowedthatminoritypublicschoolstudentsinWestVirginiaareexperiencingthegreatestparticipationgrowthsontheSATcollegeentranceexam.Overall,WestVirginiapublicschoolstudentparticipationontheSATincreasednearly7percentto2,455.

Advanced Placement (AP®)

• Inthepastfiveyears,thetotalnumberofAPexamstakenbyWestVirginiapublicschoolstudentshasincreasedbynearly63percentfrom5,655to9,201.WestVirginiarankedfifthinthenationforthepercentincreaseinthenumberofexamstaken.

• ThegrowthinthenumberofAPexamstakenbyWestVirginiapublicschoolstudentsreceivingascoreof3orhigherincreasedbynearly51percentsince2006from2,647to3,992.

Righting a Wrong

• TheWestVirginiaStateBarandtheWestVirginiaDepartmentofEducationpartneredtoofferWestVirginiastudentsthechancetowinasmuchas$1,000forcreatingavideoon“RightingaWrong”tobeplacedonYouTube.Thesecondplacefinisherswon$500,whilethirdplacereceived$250.

• Thecontest,whichwasopentoWestVirginiapublicschoolstudentsingrades6through12,gaveparticipantsthechancetocreateavideoaboutawrongthattheywouldright,aninjusticetheywouldcorrect,orsomethingthattheywouldremedywithinthejudicialsystem.

Next Generation Standards

• TheWestVirginiaBoardofEducationadoptedtheNextGenerationofStateStandardsforWestVirginiaschoolstoincorporateanationalcommoncoreandaddrigor.

• ThestateBoardofEducationadoptedcommoncorestandardsinEnglish/languageartsandmathasapartoftheCommonCoreStateStandardsInitiative,whichestablishesconsistentandcleareducationstandardsnationwide.Sincethen,theWestVirginiaDepartmentofEducationhasworkedtofinetunestatestandardstomakethemmorefittingforthe21stcentury.

• TheNextGenerationStandardsaredesignedtofocusonfewerconceptswhilestressingdeeperlearningandunderstanding.Thenewstandardsandassessmentswillbeusedtoconcentrateinstructionondevelopingkeystrategiesandskillsthatarenecessaryforstudentsuccessintheworkplaceandincollege.

Blue Ribbon Schools

• ThreeWestVirginiaschoolswererecognizedasamongAmerica’sbestin2011.InwoodPrimarySchoolinBerkeleyCounty,MaxwellHillElementarySchoolinRaleighCountyandTriadelphiaMiddleSchoolinOhioCountywereamong305schoolsnationwidenamedbyU.S.SecretaryofEducationArneDuncanas2011NationalBlueRibbonSchools.Theprogramrecognizesschoolsthatmakesignificantprogressinclosingtheachievementgaporwhosestudentsachieveatveryhighlevels.

Thousands of West Virginia children who otherwise might have gone hungry enjoyed free meals during the summer through a program sponsored by the West Virginia Department of Education, the West Virginia Department of Health and Human Resources and the U.S. Department of Agriculture.

• TheSummerFoodServiceProgramisthelargestfederalresourceavailableforlocalprogramsthatcombinemealtimewithrecreationalandeducationalactivities.In2011,theprogramservedmorethan17,700childreneveryday.

The West Virginia Department of Education’s Office of Instructional Technology awarded technology grants to 17 schools in 11 counties.

West Virginia public schools are making progress in their efforts to improve student health and wellness under the state’s Healthy Lifestyles Act.

Updates to Policy 5100: Approval of Educational Personnel Preparation Programs add professional standards for school counselors. The revisions, based on recommendations from the School Counseling Model Task Force, articulate what a school counselor should know and be able to do.

Changes to Policy 2445.40: Groupings for Adoption of Instructional Resources for Early Childhood Education, Middle Childhood Education, and Adolescent Education delays the adoption of instructional resources for two years. This update also allows county school systems to redirect funds to build the infrastructure necessary for implementation of digital resources currently being developed as the publishers make their transition to interactive digital resources.

Updates to Policy 2525: West Virginia’s Universal Access to a Quality Early Education System were made to address the continuous quality improvement of West Virginia’s Universal Pre-K system. The revisions target three key areas, including continued collaboration of community partners to strengthen universal enrollment processes; the approval process for comprehensive pre-K curricula; and the revision of the current program assessment and continuous quality improvement procedures for the county collaborative early childhood team.

Updates to Policy 2510: Assuring the Quality of Education: Regulations for Education Programs reflect the first phase of revisions to occur over the next 12 months. Revisions include the elimination of time constraints for teaching particular subjects at the elementary and middle school levels; the removal of expired graduation requirements; the condensation of current graduation requirements into one cohesive set; and other minor provisions.
