B. INSTRUCTION TO STUDENTS

Eligibility

The District Ministerial Studies Board (DMSB) serves only students who are properly

enrolled in a validated course of study. Enrollment is open only to local ministers and local lay

ministers. They must be recommended by the pastor and the church board of the church they

belong. They must have a high school diploma or equivalent, General Education Diploma

(GED). If you do not have a diploma at this time, your pastor can help you with pursing a

diploma and acquiring the necessary skills to help you succeed in your ministry preparation.

Ministry Tracks

There are three ministry tracks administered by the district board of ministerial studies.

The board is governed by paragraphs 229-231.4 of the 2009-2013 Manual of the Church of the

Nazarene and by the guidelines issued by Clergy Development in the Sourcebook for

Ordination. This resource and other pertinent ministerial preparation information can be found

at the website, www.nazarenepastor.org/clergyeducation.

As outlined in the Sourcebook for Ordination, the ministry tracks for:

An elder is a person with a clear call to lifetime ministry with a preaching

commitment (Manual 429).

A deacon is a person with a call to lifetime ministry that does not include a call to

preach (Manual 430).

A lay minister is a person who desires preparation to better serve the local church

but does not feel the call to the official and public work of ministry and is not

interested in pursing ordination as either an elder or deacon (Manual 402-402.8).

How to Prepare for Ministry

The DMSB oversees the preparation of both elder and deacon candidates. Ministers will not be

ordained without having completed their respective courses.

1. The recommended mode of preparation for full-time Christian service is by

attending a Nazarene liberal arts college or university and, if possible,

Nazarene Theological Seminary in Kansas City, Missouri, Nazarene Bible

College in Colorado Springs, Colorado or NBC On-line Education

(www.nbc.edu).

2. Mount Vernon Nazarene University provides an adult studies program

designed to enable those preparing for ministry to complete a Master of

Ministry Program or a Certificate of Ministry Preparation program

(www.mvnu.edu/ags/).

3. West Virginia South District Training Center (WVSDTC) currently is inactive

but occasionally may provide a validated course for elders or deacons, as well

as lay ministers taught in a classroom setting if there are enough students to

fill a class. The Directed Student Internship for ordination can be coordinated

through the district program.

College/University/Seminary Students

College/university students are responsible to submit to the DMSB documentary

evidence of academic standing in harmony with Manual 427.1,427.4. College/university

students are reminded to plan their curriculum in harmony with Manual 424.1 and 424.3. Yearly

updates should be submitted to the DMSB secretary, no later than May 24, 2015, by the student

showing completed course work. The final transcript at graduation will be evaluated by the

DMSB, and requirements stated in the current Manual will not be waived.

The Thirty-Second West Virginia South District Assembly opened at 7:30 on

Wednesday, August 6, at the West Virginia Nazarene campground in Summersville, West

Virginia. Rev. Randy Lanham pastor of the Charleston First Church of the Nazarene presented

prelude music. Rev. Charles V. Williams, district secretary welcomed and opened the meeting

with greetings and presented the district superintendent, Dr. Mervin C. Smith.

Dr. Smith brought greetings to the assembly and welcomed Dr. J.K. Warrick, general

superintendent in the Church of the Nazarene. Dr. Warrick called the Thirty-Second District

Assembly to order: He asked the reading of partial report No. 1 to be read to the district

assembly. Rev. Greg Hudson, district ministerial credentials board secretary read the following

report:

paragraphs 221-225. Meetings were regularly held to prayerfully consider items of business. All

pastors at Alderson, Alum Creek, Barrett and Campbells Creek by $50 per week for a one

year period of time.

6. Approved the renewal of the District Superintendent's health insurance and the

establishment of his annual HSA to be set at $6,000 annually.

7. Approved District Ministerial Transfers - Rev. Amy Carney, PSV-PT Assigned- Elder, be

transferred to the South Texas District. Rev. Clifton Fournier, Retired Active-Elder, be

transferred to the North Carolina District. Rev. David Edwards, Unassigned- to the

Pittsburg District and Rev. William Kumpf, Unassigned- to the East Tennessee District.

8. Approved a loan to the Camp Fund of $10,000 to be repaid in the 2014-15 church year.

credentials are held in the South Central Ohio District granted permission to pastor a

United Methodist Church in Huntington, West Virginia on the West Virginia South

District. Rev. G.E. McCabe granted permission to pastor a United Methodist Church on

the West Virginia North District while maintaining his credentials in the West Virginia

South District.

10. Approved the Transfers of Credentials –Transfers In- Rev. Paul Hazelton = North

11. That Rev. Lowell Eric Smith's elder credentials are “restored”as an elder in the Church of

12. Approved the nomination and appointment of Kent Estep to serve as the 2014-15 vice-

chairman of the District Advisory Board.

14. Approved the election Two Members of District Advisory Board to serve on the School

of Ministry Board - Mack Bailey and Randy Ledsome.

15. Approved the election of Charles v. Williams to serve as District Secretary with term to

expire 2017.

16. Approved the election of Charles Boggs to serve as District Treasurer with term to expire

2017.

17. Approved to excuse retired ministers from meeting with the District Credentials Board.

19. Approved disability retirement for Daniel L. Williams.

20. Approved the purchase and implementation of the "Protect My Ministry - Program 4"

which includes Child Safety Training material, online form completion and unlimited

multiple Campus/Department use. With this in place, every church will need to comply

with doing background checks for all local ministers, children and teen workers. It is

preferred that the Protect My Ministry resource be used or an existing plan approved by

the District Advisory Board.

21. Approved to accept the invitation of the West Virginia North District Advisory Board to

have a combined meeting to further discuss on the development and future planning for

camp properties.

22. Approved to recommend that the West Virginia Districts Nazarene Camp Board

immediately develop and initiate a plan that will amortize the loan associated with the

'Music Park’ without additional borrowing/gifting from either District. If such a plan

cannot be formulated or if there is belief that such a plan is not feasible, we strongly

recommend that the Camp Board move to sell the ‘Music Park’ property, to relieve the

ongoing ‘cash flow’ deficits that have, and continue to exist. Further, we desire that any

‘funds-gained’ via the sale of the Music Park property be restricted for use and

improvement of the main campground campus’.

23. Approved, in accordance with Manual paragraph 208.18, for Dr. Smith, in cooperation

with the pastor of the church, to appoint board members/officers for the following

churches: Buffalo, Campbells Creek, Cross Lanes, Hamlin, New Horizon, and New

Harvest.

Church Properties Board

The West Virginia District Advisory Board has served as the District Church Properties Board

according to the manual paragraphs 233-234; we report the following actions for the 2013-14

church year. The members were Dr. Mervin Smith, district superintendent; Elders - Rev. Kent

Estep, Rev. Randy Lanham, Rev. Randy Ledsome, Rev. Ollie Parsons; Lay - Russell Mack

Bailey, Charles Boggs, Brenda Bower, Robert “Bob” Gunno.

1. Summersville - approved the purchase of metal building for use as a fellowship building,

approximately 30 x 50, for $13,595, borrowing no money.

2. West Virginia South Camp Cottage - approved the recommendation to add a 12 x 26

room on the back of the West Virginia South Cottage. Cunningham Construction will be

contracted for the labor and materials for the outside work in the amount of $13,226.36.

Funds from the sale of properties will be used to fund the project.

3. Quick Parsonage - approved the sale of the parsonage at Quick "as is" for $10,000 and

all covering all closing costs and fees

4. Charleston Elk River - Approved for Elk River to purchase Jim & Cherry Morris' cabin

on the camp ground and to refinance church property loans with the Wesleyan

Investment Foundation at 4.15%, 20 year amortization and 3 year rate adjustment. It is

understood that the two houses will remain individual loans secured by their own

property and the church property will secure the main loan. Loan amounts will not

exceed $78,000 for 2676 Benson Drive; $89,000 for 72 Fieldview Rd and $560,000 for

143 Dutch Rd church property.

5. Dunbar Church - Approved the request to sell a rental property to the current tenants for

$26,000.

6. Glasgow - Approved for Glasgow to borrow $45,000 secured by the church property.

$33,000 for repairs and improvements to the church facility and consolidating the

$12,000 loan balance owed on the church van.

7. Rand Bethel - Approved giving $2,500 from the funds of the sale of properties to replace

the roof on the Two Side extensions of the church.

8. Westside - Approved giving assistance to the church to have the floor of the church

sanctuary torn out and replaced. An estimate of $14,000 was presented and the church

has pledged and raised $7,000. Funds from the property sales will be used to give them

the additional $7,000 needed.

9. New Hope - Approved to offer a loan to the church in the amount of $15,000 at 2%

interest to complete their fellowship hall and upper level of their building.

Nominating Committee Report

The West Virginia South District Church of the Nazarene Nominating Committee met on May

2014, at 7:00 p.m. at the district office. Those appointed to serve were: Dr. Mervin C. Smith,

district superintendent; Rev. Charles V. Williams, district secretary; Mr. Chuck Taylor II, Mr.

Bob Gunno, Rev. Charles Taylor, Mr. Mickey Holley, Mrs. Theda Workman, Rev. Greg

The following recommendations were made: That all nominees are supportive of paying all

budgets in full. There are some churches that may have a difficult situation in the year where

pastors and lay people still should be considered to serve as district leaders.

The thirty-second annual West Virginia South District Sunday School Discipleship

Ministries International Convention met at the Nazarene Campgrounds in Summersville, WV, on

Tuesday, August 5, 2014 beginning at 8:30 A.M. with a song from Michael Smith, Huntington

First. Robert Weaver, Sunday School Discipleship Ministries International (SDMI) Chairman

welcomed the delegation to the convention. He asked Dr. Smith to lead delegation in prayer.

Chairman Weaver introduced the theme “Building the Church” for the convention.

Rev. Weaver introduced Dr. Amy Hanson, speaker. She brought a message to the

delegation focusing on “The Intergenerational Church” and how to integrate ALL ages in our

churches.

Secretary Elaine Jean called the convention to order and the following appointments

made: recording secretary – Rev. Ruth Anne DeLong; parliamentarian – Dr. Mervin C. Smith;

pages – Rev. Kevin Walker and Rev. Phil Lanz. All were seated by common consent.

Elaine gave instructions on who was eligible to vote in today’s convention. The voting

bar was set with the front three middle sections of the tabernacle back to the sound booth, the

platform and the offices. Chairman Weaver named the Board of Tellers No. One: Chairman,

Susan Ledsome, Betty Lett, Brenda Koontz, Pat McGue, Sherry Talbert, Robin Smith, John Gray

and Roger Collier. Board of Tellers No. Two: Chairman, Phyllis Hudson, Oscar Scaggs, Homer

Hudson, Brenda Bower, Steve Nester, Gordon Killion, Joyce Arbogast, Ron Perry and Rene

Winfree.

Alternate seating forms were distributed and collected.

Mrs. Robin Smith was escorted to the platform to join Dr. Smith and presented a gift of

appreciation from SDMI. Dr. and Mrs. Smith expressed their thanks and appreciation. They

shared a couple special memories of Sunday School in their own lives.

Secretary Elaine Jean called for the special order of the day, the chairman’s report, given

by District SDMI Chairman, Rev. Bob Weaver. Dr. Smith presented the chairman for his report.

Before report Rev. Weaver and Cindy were presented with gifts of appreciation.

During the report Bob conducted a contest between a pastor, SS Super and a SS Teacher.

The winner, Roger Collier was presented with a tool kit so that he would have many tools in his

box. If a hammer is the only tool is a hammer then we would see everyone as a nail. It is going

to take more than one tool to reach our communities. Information given on events throughout

the coming year.

After the chairman’s report, Dr. Smith thanked Rev. Weaver for his service this past year

and looking forward to the coming year.

Rev. Weaver recognized the District SDMI Council members.

The SDMI Council presented the pastors, associates, and SDMI superintendents with

envelopes. The envelopes could be exchanged before they were opened to see the “amount” they

were given.

Chairman presented the Treasurer’s report for 2013-2014. Chairman also presented the

2014-2015 District SDMI operating budget. This was adopted by the convention. The local

church budget allocations will be paid out of the District Unified Ministry Fund.

Bob called for Board of Tellers No. 1 to distribute ballot # 1. The Nominating Committee

met and prepared the following ballot: Lay council member at large, term to expire 2017. Vote

for one Brenda Bower or Sandra Henderson. Ballots were distributed, cast, and collected.

Bob called for Board of Tellers No. 2 to distribute ballot # 2. The Nominating Committee

met and prepared the following ballot: Ministerial council member at large, term to expire 2017.

Vote for one Rev. John Branham or Rev. Pat McGue. Ballots were distributed, cast, and

collected. Board of Tellers #1 and #2 were dismissed.

Matt Mitchell presented information on ways to evangelize. He brought information

from Nelson Searcy book. He also shared about two surges that they emphasized during the

year…One was “God is Calling” with a Duck Dynasty theme.

The results from ballot no. 1 were read: 139 votes were cast. Brenda Bower 114; Sandra

Henderson 25. The chair declared Brenda Bower lay member at large.

The results from ballot no. 2 were read: 133 votes were cast. Rev. John Branham 40;

Rev. Pat McGue 93. The chair declared Rev. Pat McGue Ministerial member at large.

The following were honored as an Honor Sunday School, a 1-9% increase in average

attendance and responsibility list increase: Charleston Valley Grove, Bluefield, Gallagher,

Huntington Central, Institute, New Beginnings and Seth.

The following were honored as a Superior Sunday School, a 10-49% increase: Charleston

West Side, Gap Mills, Glasgow, Pineville, Rand Bethel, Rand 1st and Welch.

The following was honored as an Exceptional Sunday School, a 50% increase: Winfield

Bob did a drawing for wiggles, giggles and God. He then drew names for NPH books to

be given away.

A video from Primary camp was shown. Rev. Bethany Carr was speaker. There were 75

campers and 63 campers saved!

Bob shared with the convention about quizzing and the importance of children learning

the scriptures and being in the Word. Quizzing is a wonderful evangelistic and teaching tool.

There are DVD created to take back to churches to generate interest in quizzing.

Elaine Jean brought her report for Bible memorization. Elaine chose the ones that are

most recognizable and memorized. Elaine encouraged more churches to get involved in Bible

memorization. She has recognition for all churches that participated last year and they can be

picked up after the convention.

Attention was given to the packets and the information in them. The following reports

were reviewed: Country Cousins, committee report, NYC (Gordon Killion spoke briefly about

this event). A motion was made, seconded, and passed for the committee report to be in the

district journal.

Reminded delegation about sending MVNU scholarship money as led to. Continue to

send that money to Treasurer Ron Perry or District Office.

There were more drawings for book giveaways in the convention.

Bob called for a motion to have the secretary edit the minutes to be appropriate for

printing in the district journal. The motion was passed.

The newly elected council needs to meet immediately following the adjournment of the

convention.

Dr. Smith made closing announcements and then conducted the installation service of

newly elected and current council members and then dismissed the convention with prayer.

VII. NAZARENE MISSIONS INTERNATIONAL CONVENTION

RALLY

Tuesday, August 5, 2014

Prelude music was presented by the Oak Hill Church of the Nazarene Choir.

A warm welcome was given by District NMI President, Rev. Patty Williams and Dr.

Mervin C. Smith, District Superintendent opened in prayer. “The March of the Nations” opened

the Rally while Bethany Carr and Kevin Walker read the names of the 159 world mission areas

of the Church of the Nazarene.

The Winfield Praise Team led the congregation in worship. Patty introduced our missionary

speaker, Geneva Silvernail. Dr. Silvernail brought an inspiring message of the miracles God has

performed in Papua, New Guinea; miracles of protection and salvation. Following the message,

a video was shown telling about the man who wrote the song “I have Decided to Follow Jesus”

and how he and his family were killed for their faith. A challenge was issued to the congregation

to make the decision to follow Jesus, be strong in our faith and to pray for the persecuted.

VIII. NAZARENE MISSIONS INTERNATIONAL CONVENTION

The Thirty-Second Annual NMI Convention of the West Virginia South District was

called to order by President Patty Williams. Chuck Taylor led the convention in song. President

Williams gave a warm welcome to the convention and Charles Boggs led in prayer.

A special was sung by Chuck Taylor.

President Williams presented our speaker, Dr. Geneva Silvernail, who shared more

miraculous stories from New Guinea and the Bible College. She told stories of things the Lord

has brought her through over the past 30 years and how we have shared in the miracles through

our prayers and giving. She encouraged us to stay in touch with our LINKS missionaries – let

them know we are praying for them and we care.

The business portion of the meeting was called to order by President Williams. The Convention

Theme for this year is “Carnival/Mission Fair”. District Secretary Rhonda Brown set the

convention time from 8:30 AM until adjournment. The special order of the day, the report of the

district president, was set to take place following the morning’s organizational business.

The secretary named the assistants of the convention: Pages – Rev. Ollie Parsons and

Rev. Gordon Killion; election secretary – Kevin Walker; platform coordinator – Abraham

Williams; head usher – David Clark; Journal Committee – Thelma Rogers and Jo Ellen Young;

parliamentarian – Dr. Mervin C. Smith. The secretary set the voting area to include the three

front sections of the Tabernacle, back to and including the sound booth, the office, and the

platform.

The board of tellers was named as follows: Linda Barnett, David Embry, Glenda Kines,

Susan Ledsome, Carolyn McDonald, Rennae Morris, Kathleen Sherman, Debbie Thomas, Lynda

Turner, and Flora Williams. A motion was made, seconded, and approved to allow the seating of

certified alternate delegates. The secretary will send greetings to Dr. Daniel Ketchum, Jim

Dominguez, and our LINKS missionaries.

Order forms for materials from the Publishing House were passed out and orders were

collected.

President Patty Williams gave her eighteenth report as district president. In her report,

Patty announced to the convention that we have paid $378,005, 108.24% to the World

Evangelism Fund. Praise the Lord!! West Virginia South gave almost $46,000 to Alabaster,

$24,000 to Work and Witness, $21,000 to Jesus Film and $26,000 for Child Sponsorship.

Following the president’s report, Patty was presented with a token of appreciation from the

district council.

The District NMI Treasurer’s report was given by Patty Williams due to our treasurer’s

absence. A motion was given to accept the report, a second was made, and the motion was

carried by the convention. This is Diana Perry’s last year as Treasurer. President Williams

introduced Betty Lett, our new District NMI Treasurer.

The secretary read the report from the District Nominating Committee for the election of

District NMI Officers. The nominating committee recommends that two names be placed on the

ballot for the position of Vice President, one being the incumbent. Three are to be elected to the

Council and other appointments will be made by President Williams and the newly elected

council. The election of district officers and council members is to be by plurality vote. The

following nominations were made: Vice President – Bethany Carr, Robin Smith; Council

members: Charles Boggs, Eliott Borris, Brenda Bower, Bonnie Hissom, Misty Hodel, Vickie

Jakes, Amy Mitchell, Crystal Smith and Cindy Weaver. The board of tellers was called, the

ballots were distributed. After voting was completed, the board of tellers was dismissed. The

tellers returned with the count. Total ballots cast 194. Vice President – Bethany Carr - 60, Robin

Smith - 134; Council members: Charles Boggs - 99, Eliott Borris - 27, Brenda Bower -104,

Bonnie Hissom - 64, Misty Hodel - 84, Vickie Jakes - 25, Amy Mitchell - 70, Crystal Smith - 14

and Cindy Weaver – 75. The chair declared elected: Vice President, Robin Smith. Council

Members, Charles Boggs, Misty Hodel, Brenda Bower.

Dr. Smith introduced the new Pastors and their families to the convention.

Reports were given: Robin Smith, Teens, Bethany Carr, Children. The District Project for

both the teens and children is to help orphanages in the Ukraine.

Rhonda Brown presented certificates for the 43 Mission Priority One churches and the 37

Award of Excellence recipients.

Kevin Walker, our Work and Witness Coordinator, shared with the convention that there

will be a Work and Witness trip to Haiti in October. Dental equipment has been donated to set up

for use there.

A Silent Auction was held to raise money for Work and Witness. Over $600.00 was

raised.

Cindy Weaver and Lynda Turner shared with us about a Missions trip they took to

Ecuador.

Dr. Silvernail, brought closing remarks and encouraged us to keep supporting World

Evangelism Fund and NMI.

President Patty William closed in prayer.

The NMI convention was adjourned.

IX FINANACIAL AND STATISCIAL

West Virginia South District Finance Committee Report

July 1, 2013- June 30, 2014

I. Budget Allocations

A. Responding to requests from pastors, laity and district superintendents, the Church

of the Nazarene adopted a new philosophy of funding the global ministries of the

denomination. This approach is called "Funding the Mission". Beginning with the

start of the 2014-2015 assembly year, every local church worldwide is challenged to

give at least 5.5% of its income to the World Evangelism Fund (WEF). In the US,

churches give another 2.25% to pensions (P&B) to fund retirement benefits for

retired pastors, 2.25% for their regional university or college (MVNU), as well as

funding their district ministries, which for West Virginia South District is 6.0%.

B. Funding the mission allocations are a percentage of current church income. Church

income is any donation received by the church that qualifies as a charitable

contribution. All donations that qualify to appear on a charitable contribution

receipt are included in church income. This plan for funding the mission applies to

all churches, including new start churches. Note: Amounts contributed to WEF

and Mission Specials are excluded from total income prior to application of the

allocation percentages. This calculation is available online (see the following

paragraph).

C. More information, including FAQ's and examples, is available at

www.fundingthemission.org. Also available at this site is the "Track Giving" tab, an

online tool designed to assist local churches with tracking their progress toward full

payment of their allocation for funding the mission. Online payments of WEF and

P&B can also be made through this website.

D. Each pastor and church board should make adequate plans to underwrite their

commitments to others in full. The Finance Committee recommends that each

church participate in funding the mission by making monthly or weekly payments in

2014-2015. Underwriting of commitments to others is defined as the local churches

giving to support the ministry of the church on a District and General level and to

support the efforts of Mount Vernon Nazarene University to provide Christian

education for our constituency.

E. We recommend that 100% payment toward Funding the Mission be the goal of

every church. To achieve this it will require careful planning and constant

monitoring of the church's financial resources. The district has personnel available

to give financial guidance when requested.

A. Rare Circumstance Adjustment: Unusual circumstances that are clearly

outside the church's normal activity will be considered for an adjustment to

church income. The adjustment should be requested during the affected

assembly year and approved by the district superintendent and District Advisory

Board. Upon district approval, leadership team at the Global Ministry

Center will consider the request based on the circumstances, church-giving

patterns, and your history of denominational faithfulness. A Rare

B. That each church observe the first Sunday of October as Nazarene Bible College

Sunday, and the last Sunday of January as Nazarene Theological Seminary

Sunday by receiving offerings sponsored by the church and/or by

budgeting appropriate amounts. These offerings are to be sent directly to

Nazarene Bible College, 1111 Academy Park Loop, Colorado Springs,

Colorado 80910-3717 and Nazarene Theological Seminary, 1700 E. Meyer

Boulevard, Kansas City, Missouri 64131.

II. Senior Pastoral Care

That the following items of pastoral care be adopted by the local church and that all

items relating to pastoral care be presented to the local church board by the church

secretary at the first board meeting following the District Assembly.

A. That the local church pay the full premium for the pastor's and associate's group

hospitalization and life insurance policies, and consider assisting with out-of-pocket

medical expenses.

B. That each church reimburses its pastors at the end of each quarter for the amount of

Social Security tax.

C. That each church, in accordance with Internal Revenue Service regulations, provides W-

2 Forms for the pastor and other church employees by January 31 with copies sent to the

Social Security Administration by February 28.

D. That the church board of each local church review the pastor's salary and other benefits

at least once a year, preferably in conjunction with the preparation of the annual budget,

and that any merited increases and other benefit liberalizations be considered at that

time.

E. That each church pays the expenses of the pastor and its delegates attending district

conventions, which include Minister's Retreat and District Assembly.

F. That each church considers paying the pastor's expenses to the annual West Virginia

Nazarene Campmeeting.

G. That each church give its pastor paid vacation time commensurate with years of service

in the Church of the Nazarene as follows:

1-5 Years - 2 Weeks

6-10 Years - 3 Weeks

11-19 Years - 4 Weeks

20 Years and More - 5 Weeks

For the purpose of this paragraph, one week vacation shall be defined as seven

consecutive calendar days which shall include only one Sunday. Vacations are

calculated from July 1 to June 30. We further recommend that a bonus of one additional

week's salary be given annually to the pastor at vacation time.

H. That the churches not count against the pastor's vacation time any time taken to attend

various district and general church functions.

I. That the church gives the pastor a Christmas gift of not less than one week's salary.

J. That each church regularly set aside adequate finances so that the expenses of the

pastor and his wife may be paid to the General Assembly and the Quadrennial

Conference on Evangelism.

K. That each local church strongly consider participating in the annuity program for the

pastor (in lieu of retirement housing supplement) through the General Church

Annuity Program, contribution as a minimum the amount that the General Church will

match.

L. That each local church considers giving the pastor an allowance for continuing

education and/or ministerial studies.

M. That each church observe Pastor Appreciation Day during the month of October with a

gift that appropriately acknowledges the pastor's leadership role.

N. That each church be advised that the pastor's pay period begins on Monday

preceding his first official Sunday of service to the local church. (Manual, par.

115.5)

O. That each church review Manual paragraph 129.10 and consider granting sabbatical

leaves for the pastor at prescribed times.

III. Stewardship

A. That the people be encouraged in the stewardship of possessions as related to wills,

annuities, and life loans in behalf of the church, especially in behalf of missions and

education. We further recommend that each pastor use every available means to

continue an active bequest program throughout the local congregation. We recommend

each local church obtain guidance from MVNU or the Division of Planned Giving at

Lenexa, KS, regarding services relating to wills, annuities, and life loans.

B. That each church board adopts an annual budget and that it is sent to the district office by

September 15, 2014.

C. That each church develops a policy manual covering all areas of local church

operations. Further information and assistance in this matter is available from the

District Office.

IV. Evangelist’s Care

A. That each local church reviews its evangelist's offering this year.

B. That each church remembers the evangelists they had during the year with an appropriate

cash gift at Christmas time.

C. That vacationing pastors be replaced whenever possible by commissioned or

registered evangelists.

D. That each home church of a full-time commissioned or registered evangelist consider

providing expenses to the Annual Evangelist Gatherings, District Preachers' Meetings,

and District Assembly and provide hospitalization insurance coverage based upon

financial need.

V. Administration Policies

A. That mileage allowance for travel to District meetings is set at .50 cents per mile.

B. That the District Office, and the District auxiliaries (NMI, NYI, and SDMI) each

pay 1/4 of the cost of the Mountain State Echoes, to be paid to the district office

quarterly.

C. That District Journals be made available online at www.wvsnazarene.com

That any pastor receiving any type district assistance (including insurance,

salary, social security, or moving expense) be required to report monthly to the

Missional Team the family income and expenditures and/or changes in the income

and expenditures of the family to receive assistance. Failure to do so could

mean a denial of assistance.

D. That any church receiving assistance of any kind be required to present an annual budget

to the district superintendent as stated under "Stewardship, Item B," and also a

statement of income and expenditures on a monthly basis for such assistance to be

continued.

E. That the district superintendent's housing allowance be $37,000 and that the district

superintendent's professional expenses and automobile expenses be reimbursed as in the

District Operating Budget.

F. That the district superintendent be reimbursed a maximum of $2000 for out- of-

pocket medical expenses.

G. That the expenses of the District Superintendent Emeritus to the General Assembly be

paid at the same rate as the delegates.

H. That the term "New Starts" for budgeting purposes be defined as any church or

mission that has been in existence for less than 5 years.

I. Those churches designated "Restarts" also qualify for Missional Team budgeting

allowances for 5 years from the date of the restart.

J. That current and future money received from the rental and/or sale of district church

property (less expenses and costs) be placed in the District Operating Account.

K. That pastors be reminded that Manual paragraph 415 prohibits pastors from

handling church finances without written approval of the District Advisory Board.

L. That all church treasurer's books and all records of the church be accessible to the

pastor.

M. That the District Church Properties Board not approve total indebtedness of any

local church greater than three times their total amount raised annually based on the average

of the last three years.

N. That any area of finance not covered by this report becomes the responsibility of the

District Advisory Board.

O. Upon receipt of the District Unified Ministries Fund, the District Office will

allocate the receipts as follows:
