Looking back to the July 1, 2017- June 30, 2018 fiscal year for the Mission Hills Business Improvement District, I am pleased by the generosity of business owners who came together several times each month to help improve the overall business climate of the commercial area, and to provide a forum for discussion and a united voice for our members.

This report highlights the many ways we worked together. I hope you will enjoy reading it and soon explore in-person all of the one-of-a-kind neighborhood businesses we have to offer in Mission Hills.

Looking forward, we will continue to build on past accomplishments, while working to do even more to reach our members and to market Mission Hills as the place to enjoy!

The Mission Hills Business Improvement District was organized and established through the combined efforts of local business owners and the City of San Diego’s Community and Economic Development Department in March 2004.

The purpose of the Mission Hills BID is to improve the overall business climate of the commercial area through a committee system which includes: Promotions, Economic

Development, Design, and Mission Hills Parking Advisory committees.

The Mission Hills BID consists of more than 500 business license holders within the geographic boundaries of West Lewis Street, Fort Stockton Drive and Goldfinch Street, the West Washington Street and West University Avenue corridors, Reynard Way and India Street’s International Restaurant Row.

A long history of good design, diverse commerce, historic preservation, and community enhancements set the stage for this lovely neighborhood of unique businesses and lovely residences which attract urban sophisticates of all ages. Active community volunteers representing business owners and residents give of their time and talent to create a strong sense of community ownership, pride, and place.

An elected board of directors, consisting of local business owners holding a current business license within the above described boundaries, and an executive director provide a united voice for our members and give each business owner the ability to flourish.

At our monthly meetings our agenda focuses on actions that:

•ENHANCE the growth and improvement of Mission Hills businesses;

•CREATE PARTNERSHIPS between business and property owners that promote economic revitalization and combat deterioration in the community served by the Mission Hills Business Improvement District; and

•ADMINISTER business and property owner assessment districts under contract with the City of San Diego, all of which are provided for by one or more ordinances of the San Diego City Council, including but not limited to Ordinance #0-17229 (the “Ordinance”), which may be amended from time to time by the San Diego City Council.

The Mission Hills BID is always looking to partner, expand and provide resources to businesses and other community organizations which keep the economic climate strong.

Please consider how you might become more involved in making Mission Hills an exciting place to live, work, shop, dine, sip, and indulge.

INDEPENDENT AUDITOR’S REPORT MISSION HILLS BUSINESS IMPROVEMENT DISTRICT

AUDITED FINANCIAL STATEMENTS JUNE 30, 2018

To the Board of Directors MISSION HILLS BUSINESS IMPROVEMENT DISTRICT We have audited the accompanying financial statements of Mission Hills Business Improvement District which comprise the balance sheets as of JUNE 30, 2018 and the related statement of revenues, expenses and changes in fund balances and cash flows for the year then ended, and the related notes to the financial statements. Management’s Responsibility for the Financial Statements Management is responsible for the preparation and fair presentation of these financial statements in accordance with accounting principles generally accepted in the United States of America; this includes the design, implementation, and maintenance of internal controls relevant to the preparation and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error. Auditors Responsibility Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with auditing standards generally accepted in the United States of America. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. Accordingly, we express no such opinion. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of significant accounting estimates made by management, as well as evaluating the overall presentation of the financial statements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion. Opinion In our opinion, the financial statements referred to above present fairly, in all material respects, the financial position of Mission Hills Business Improvement District as of JUNE 30, 2018, and the results of its operations and its cash flows for the years then ended in conformity with accounting principles generally accepted in the United States of America. Report on Summarized Comparative Information We have previously audited the company’s June 30, 2017 financial statements, and we expressed an unmodified opinion on those financial statements in our report dated October 9, 2017. In our opinion, the summarized comparative information presented herein as of and for the year ended June 30, 2017, is consistent, in all material respects, with the audited financial statements from which it has been derived.

With a focus on promotions, design, economic development, and parking committees, the BID continues to make a meaningful difference for visitors who want to spend time in lovely surroundings.

The Mission Hills BID has a desirable look and feel. Many describe it as a posh neighborhood with urban sophistication. The residential community continues to attract business executives and professionals with families seeking high performing schools for their young children. Often mentioned are the unique upscale small businesses and their entrepreneurial owners who add to the delight of being in the Mission Hills BID.
