The following plans have beenapproved for development:

• A residential subdivision/lot linechange located at the intersection ofSouth Five Points Road andWesttown Road.

• A 1,350 square foot addition to theexisting restaurant (West ChesterDiner) located at 1147 WestChester Pike. The land developmentprovides for additional parking.

The following plans arecurrently in the review process:

• A lot consolidation of fournonconforming parcels to enable theexpansion of an existing buildinglocated at 1003 West Chester Pike.

• The American Helicopter Museumproposes a 2,400 square footmaintenance building located at 1220American Boulevard.

A plan may be viewed, by request, bycontacting West Goshen Township.

On November 14, 2007, DashEnterprises received Conditional Useapproval from the Board ofSupervisors for a proposed vehicularsales and service agency and theaccessory use of an automobile repairshop on a 3.93 acre parcel ofproperty located at 312-439Westtown Road. The property islocated in the MPD District.

On October 24, 2007, Ordinance 11-2007 was passed which amended theWest Goshen Township RevisedZoning Code of 1990 by deleting thedefinitions of “Public AmusementFacility,” “Public Recreation Facility,”and “Mini-Warehouse.” Thesedefinitions were replaced with newdefinitions for “Public Place ofAmusement or Recreation” and “Mini-Warehouse/Self Storage Facility”, withspecifications as to where such usesare permitted. A definition for “DogDay Care Facility” was added, as wellas specific requirements and designcriteria to permit the use in the MPDDistrict by special exception approvalby the Zoning Hearing Board. H

Clearing the snow away from afire hydrant increases its visibilityand can save precious time forsaving lives and property whenfirefighters need to hook up tothe hydrant in a hurry.

In each issue of the TownshipNewsletter, the West Goshen PoliceTraffic Safety Unit will provide

information on sections of thePennsylvania Vehicle Code that mayinform readers on the requirements ofthese sections and the penalties forviolating these sections.

By now, everyone should be familiarwith handicapped parking spaces.Businesses, state or local governmentagencies, or other covered entitiesmust provide accessible parking spacesas required by the Americans withDisabilities Act Standards. Theseparking spaces are designated with aninternational symbol for access forpersons with disabilities along with asign indicating the penalty amount.

Handicapped accessible parking spacesare served by an aisle width of notless then sixty (60) inches locatedadjacent to the designated parkingspace and continue the length of thespace. The access aisle is just wideenough to permit a person using a

wheelchair to enter or exit the car.Van accessible parking spaces areserved by an aisle width of not lessthen ninety-six (96) inches to accom-modate a wheel chair lift. These aislesare marked to discourage parking inthem. These markings are usually diag-onal hashed throughout the entire aisle.

Drivers are reminded that a speciallicense plate or placard is required topark in handicapped accessible spaces.Drivers may not park in access aisles.Pursuant to the Pennsylvania VehicleCode, any person found to be inviolation of these parking regulationsis guilty of a summary offense andshall, upon conviction, be sentenced topay a fine $50 to $200. O ur Streets Departmentmaintains over 88 miles of roadsand more than 150 cul-de-sacs.

Our first priority is to make the roadssafe for the traveling public. Thedecision to send trucks out is made bythe Director of Public Works who is incontact with the West Goshen PoliceDepartment. All trucks are sent outto their assigned areas with theinstructions to first salt hills,intersections, and curves, then allother areas. Salt needs the movementof traffic to make it effective, so if itappears that your street has not yetbeen salted, it may be that there hasnot been a sufficient amount of trafficto make it effective.

When plowing, our crew makes onepass in each direction on streets andone pass into and out of cul-de-sacs.

Last comes the process of pushingsnow back to the road's edge andcleaning out cul-de-sacs. If our crewhas been working extensive hoursplowing and salting, this phase of thesnow clearance may not begin until thenext day so that the road crew may besent home to rest.

To facilitate plowing, make sure to park

your vehicle in your driveway whenthe snow begins to fall. In the case ofsteep driveways, park at the mouth ofthe drive, but off the road. Cul-de-sacsshould also be free of vehicles. If a caris parked on a roadside or cul-de-sac,we may not finish plowing that street,but return several hours or even thenext day to complete the work.

If you have a problem, call theTownship between 8:00 AM and 4:30PM on weekdays. Please leave yourname, address, phone number, and thenature of problem. Calls received after3:00 PM may not be acted upon untilthe next business day. On weekendsand after 4:30 PM on weekdays,emergencies may be reported to thePolice Department at 610-696-7400.Above all, be patient.

Keeping West Goshen’s 88 Miles of Roads Clear this Winter

A mailbox less than one foot from thepavement and/or mounted at a heightof less than four feet is most likely tobe damaged by the weight of snowbeing pushed from a plow. Take timeto make sure your mailbox is sturdyenough to withstand the weight ofsnow being pushed into it and keepthe front of your mailbox four to sixinches behind the curb line to avoid itgetting knocked over. Make sure toclear snow from all walkways, stairs,and paths to mailboxes.

When shoveling your driveway,leave the last six feet of yourdrive unshoveled until theplowing has ceased. Thisunshoveled part will allow thesnow being pushed by the plowto remain on the plow and notdumped into your drive. If youmust shovel out your drive,clear a six foot area of the roadthat is directly in front of themouth of your drive. Inaddition clear an area ten feetbefore and after the mouth ofyour drive, so that when theplow comes through, it willunload snow that it is pushingin the cleared area and not inthe mouth of your drive.

In 1951, a large warehouse fire in WestChester resulted in 40 firefightersrequiring medical treatment. At the time,the entire West Chester area was servedby just two ambulances, one by ChesterCounty Hospital and one by MemorialHospital. As a result of the strain put onresources during this emergency, membersof the community, led by NickMastrangelo, a volunteer firefighter andthe owner of the Horse and HoundTavern, met to create a new ambulancecompany to serve the area.

On June 1 of that year, these concernedcitizens formed the Good Fellowship Clubof Chester County and purchased aPackard ambulance to serve the regionfrom its home at the Horse and Hound. In1952, the ambulance company moved to223 N.Walnut Street. Within twenty years,the Club would outgrow these facilities andwould move in 1971 to its current locationon Montgomery Avenue in West GoshenTownship. In August 2004, Good Fellowshipdedicated its new building at this location,complete with an ambulance garage,administrative offices, member areas, andEMS Training Institute classrooms.

Today, Good Fellowship is the busiestemergency service responder in ChesterCounty. In 2007, the Club’s fleet of fivevehicles was dispatched to over 4,000

calls in West Goshen,West Chester,WestWhiteland,Westtown, East Bradford,WestBradford, Birmingham, Newlin, andThornbury. The average time from a callcoming in to a vehicle hitting the road was45 seconds last year. The average timeneeded to be on scene for a call is 6minutes and 30 seconds. Because GoodFellowship is located in West Goshen, theresponse to location time is usually muchquicker than that for Township residentsand businesses.

“One of the big things we’re proud of iswe’re in our seventeenth year of notmissing a call,” emphasizes William Wells,Executive Director of Good Fellowship.“No one else in the state can say that.”

In 2002, Good Fellowship was recognizedas Pennsylvania’s State AmbulanceCompany of the year.

“I see Good Fellowship as the leader inEMS in Chester County,” says Wells.“We’ve been in the cutting edge.”

Wells attributes the success of GoodFellowship to dedicated staff andvolunteers. Good Fellowship has ten full-time employees and fifteen part-timeemployees. But, according to Wells, theambulance company would not be able toserve as effectively as it does without acorps of 130 active volunteers, 80 ofwhich are scheduled for unpaid shifts eachweek. Volunteers can serve as drivers,ambulance attendants, emergency medicaltechnicians, or even help with the TrainingInstitute by serving as instructors andpatients. According to Wells, volunteerssave the community over $500,000 peryear in staffing expenses.

Volunteers aren’t just on-call; they stay atthe Good Fellowship Building during shiftsso they don’t have to lose preciousminutes getting there when emergenciesarise. To accomodate volunteers, thebuilding’s amenities include a kitchen area,a fitness center, a laundry room, and atelevision room.

“Our building was built with two things inmind: volunteers and training,” explainsWells.

The Good Fellowship EMS TrainingInstitute was established in 1991. GoodFellowship remains the only ambulancecompany in Chester County with atraining institute. Each year, the Institutetrains Emergency Medical Technicians fromChester, Delaware, and PhiladelphiaCounties and from the state of Delaware.In addition, Good Fellowship offers classesfor the public in first aid and CPR withAED (automatic external defibrillator).Good Fellowship provides first aid andCPR training for West Goshen Townshipstaff members, including annual trainingsessions for police, Summer RecreationProgram counselors, and skateparkattendants. Beginning in 2008, GoodFellowship will also conduct the first aidand CPR classes offered through ChesterCounty Hospital.

In addition to emergency transport andthe EMS Training Institute, GoodFellowship provides support by being onstand-by at numerous activities in the area,including sporting events and communityfestivals such as West Goshen CommunityDay. To help facilitate immediate first aidresponse, Good Fellowship introduced abike team six years ago to better navigatecrowded street events such as WestChester’s Restaurant Festival.

Good Fellowship provides monthly activityreports to each of the municipalities itserves. West Goshen Fire Marshal AndreaTesta shares these reports with the publicat the West Goshen Township Board ofSupervisors meetings each month.

rescue services such as ambulance and fireservice are not part of the municipalgovernment, but are independent nonprofitorganizations. Good Fellowship receivesfinancial support from West GoshenTownship (including paying for volunteers’workers compensation insurance) and theother municipalities it serves, but alsoreceives funding from billing to insurancecarriers for services rendered, an annualfund drive, contributions by members, anda small annuity fund.

Good Fellowship has two categories ofmembership. Active members includeindividuals who volunteer with thecompany. Subscriber members pay anannual membership fee ($40 forindividuals, $60 for families) to join. Inreturn, Good Fellowship waives the co-pays for emergency calls for members.

According to Wells, members join to givesomething positive back to the community,but stay involved because of thecamaraderie developed among activevolunteers.

“The name says it all. There’s a lot of goodfellowship with the members. Whoeverthought up the name hit the nail right onthe head.”

Good Fellowship provides emergencytransport services for areas in the westernpart of West Goshen Township. This isdefined by areas west of a border createdby Phoenixville Pike at the northernTownship boundary, south to the 322Bypass, then along Route 202 to SouthConcord Road to West Goshen's southernborder. Areas east of this line would beserviced by Goshen Fire Company.

“We are very happy to be situated in WestGoshen Township,” says Wells. H

and More”The Chester Ridley Crum WatershedsAssociation (CRC) and HabitatResource Network (HRN) ofSoutheastern Pennsylvania will host“Rain Gardens and More” on Saturday,February 9th at Penn State Brandywine(formerly Delaware County) campuson Route 352 in Middletown.

The program, which begins at 10:00AM in the Commons Athletic Building,features a one-hour lecture on raingardens by Catherine Renzi, owner ofYellow Springs Nursery and frequentdesigner of rain gardens. VivianWilliams of Stroud Water Researchwill give a brief presentation on the“How To’s of Rain Barrels”, and reviewthe design and site visit of the newlyinstalled naturalized detention basinon the Penn State campus.

After the conclusion of the program at11:30 AM, there will be on optionalsite visit of the Toft Woods naturalizedbasin, and rain garden/rain barrelinstallations in Upper ProvidenceTownship.

Philadelphia Flower ShowJoin the West Goshen, East Goshen,and West Chester Park andRecreation Departments on a trip tothe Philadelphia Flower Show onMonday, March 3rd. This year’s theme,“Jazz It Up,” promises fun, flowers, andfunky jazz! The bus will depart theWest Goshen Municipal Complex at9:00 AM and drop participants off atthe Pennsylvania Convention Center.Lunch will be available on your own atthe show or at one of the dozens ofnearby eateries. The motorcoach willdepart from the show at 4:00 PM andarrive back in West Goshen bydinnertime. The cost of this trip isonly $49 dollars and includes a ticketto the Flower Show, round-triptransportation, and bus driver tip.

Cherry Blossom FestivalVisit Washington, DC on Saturday,March 29th to see the cherry blossomsin bloom, or tour the museums andmonuments along the National Mall.Depart from West GoshenCommunity Park and spend the day atWashington’s Cherry Blossom Festival.The cost of this trip is $35 perperson, and includes round-triptransportation, a snack and beveragefor the ride, and bus driver tip.

Now is the Time to Apply forSummer Jobs with the Park and

Recreation DepartmentThe West Goshen Township Park and Recreation Department will accept applica-tions for the position of Summer Counselor through Friday, February 29, 2008.

Counselors work directly with 5-12 year old children in the Summer RecreationProgram. Counselors introduce group activities, involving children in arts, crafts,sports, and other recreational opportunities. In addition, the Park and RecreationDepartment will hire counselors for the West Goshen Summer Teen Program,which services participants 13-15 years old. All counselors must be at least 18years old by June 20, 2008, and have a high school diploma.

Junior Counselors assist Counselors with the Summer Recreation Program.Junior Counselors must be at least 16 years old by June 20, 2008. The Park andRecreation Department will accept applications for JuniorCounselor candidates through May 30, 2008.

The West Goshen Township Application forEmployment may be picked up at the West GoshenAdministration Building between 8:00 AM and 4:30PM, or may be obtained by calling 610-696-5266. SkateparkUpdatesThe skatepark at Robert E. Lambert Park will be open from 10:00 AM throughsunset on weekends and school holidays, with the exception of Easter Sunday,March 23, 2008.

Beginning on March 3, 2008, the skatepark will also open on weekdays between4:00 PM and sunset. This schedule will be in effect through the remainder of theschool year. The skatepark may close in the event of inclement weather, wetsurface, or if temperatures are below freezing.

On March 6, 2008, Fairman’s Skate Shop will celebrate the return of weekdayskate hours by having professional skateboarders and staff members on handbetween 4:00 and 7:00 PM to offer pointers to those in attendance. Fairman’sTeam Riders will be in attendance on the first Thursday of each month between4:00 and 7:00 PM through October 2008. The West Chester AreaSchool District will be closed forteacher in-service on that date.Anyone is welcome to join thetrip.
