This year’s rainfall — coupled with numerous post-fire erosion areas — is capable of causing mudslides and debris flows that can wash out sections of road- way and clog and break underground drainage pipes. During January and February of this year, several sections of highway within Los Angeles, Riverside and Orange counties all experienced closures and significant damage due to mudslides, which prompted a number of emer- gency repair projects. State Route 2 Along the Angeles Crest Highway, SR-2, heavy rains and the lack of vege- tation on slopes — due to the Station Fire last September — caused several mudslides that resulted in road washouts and mountain slope erosion during mid- January. Contributing funds to recovery efforts is the big-ticket response at this point. Shortly, how- ever, the companies’skilled personnel and equipment will be in greater demand. The 7.0-magnitude quake that struck Haiti just before dusk on Jan. 12 collapsed thousands of concrete-block homes and larger buildings. The next morning’s light revealed wholesale destruction and loss of life in the nation’s capital, Port-Au-Prince. Deaths are estimated at somewhere between 75,000 and 200,000, with another 200,000 injured. Because Haiti generally is considered the poorest nation in the Western Hemisphere, recovery is expected to be slow amid enormous human suffering. Numerous heavy equipment manufacturers responded swiftly to the disaster. They did so for genuine humanitarian reasons as well as in recognition of the fact that a voluntary response was appropriate. After all, major reconstruction efforts eventually will require their equipment. A preliminary sampling of manufacturer relief effort responses shows: • Volvo Construction Equipment North America matched employee donations that were contributed by Feb. 1. For Southern California counties theperiodic, yet unpredictable, arrival of theEl Niño climate pattern equates to win-ter and spring rainfall totals that are sig-nificantly higher than historical averagesfor that region.

This year’s rainfall — coupled withnumerous post-fire erosion areas — iscapable of causing mudslides and debrisflows that can wash out sections of road-way and clog and break undergrounddrainage pipes.

During January and February of thisyear, several sections of highway withinLos Angeles, Riverside and Orangecounties all experienced closures and

significant damage due to mudslides,which prompted a number of emer-gency repair projects.

State Route 2Along the Angeles Crest Highway,

SR-2, heavy rains and the lack of vege-tation on slopes — due to the StationFire last September — caused severalmudslides that resulted in road washoutsand mountain slope erosion during mid-January.

A Caltrans damage assessment teamdetermined that the most significantroad washouts ranged between 50 to 110ft. (15.2 to 33.5 m) along the highwayand about 200 ft. (61 m) below the high-way at some locations.

General contractors and equipment dealers in the UnitedStates have limited options right now in responding to Haiti’sdestructive earthquake. Contributing funds to recoveryefforts is the big-ticket response at this point. Shortly, how-ever, the companies’skilled personnel and equipment will bein greater demand.

The 7.0-magnitude quake that struck Haiti just beforedusk on Jan. 12 collapsed thousands of concrete-blockhomes and larger buildings. The next morning’s lightrevealed wholesale destruction and loss of life in the nation’scapital, Port-Au-Prince. Deaths are estimated at somewherebetween 75,000 and 200,000, with another 200,000 injured.Because Haiti generally is considered the poorest nation inthe Western Hemisphere, recovery is expected to be slowamid enormous human suffering.

SANTA FE, N.M. (AP) With NewMexico cutting schools and health careservices, lawmakers fumed Feb. 12over a proposal to finance economicdevelopment projects benefiting cor-porations like the Hewlett-Packard Co.

A proposal to allocate $38 millionfor capital improvements passed theSenate but not before several memberscriticized the state’s budget prioritiesand job creation strategy of offeringfinancial incentives to big companiesto locate in New Mexico.

The measure includes $3 million fora Hewlett-Packard customer servicesupport center in Rio Rancho and $2million for a facility for FidelityInvestments, the nation’s largest mutu-al fund company. That’s on top of $10million provided to those projects lastyear.

The state offered tax incentives, jobtraining funds and capital project

financing to attract Hewlett-Packard,which is to employ more than 1,300workers by the end of 2012.

“This may be the best project in theworld. But we are cutting teachersalaries, cutting early childhood pro-grams, cutting janitors’salaries, cuttingdisabled funding, cutting program afterprogram and program,” said Sen. EricGriego, D-Albuquerque.

Sen. John Sapien, D-Corrales, saidthe Fortune 500 company has deliv-ered what it’s promised and hired 700people so far.

“That’s 700 new hires at a time ofeconomic crisis where nobody is hir-ing except Hewlett-Packard,” saidSapien.

The legislation will finance nearlytwo dozen projects. Most of them pro-vide for the construction or renovationof government facilities, including $7million to finish the first phase ofupgrades at the New MexicoBehavioral Health Institute in LasVegas and $2.5 million for a port ofentry at Santa Teresa in southern New

Mexico. The measure allocates$300,000 for replacement of statepolice cars.

Most of the financing comes frombonds backed by severance taxes onoil and natural gas production. Gameand fish revenues would provide $3.5million for improvements at a fishhatchery in Guadalupe County.

“The fish are getting more moneythan people are,” said Sen. Phil Griego,D-San Jose, who wanted more moneyfor new state police cars.

The bill passed the Senate 27-15 andwas sent to the House, which is expect-ed to revise what projects will befinanced.

In recent years, lawmakers havedoled out hundreds of millions of dol-lars for capital improvements in theirhome districts. Not this year, however.There’s little bond financing availablebecause of a slump in tax revenues andthe Legislature is considering scrap-ping some previously approved proj-ects to free up money to replenish thestate’s cash reserves.

Heavy Equipment Industry Responds to Haitian Crisis

provided an R110-7A to its dealer in the DominicanRepublic, Tokmakjian. This machine will in turn be donatedto the earthquake relief efforts in Haiti along with anR210LC-7 that will be provided by Tokmakjian directly.

HCEA President John Lim also visited the DominicanRepublic and traveled to Haiti to assist in the relief effortsfirst hand.

• The John Deere Foundation is donating $250,000 to theRed Cross for Haiti and the corporate office is matchingemployee donations up to $1,000 per employee;

• Case New Holland has been involved in efforts to relievethe humanitarian crisis in Haiti since the country was strick-en by a mammoth earthquake and subsequent aftershocks.The company is supporting relief efforts by providing Case,New Holland and Kobelco construction equipment andcompanywide monetary donations.

“Soged S.A., the Case dealer in Haiti, immediatelydeployed available excavators, wheel loaders and otherequipment to assist in recovery efforts. And EDOM —Empresas Dominicanas C.A., a New Holland/Kobelco deal-er in the Dominican Republic, was able to offer delivery ofup to 10 machines within 24 hours,” said Jim McCullough,president and CEO, CNH Construction Equipment. “OurCase, New Holland and Kobelco brands will continue tosupport recovery efforts in the coming weeks,” he added.

CNH also has offered several pieces of heavy constructionequipment to Haiti, including crawler excavators rangingfrom 7 to 16 tons (6.3 to 14.5 t), a tractor loader backhoe andmotorgrader, through the United Nations.

• Kubota Corporation’s affiliated companies in the UnitedStates and Canada, including Kubota Tractor Corporation(KTC); Kubota Credit Corporation (KCC); KubotaManufacturing of America (KMA); Kubota IndustrialEquipment (KIE); Kubota Engine America Corporation(KEA); and Kubota Canada, Ltd., have donated $50,000 inequipment in-kind for ongoing relief efforts in Haiti. Kubota

has provided Kubota generators and other electronic and firstaid supplies through the California-based Operation USA.

“Kubota employees around the world would like toexpress our sympathy for the victims and their families of therecent earthquake disaster in Haiti,” stated Satoshi Iida, pres-ident, Kubota Tractor Corporation (USA). “Kubota sincere-ly hopes for the eventual recovery and re-settlement of thoseimpacted by this crisis. It is our hope that this donation willbe helpful to the significant humanitarian work ongoingtoward relief efforts in the aftermath of the earthquake.”

In addition, Kubota Corporation of Osaka, Japan, hasalready made a contribution of $110,000 to the Japanese RedCross Society for earthquake relief assistance. The combinedKubota Corporation worldwide donation also representscontributions from affiliated companies in Europe, Asia, andAustralia.

• The Caterpillar Foundation is making an initial contri-bution of $200,000 to international Red Cross and RedCrescent relief efforts. The Foundation also will match dol-lar-for-dollar Caterpillar employee, retiree and Cat dealeremployee financial contributions to the Red Cross to a totalof $300,000

Cat corporate executives also are working through a deal-er in Haiti called Haytrac in the deployment of equipmentand operators to the stricken area. Afew pieces of equipmenthave been sent already. Two backhoe loaders and threehydraulic excavators were donated to Haytrac and hydraulicexcavators and wheel loaders are being transported for use inHaiti via Rio Haina in the neighboring Dominican Republic.Caterpillar also temporarily suspended fees for emergencyparts orders from Haiti and quickened the parts orderingprocess.

These and other contributions by manufacturers helpedsupport the early work of recovering bodies and establishingemergency medical and food supply centers. Razing, Hauling Away Rubble Could Take Three Monthsblocks of debris in the capital city and else-where. That demolition activity eventuallywill be followed by repair of infrastructureand construction of new buildings.

In some respects, the reconstruction willbe just a continuation of pre-quake activityin Haiti. Two months ago, for example, theWorld Bank authorized tens of millions ofdollars for transportation projects in thecountry including rebuilding of farm-to-market roadways. Some of that money wasto replace infrastructure damaged by hurri-canes and tropical storms that struck in 2007and 2008.

Now, many more rebuilding dollars willbe needed.

Before demolition and construction bid-ding can begin, relief organizations and vol-unteers are being relied upon to do the work.They have begun the process of clearingaway the latest layer of debris from Haiti’ssoil. Among those helping with this earlywork are members of the First ResponseTeam of America.

“We loaded up equipment yesterday andare just about ready to hop on a ship,” TadAgoglia reported Jan. 26 from a Florida har-bor. Agoglia and three other team memberssubsequently crossed the Atlantic waters toPort-Au-Prince where Agoglia expects tospend three months demolishing and haulingaway destroyed buildings. The other mem-bers of his team will spend one year in thecountry

The First Response Team is a nonprofitoutfit that responds immediately to naturaldisasters anywhere in the United States.Because of the proximity of Haiti to theUnited States and the level of destructioninvolved, Agoglia decided to send respon-ders to work the disaster.

“In the days immediately after the quake,”Agoglia explained on his Web site (firstre-sponseteam.org), “the team struggled withdeciding whether or not responding to theneeds of Haiti would jeopardize our com-mitment to respond to disasters in the UnitedStates. But at the end of the day, our focus ison humanity. And how could we turn ourbacks on such an epic disaster, so close tohome, that has left a large portion of Haitiwondering if there will ever be anothertomorrow.”

Appealing to manufacturers who havesupported his nonprofit work to date,Agoglia managed to assemble a small stableof equipment suitable for the Haitian task.The Pete Store in Knoxville, Tenn., donateda tri-axle Peterbilt dump truck. ClevelandBrothers in Pennsylvania contributed aCaterpillar 312 excavator.

Adonated trailer was a serendipitous find.Agoglia was on his way to Litchfield, Minn.,to express his gratitude to Towmaster

Trailers president David Lundin for previousequipment donations when he heard aboutthe destructive quake. The disaster naturallycame up in conversation with Lundin andthe company executive realized he had atrailer in inventory that could help Agoglia inHaiti. A 19-ft. low-profile Towmaster T-4040,000-lb. capacity trailer now hauls theexcavator from tumbled building to tumbledbuilding in Port-Au-Prince.

“I knew he had to get his equipmenttogether quickly,” Lundin said, explaininghis rapid decision to donate the trailer. Henoted that his company has pledged to aidthe First Response Team for some time tocome. “I know it’s a financial commitment,but it’s the right thing to do as a company.”

Bob Piper knows something aboutresponding to natural disasters. Piper is vicepresident for industry relations of AssociatedBuilders and Contractors. In the days imme-diately following Hurricane Katrina, he wasinvolved coordinating the response of ABCchapters in the Gulf area. He was part of aneffort to deliver a truckload of water andclothing. Piper subsequently helped raisefunds and train volunteers for reconstructionefforts in the region as part of a BusinessRoundtable campaign.

As for Haiti, Piper doesn’t yet see compa-rable opportunity for a coordinated interven-tion.

“The best anyone can do right now is tosend dollars. We will become more involvedonce the rebuild actually begins.”

Piper said a couple of ABC members havecontacted him asking how to respond.

“A line company out of Nevada is want-ing to send some crews to help, for instance.But until we actually have a source of infor-mation on the ground, we’re not sendinganyone. We will continue looking for

avenues to get involved and when they openup, we will put it out to our members.”

Several general contractors in theCharlottesville, Va., area were involved inHaiti long before the quake rattled the coun-try. The contractors — most of whom aremembers of Associated General Contractors— constitute a nonprofit organization calledBuilding Goodness Foundation. It was start-ed 11 years ago by a few builders and archi-tects who volunteered to help build a ruralcommunity center in Haiti.

“After I came back home, I was fairly dis-turbed by what I saw,” one of those builders,Jack Stoner, said of his introduction to Haiti.“One man said to me that it was one of themost important things we’ve done in ourworking lives and asked me how we can domore of it.”

The stricken consciences of Stoner andhis volunteer companions sparked formationof the organization, which employs theirskills to improve the lives of needy commu-nities at home and overseas. Over the past

decade, Building Goodness Foundation haserected community centers, clinics andhousing in several states as well as in Haiti,Guatemala and Honduras. In all, some 1,200volunteers have expended approximately80,000 volunteer hours working on nearly240 buildings.

Haitian projects have included construc-tion of two medical clinics, 15 small housesand a 6,000-sq.-ft. headquarters compoundas well as repair of school buildings.

“All the houses we built are hurricaneproof and now have proven to be earthquakeproof. The concrete houses fell down but ourwood-frame houses survived. There is a realdemand now to have us come back and buildsome more.”

Stoner said the organization is working onprototype structures that can be adapted foruse as schools, clinics or business places.

“We probably are two or three monthsaway from sending in teams for rebuilding,”the co-owner of Alexander/Nicholson Inc.said. “It will be an overwhelming task.Normally we would send four to five groupsto Haiti in a year. Now we will have to send15 to 20 groups to have an impact.”

What Building Goodness has discoveredis that more skilled volunteers are needed towork with unskilled Haitian partners onprojects. Stoner said more attention also willbe paid to raising the skill level of the Haitianworkers. Such training was frowned uponpreviously because it was feared the build-ing-trained workers would leave for the cityinstead of staying in rural areas where theiragricultural skills are needed. Now, howev-er, building talent will be at a premium inmany parts of the country.

Stoner welcomed the interest of anyonewanting to volunteer or contribute to theorganization — or to start a BuildingGoodness unit in another part of the country,for that matter. He believes the work remainsvital both as a humanitarian response and anindustry outreach.

That combination is what inspired themen to form the nonprofit. The group ofbuilders realized that a lot of good nonprofitgroups needed buildings and infrastructure“and had no idea how to put them together.It just sort of grew out of that.”

He believes “a lot” of public misconcep-tions exist about the construction industry asregards the public interest. He sees volunteerconstruction activity as visible promotion ofthe industry and a genuine contribution tocommunities.

After all, Stoner observed, “the humani-tarian crisis in Haiti wouldn’t be there if thebuildings hadn’t fallen down.”

El Niño, Fire Erosion Causes Significant Roadway WashoutsThe roadway washouts were caused by

mud and rock that was carried onto and overthe roadway, the result of clogged inlets anddown drains.

“In the past we typically have it [mud-slides and washouts] much higher up wherethe snow is,” said Darrell Mackenzie, resi-dent engineer of Caltrans District 7. “Thiswas much lower.”

Baltazar Construction is the general con-tractor responsible for the roadway clean upand restoration, a contract valued at $7.5million. Burns Pacific was awarded a nearly$7 million contract to install retaining wallsalong slopes were mudslides occurred.Other contractors who have contributed tothe clean up and repair project include PaveTech and Alcorn Fence.

“The challenge during construction ismaking the roadway passable for construc-tion and emergency equipment,” said CaesarResler, senior transportation engineer ofDistrict 7.

During repair work Super 10 dumptrucks, 938 Cat loaders, excavators, bobcatsand backhoes have been used onsite.

The stretch of SR-2 affected by the mud-slides should be reopened to the public bylate March with all repair worked finishedby late July. However, future rainfall couldalter that schedule.

“It is very likely that mudslide and debrisflows could persist in the Station Fire burnarea,” said Dan Freeman, deputy districtdirector of maintenance of District 7.

State Route 74On Feb. 6, a heavy storm caused damage

along a shoulder and an embankment of theSR-74 Ortega Highway, causing the high-way to close between San Juan Capistrano

and Lake Elsinore in Orange County.A $400,000 emergency project contract

was quickly awarded to R.B. HoltConstruction, who used a quarter ton of rockto support the road and restore the embank-ment. In one day, the contractor had builtback 10 ft. (3 m) of shoulder, meaning thehighway could be reopened to traffic,according to Tracey Lavelle, public informa-tion officer of Caltrans District 12.

This area of SR-74 had previously suf-fered damage from a Jan. 18 storm thatcaused mud and debris flows, resulting infour washouts.

As of Feb. 22, at least 75 percent of thewashouts had been repaired, with Caltransofficials expecting the repair work to be fullycompleted by Feb. 28.

An emergency drainage project is expect-ed to start along the same portion of SR-74.The project will include the placement of

Wash. to Cut StormwaterPollution From HighwaysBy Gene JohnsonASSOCIATED PRESS WRITER

SEATTLE (AP) Washington state will domore to prevent polluted stormwater fromrunning off state highways into rivers, lakesand Puget Sound, where it poses a seriousthreat to salmon and other aquatic life.

In a legal settlement filed Jan. 26, the stateDepartment of Transportation agreed thatwhenever it builds new highways in westernWashington, it also will spend a little bit ofmoney to retrofit old ones — thousands ofmiles of which were constructed withoutsediment ponds or other pollution controls.

The environmental law firm Earthjusticeand the group Puget Soundkeeper Alliancechallenged the DOT’s stormwater dischargepermit before the state Pollution ControlHearings Board last year, saying it didn’tmeet the requirements of the federal CleanWater Act.

“This is a 7,000-mile highway system thatgenerates enormous amounts of pollutants,most of which are discharged directly intowaters without any treatment or storagewhatsoever,” Earthjustice attorney JanHasselman said. “The amount of coppercoming off a highway is staggering com-pared to the levels that we know affectsalmon.”

The state Ecology Department saidstormwater runoff is one of the main sourcesof the 52 million pounds of toxic chemicals,such as oil, PCBs and heavy metals, that endup in Puget Sound each year. Copper is par-ticularly troubling for young salmon becauseit destroys their sense of smell and preventsthem from avoiding predators.

Under federal law, Ecology grants permitsoutlining how stormwater runoff should bemanaged. Environmental groups have beenpressing the state to get a handle on runoff,not just from highways but from cities andbusinesses as well.

Since mid-2008, when the pollution boarddetermined that Ecology’s permit governingrunoff from cities and counties was too lax,the department has been rewriting its stan-dards for low-impact development. And lastfall, it placed new limits on stormwaterrunoff at 1,200 industrial facilities acrossWashington.

Ecology issued the permit governingstormwater runoff from Washington high-ways early last year. Megan White, directorof the DOT’s environmental services office,said it set out ambitious new requirementsfor controlling runoff, including monitoringstormwater discharges.

“All of our new projects are built to high-

er standards than have been used in the past,”she said. “It’s important for us to be goodenvironmental stewards.”

But the permit as issued would haverequired few, if any, upgrades to existingroads, which was a key reason the environ-mental groups appealed to the pollutionboard.

Given Washington’s severe budget woes,the state would not commit a specificamount of money to retrofitting highways bydigging retention ponds or swales or taking

other steps to filter out pollutants before theyreach fish-bearing waters, Hasselman said.

Instead, the state promised that wheneverit builds new highway lanes in the PugetSound basin, it will spend up to 20 percent ofthe project’s stormwater control costs toupgrade existing roads. The TransportationDepartment will determine which roadwaysare top priorities, either because of theamount of runoff they generate or becausethey are near waters already impaired by pol-lution, and fix those first.

Federal fisheries scientists also will play agreater role in making sure new projects suf-ficiently protect salmon.

“Would I have preferred a flat commit-ment or a bigger number? Yes,” Hasselmansaid. “But under the permit that was issuedthere was no requirement at all. This was away of making sure there would be somefunding.” Last fall, the state of Oregon com-mitted $10 million over the next five years tocleaning up stormwater runoff before it pol-lutes salmon streams.

Ecology spokeswoman Sandy Howardcalled the result of the settlement “minimal,”because the vast majority of the permitissued to the Transportation Departmentremains unchanged.

But, she added, “It will make it a littlestronger environmentally.”

“It’s a first step — a modest step — butit’s the first time we’ve tried to address theseissues,” said Bob Beckman, executive direc-tor of Puget Soundkeeper Alliance.

“It’s important for usto be good environmental stewards.”

Caltrans Closes Two Freeway Connectors Due to Landslidereinforced concrete pipe drainage at fourlocations, as a broken water main was one ofthe reasons behind the four washouts previ-ously mentioned.

To the Northeast, another portion of SR-74 — between Hemet and Mountain Centerin Riverside County — also experienced aroadway washout caused by rainfall, mudand debris that clogged a drainage system.

The clogged drainage system caused amore than 40-ft. section of SR-74 to bewashed out on Feb. 8.

According to Fathi Manasrah, residentengineer of Caltrans District 8, a $1 millionemergency contract was quickly awarded toSkanska, who worked around the clock forseveral days and repaired the washed outsection of roadway in four days. In order torestore the highway, Skanska first had toinstall a 24-in. (61 cm) concrete drainagepipe under the damaged section

During repair work construction equip-ment including excavators and dozers wereutilized, with no specialty equipment onsite.The damaged stretch of SR-74 was reopenedon Feb. 14, however, drainage systemimprovements, which could be affected byfuture storms, were ongoing.

State Route 57 ConnectorsAs of Feb. 18, Caltrans District 7 closed

two freeway connectors due to a landslidethat sent mud, rock and debris onto road-

ways in the city of San Dimas. The west-bound San Bernardino Freeway, I-10, con-nector to northbound Orange State Route 57,and the northbound State Route 71 connec-tor to northbound SR-57 remain closed untilfurther notice.

Since the landslide, crews have worked tostabilize the hillside by removing loose grav-

el and grading the slope according toCaltrans. During the weekend of Feb. 20 and21, an estimated 11,000 cu. yds (8,410 cu m). of loose dirt and rock were hauled away,and 80,000 sq. ft. of plastic was placed toprevent further damage by forecasted rain.

Currently, work crews continue to haulexcess soil material and place concrete

median barriers (K-rail), which will remainin place until repairs are complete.

The Equipment Appraisers Association ofNorth America (EAANA) reached animportant milestone as the group convenedin Pittsburgh, Pa., Jan. 29 and 30 for its 20thannual meeting.

More than 85 members and guests cele-brated the anniversary of the association,which was incorporated on May 18, 1990, inPennsylvania. At its inception, EAANA had15 charter members who were all involvedin the construction or mining industries.Five years later, membership was extendedto professionals in all disciplines of equip-ment and machinery.

In 1997 the group adopted the UniformStandards of Professional Appraisal Practiceas the standard of practice for its members,approved a Code of Ethics, revised its mem-bership requirements and established desig-nations for members. EAANA was acceptedas a member of The Appraisal FoundationAdvisory Council in 1999. Today, EAANAis 144 members strong, with members fromthe United States and Canada.

Jim Balsarini, the founder and president ofEAANA, who was then the equipment man-ager of Alex E. Paris Contracting Co. Inc.,

Atlasburg, Pa., started the association out ofwhat he felt was a need for an appraisergroup made up of construction and mining

professionals that would give the membersincreased validation and recognition.

Balsarini, along with four of the otheroriginal charter members, were on hand inPittsburgh to celebrate the success of theorganization with a well-earned champagnetoast.
