Dear District Leader,

Thank you for providing such important leadership to our movement. Your efforts directly improve the lives of children and families while simultaneously improving the fabric of our community. Scouting exists within our communities because of the passion that we each feel and bring to bear in an effort to serve youth. We all believe that Scouting can transform young people for the better and this fall we hope to inspire many families and boys to join the Scouting program.

I am happy to share the exciting details of our fall Rocket Into Scouting campaign in the following pages of this guide. The goal of the Western Los Angeles County Council is to help the Districts of our Council plan and execute an effective promotional plan to reach the families of your community. Through our efforts this fall we plan to register over 2,000 new families in our Scouting programs. I invite you to take an active role in this endeavor for the benefit of youth, families, our communities, and because of the tremendous feeling of pride and happiness we each get when Scouting works its magic.

To start the conversation we should remember that our mission as an organization is important. The mission of the Boy Scouts of America (BSA) is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law.

The mission of the BSA is accomplished through the delivery of the scouting program by dedicated volunteers who understand the impact scouting can have on a youth, a family, and on a community. Parents want to feel confident in the organization they plan to join. When parents see a well-organized pack with welcoming leaders and youth, as well as a calendar of fun activities, they are more likely to not only join, but also volunteer as leaders.

A recent study conducted by Dr. Richard Lerner and Tufts University has confirmed what the BSA has believed and thought to be true for many years; Scouting causes positive changes in the character of youth. The study compared Scouting youth to non-Scouting youth over a period of several years and found an increase in positive character development when compared to non-Scouts.

Based on data from the United States Cenus we are able to determine the Total Available Youth (TAY) in each geographic district.

Once we know the Total Avaiable Youth (TAY) in each District we can use our year-end mem-bership figures to see what our Market Density currently is. At the end of 2015 out of every one hundred eligible youth the WLACC served approximatly four.

WLACC Membership Growth Goals

The Executive Board of the WLACC in coordination with the Western Region of the BSA has set a goal to grow membership in the WLACC by one percent in 2016. In order to accomplish this realistic goal we have created a table below to illustrate how many Scouts each District will need to grow by in order for us all to WIN! We have also included a two years of recruiting history to help each district understand past performance. If every unit in our Council recruited at least Two More Scouts com-pared to 2015 we will have growth as a Council in 2016. In the following pages you will see we have 608 schools to recruit out of to grow Cub Scouting. If only 1-2 Scouts joined from each school we will have membership growth.

OverviewThe Boy Scouts of America is a membership program and every family in your neighborhood should have the opportunity to benefit from Scouting. Below are steps that will help you achieve the vision of allowing each eligible youth to participate in your local Pack.

Fall Responsibilities• Coordinate with your local District Executive to see which Schools your Pack is assigned to• Attend your District’s Rocket into Scouting Kickoff• Prep a marketing plan for your unit’s sign up night• Make sure your unit has an impressive presence at your school’s open house/meet the teacher• Promote your sign up nights on social media and within your charter organization• Follow the plan laid out in the Rocket into Scouting campaign. Within a week of your sign up night,

host a fun, informative “Parent Orientation” to further welcome families and recruit leaders.• By September 30th submit all new Scout registrations and fees to a WLACC office to qualify for

free “Launch Kits.”

Above all else, while using the Scout Oath and Law as a foundation, the goal of the Unit Membership Chair is to keep Scouting alive and well in your unit.

Pack Recruitment Ideas

To have a successful recruiting drive, you cannot do this alone. Having two to three parents dedicated to your recruitment efforts will help your pack have a successful sign-up night. Pick two or three of your parents to accomplish the following items. Have them check each key “action item” as they get it completed.

ACTION ITEMS FOR SUCCESS: Attend Rocket into Scouting Orientation for Pack Recruitment Teams. (July) Order and utilize the materials provided by the campaign including fliers, lawn signs, and posters Set a New Scout Recruitment Goal for your Pack that matches your Journey to Excellence goal. Ask your Cub Scout parents and boys to invite friends – communicate your Pack’s Rocket into Scouting Sign-Up to friends and parents. Social Networking – Get your parents to use their social networking sites (Facebook, Twitter, etc.), to inform their friends about your unit. (Have them give a personal testimony of how Scouting is a benefit to their family.) Make sure you put up posters of Scouts in action in your school, church and other places that will attract parents and provide them with information on when they can sign up. A poster board with pictures of your scout families having fun is very effective. Develop an incentive for Peer-to-Peer recruiting (offer the boys an incentive for getting a friend to join). Have an impressive presence at Back to School Night/Open House. (Tents, Flag ceremony, Cub Scout greeters, interactive booth, etc.) The day before and the day of your School Night, see if the school will allow Cub Scouts in uniform to welcome parents and students in the drop off line. Request permission from your School for District Executives to conduct Boy Talks to promote ScoutingAs your Pack is conducting the above action items, there will be council-wide efforts as well:

• District Executives and volunteers will confirm the School Night dates with the elementary schools and will produce a fliers to be distributed to each boy during classroom presentations.

New Sign-up Plan

First impressions are important. Do not underestimate the impact that a well-organized and welcoming sign-up night can have on a new family. The following checklist will help ensure families not only join, but also get engaged. As a reminder, this year we will continue to collect the prorated membership fee, covering the remainder of 2016.

It is important for all Packs to follow the NEW sign-up night format including the 5 stations pictured above.

Pack Recruitment Team

STATION 1 STATION CHIEF BRIEFING “SIGN-IN HERE”• Make sure the Station 1 sign is visible• Greet every family that comes in and ask them to sign in• Have sign-in sheets and pens ready. Ask each family for the grade of their son. They sign in on either the first, second, third, fourth or fifth grade sign in sheet. (The sheets are carbon copy, so at the end of the Sign Up Night, the District rep and the Pack each get a copy.)• Have copies of “Welcome to Cub Scouts” available at your station• Provide each family with a folder to collect all of the information they are about to receive• Tell each family that there are 5 Stations that they will visit to complete the sign-up process and that it will take 20-30 minutes• Direct them to Station 2

Checklist for an Effective Parent Orientation

Congratulations on conducting a successful Sign-up Night….Now the fun starts. A week after the sign-up night your pack should hold a Parent Orientation. Here is a list of suggestions that will help you plan and execute an effective Parent Orientation: Make sure each new family gets a personal phone call inviting them to the orientation. Have some parents that do not fill an active adult leader role handle this for your pack.

Have an activity for the boys and siblings to do so you have time to talk to the parents. A local Boy Scout Troop may be able to help with this. If not, make sure you have a least two adults supervising the activity. Have some light refreshments for the parents.

Have your adult leaders introduce themselves and share why they are in scouting.

Give the new parents a time to introduce themselves and share what they hope to get from the scouting program. This is important. It will give the pack ideas on how to better engage the parents and meet their needs as a family.

Help parents understand the importance of “active involvement”. Encourage them to participate in as many pack events as possible. Review your Pack calendar with them. Share your Pack’s policy for dues and t-shirts. Remind parents that fundraisers help pay for the cost of scouting.

Share your Pack’s plan for recharter. Families joined at a prorated fee covering the remaining months left in 2016; their initial experience in your pack will determine if they see the value in the $24 recharter fee.

Make sure you give time for parents to ask questions about the events your pack participates in.

Share with your new parents the leadership opportunities your pack has. This may take some one- on-one time with parents in order to get them committed to fill a needed role in your pack.

Encourage your newly recruited leaders to attend one of your district’s scheduled trainings as a group. This will make it more fun and help create a “team” feeling for the new leaders.

Find out what the best way to communicate with your parents is (phone, text, email, Facebook, etc).

Before you let them leave the orientation give them another chance to ask questions and make sure they know the date, time and location for the next month’s pack meetings.
