!  Authorized by Election Code Section 41.0052

!  Board must take action by December 31st

!  This change will require:!  4-year trustee terms, rather than 3-year terms;

!  Joint elections with Dallas County in even-numbered years;

!  4 or 5 positions will be up for re-election each even-numbered

year, rather than the current 3 positions up for re-election eachyear;

!  Extension/reduction of current trustee terms to achieve

November election date.!

DISD trustee elections would be

held with County elections and

run by the County using common

polling places in November of 

even-numbered years.!

Election Code § 41.0052 authorizes

a change from the May uniform

election date to the November 

uniform election date, as interpreted

by the Attorney General in OpinionGA-0806.

elections, as required by Texas Education Code Section 11.0581.

!  Board elections must be held jointly with the City in May, or jointly

with the County in November.

!  Frequency of Elections: Voters residing in each trustee district

would vote once every four years for that trustee position.

!  Common Polling Places: Opportunity for each voter to vote at a

single polling location for DISD, state, federal and county

elections.

!  Voter Turnout: Voter turnout in November elections is higher than

voter turnout in May elections as the result of higher voter interest

in federal, state and county elections than in school district andcity elections.

!  More Polling Places: More options for early voting polling places

and regular county precinct polling locations.

!  No elections in odd-numbered years, with the exception of a special

trustee vacancy election if necessary in odd-numbered year.

!  Reduction of Election Costs: Cost-sharing with County and other political

subdivisions also holding general or special elections in November of even-numbered years.

!  Effect on Board Make-Up: Substantial changes in board make-up

possible when 4 or 5 positions up for re-election simultaneously.

Conversely, the maintenance of stability in board make-up is equally

possible.

!  Educating the Public: Steps needed to educate voters on changes in

election dates and frequency of elections in single-member districts.

Some initial vote confusion may be likely, but could be minimized with a

thorough education program.
