Specialist Workers in essential sectors COVID-19 Risk Mitigation Plan | TEMPLATE What is an Essential Sector COVID-19 risk Mitigation Plan and when it is needed? Under the Emergency Management (Cross Border Travel No 12) (COVID-19) Direction 2020, a person who is applying for essential traveller status to South Australia because he/she is a specialist worker required for the purposes of maintaining operations in an essential sector, needs to meet certain requirements as part of the exemption application process. One of the requirements is that they must demonstrate: That their employer (an ‘essential sector employer’) is applying COVID-19 risk mitigation strategies during periods of work; and that those strategies are set out in an Essential Sector COVID-19 Risk Mitigation Plan (‘a COVID-19 Risk Mitigation Plan’) this document, that has been approved by the Department for Health and Wellbeing. ‘Essential sectors’ are: Mining, oil, gas, energy, water, agriculture and other primary industries; and Telecommunications. An ‘essential sector employer’ means an employer who is operating in an essential sector or who is carrying on the business of supplying workers to employers in an ‘essential sector’. The intent of a COVID-19 Risk Mitigation Plan (this document) is to ensure that essential sector employers have appropriate COVID-19 risk mitigation strategies in place to keep their workers COVID-19 safe and therefore the wider community COVID-19 safe. It is important for South Australian authorities to have evidence that appropriate COVID-19 risk management strategies are in place when they are considering an application for an exemption for a worker who wants to enter South Australia either because: they are required to undertake essential sector work in South Australia OR they are re-entering South Australia after having undertaken essential sector work outside of South Australia. What is an Essential Sector COVID-19 risk Mitigation Plan and when it is needed?Under the Emergency Management (Cross Border Travel No 12) (COVID-19) Direction 2020, a person who is applying for essential traveller status to South Australia because he/she is a specialist worker required for the purposes of maintaining operations in an essential sector, needs to meet certain requirements as part of the exemption application process.

The intent of a COVID-19 Risk Mitigation Plan (this document) is to ensure that essential sector employers have appropriate COVID-19 risk mitigation strategies in place to keep their workers COVID-19 safe and therefore the wider community COVID-19 safe. It is important for South Australian authorities to have evidence that appropriate COVID-19 risk management strategies are in place when they are considering an application for an exemption for a worker who wants to enter South Australia either because:

they are required to undertake essential sector work in South Australia

OR

they are re-entering South Australia after having undertaken essential sector work outside of South Australia.

Employers and workers should familiarise themselves with the current COVID-19 Emergency Management Direction for Cross Border Travel. This can be obtained from the Government of South Australia website COVID-19.sa.gov.au .

Responsibility for ensuring the implementation of an approved COVID-19 Risk Mitigation Plan rests with an essential sector employer.

Guidance for your COVID-19 Risk Mitigation PlanA Guidance on how to develop a COVID-19 Risk Mitigation Plan relating to specialist workers in essential sectors has been provided with this template for use (refer to the separate document sent with this Template).

Section 3: Risk Management Strategies | Distancing and DensityThe COVID-19 Risk Mitigation Plan should demonstrate the strategies that the employer has in place during periods of work to meet the following principles about distancing and density:

Distancing: Endeavour to ensure individuals maintain a distance of 1.5 metres apart.

Density: The maximum number of persons in any communal area (that is an area where workers may come into contact with each other or with other people while they are travelling to work or are at work) does not exceed 1 person per 2 square metres.

Below is a list of examples of possible work environments or settings that should be considered:

Charter buses or other group transportation organised by the employer to transport workers to and/or from a work site

Other means by which workers may travel to and/or from a work site

Open or closed work sites where multiple workers may come in contact with each other or with other people (i.e. other contactors, trade staff, delivery drivers, members of the public etc)

Staff tea break/dining areas/recreational areas

Staff/communal toilets, change rooms, locker rooms

Equipment rooms, tool room, supply/store rooms, vehicle storage areas

Designated smoking areas, staff car park areas

Please outline below any risk mitigation strategies that are in place to manage people density and social distancing in areas where multiple workers may come in contact with each other or with other people.

3.1 Movement of workers to and from work space / site / location How do you ensure capacity and density requirements are managed if workers are transported on

employer organised charter busses, trucks, planes etc to and from work? What strategies do you have in place to support workers in making safe choices when arranging

their own transportation to and/or from the work place / work site? (i.e. so that density and distancing is managed ad much as possible?)

Section 4: Risk Management Strategies | other measuresThe COVID-19 Risk Mitigation Plan should demonstrate any other risk mitigation strategies that the employer has in place during periods of work to mitigate potential COVID-19 risk in addition to the measures set out in Section 3 above. The information below may assist you in completing this section of the Risk Mitigation Plan.

You are encouraged to refer to the COVID-19 Safe Plan advice on COVID-19.sa.gov.au and at https://www.safeworkaustralia.gov.au/

Taking into account the guidance in the table above, please outline below all other strategies you have in place to mitigate COVID-19 risk during periods of work. These are in addition to the distancing and density measures you have already described in Section 3 above.

In each section below questions are listed to assist completion of the Risk Mitigation Plan. These are a guide only. Employers should include any other information relevant to the topic that is listed or any other COVID-19 risk mitigation strategies that are in place.

Food and beverage areasWorkers and any other contractors or visitors to a work site / work place are required to take steps to minimise the risk of transmission in the preparation, storage and consumption of food and beverages.

Non-compliance and incident management

Systems and processes that are in place if workers and any other contractors or visitors to a work site / work place have not complied with requirements/processes/systems put in place at the work site / work place.

4.1 Health and wellbeing of employees and others How does the organisation/you as an employer gain worker, visitor etc declaration of wellbeing? Is each worker, visitor etc questioned on arrival at a work site / work place? If you are required to provide evidence of health declarations, how would you do this?

Section 5: Additional RequirementsThe Emergency Management (Cross Border Travel No 12) (COVID-19) Direction 2020 sets out a number of other requirements that apply to or may apply to specialist workers in essential sectors wishing to enter South Australia.

Please complete the table below by checking the box to the left of the item to confirm you have advised your workers both verbally and in writing of their obligations in the following regards:

☐ 1. To meet the self-quarantine requirements set out in Schedule 3 to the Emergency Management (Cross Border Travel No 12) (COVID-19) Direction 2020.

☐ 2. Wear a surgical face mask (covering mouth and nose) in South Australia at any time during the 14 day period commencing on the date of arrival into South Australia.

☐ 3. Keep and retain records of close contacts for a 14 day period commencing on the date of arrival into South Australia, or if they remain in South Australia for less than 14 days, then for that period.

☐ 4. Not enter South Australia from Victoria on a road other than one listed in Schedule 4 to the Emergency Management (Cross Border Travel No 12) (COVID-19) Direction 2020.

☐ 5.To have a COVID-19 test within 24 hours after arrival into South Australia and on the twelfth day after their arrival into South Australia, unless otherwise exempt from all or part of this requirement under section 14 of the Emergency Management (Cross Border Travel No 12) (COVID-19) Direction 2020.
