The integration of the FDLR intothe armed forces of the DRC(FARDC) helps explain the factthat the main battalions of rapistsare found within the government
army. [1] Meanwhile, there is asystematic use of accusations in amirror, a basic technique ofmisinformation propagated byneo-colonial French networks inAfrica in pursuit of their obscuregeopolitical interests, and appliedin the government propaganda ofLaurent Kabila and now his son
Joseph Kabila. Thus, this waragainst women is attributed to allthe armed groups in the region,and particularly to the politicaland military opposition movement
called M23.The enormity of the scandal of thelast twenty years of chronicviolence throughout easternCongo appears to have finallytouched Western sensibilities, sothat last December aninternational petition [2] signed by
both former president JacquesChirac and the companion of thecurrent president, ValerieTrierwieler, called on the UN tointervene more effectively to helpthose martyred women. But
instead of rightly identifying theFDLR or the FARDC as theprimary culprits, it named theM23 which combats both theseforces.
Subsequently, in early July 2013,MONUSCO (United NationsStabilization Mission in theDemocratic Republic of Congo) setup an offensive intervention
brigade. For the first time, underResolution 2098 adopted by theSecurity Council in March, UN"peacekeeping" forces areauthorized towage war.
In mid-July, military operationsbegan between the opposingparties, with the FARDC havinginitiated combat against the M23,with reinforcements from the
genocidal FDLR and tacticalsupport of MONUSCO and itsoffensive brigade.
A UN report [3] which wasrecently leaked confirms that theFARDC collaborates closely withthe genocidal FDLR.
The Ambassador of Rwanda to theUnited Nations, Mr. Gasana,condemned last week the fact thatofficers of the MONUSCOintervention brigade have heldseveral high-level meetings with
FDLR leaders to coordinate theiractions; he also condemned theincreasing integration of theFDLR into FARDC, whoseoperations are supported byMONUSCO.
For its part, the M23 hascondemned MONUSCO forhanding over a strategicMONUSCO position to theFARDC for use as an artillery site,at the risk of putting the civilianpopulation under fire. [4]
Recall that UN resolution 2098 [5]called for the disarming of allrebel groups, including the FDLR.But now it is with its FDLR alliesthat the FARDC is directlyassociated with the offensive
brigade of the UN.
Remember also that one third ofthis offensive brigade is composedof Tanzanian troops, and that the
brigade as a whole is underTanzanian command, even asTanzania does not hide itssympathy for the genocidal forces
that its soldiers are being called onto fight alongside in the field.
There have also been reports of thedelivery of arms and ammunitionto the FDLR by the Tanzaniantroops.
It is therefore obvious that theaction of the internationalcommunity runs the risk of beingseriously misdirected, by going tothe rescue of the rapists andgenocidaires that it should becombating.
There is just cause to ask theFrench government, whoserepresentative directs UNPeacekeeping affairs, to take themeasures which are imperative toend the scandal of this perversionof the international communitys
action and to finally put an endto its alliance, forged over twentyyears ago, with the forces behindthe genocide in Rwanda.

In 1994, the perpetrators of the genocide against the Tutsi in Rwanda fled en masse toKivu in eastern Congo. For nearly twenty years, remnants of the genocidal Rwandan armyand Interahamwe militia, renamed as the FDLR, have spread terror throughout the region;massacring villagers, pillaging and raping, even adding to the horror of rape the use of femalegenital mutilation as a means of forced sterilization, all in pursuit of their genocidal program.
