The fall season is in full swing, and several local leagues have noticed there have been some major changes to how the local leagues are being run. I wanted to do a quick run down of the changes you might be seeing this fall and why these changes were made.
The first issue you’ve already probably dis-cussed at the local level; the age group changes. These were discussed fairly in depth in our first issue of Center Circle (Volume 1 Issue 1). You’re all aware that we have been required by the US Soccer Federation to organize teams by birth year now instead of grade levels like we have in the past. This change brings us into align-ment with the rest of the world and will help us identify kids more easily in regards to younger or older within the birth year.
Another change that was made by US Soc-cer, but wasn’t a piece of these PDI’s, was the heading and concussion policy. Just to clarify; all players playing in age divisions U11 and younger ARE NOT allowed to in-tentionally head the ball during a game, or train headers in practice. Any intentional heading of the ball will result in an indirect free kick from the spot of the infraction, or
the top of the penalty area if it occurred inside. The latest versions of the PDI’s also included the option to make U12 age divi-sions not allowed to head, however this is being left to the discretion of each league to determine if it is safe for their players.
The second part of that heading and con-cussion initiative was the rules related to players who are experiencing concussion like symptoms during a game. These rules apply to any age division U20 and younger. Any players experiencing concussion like symptoms are required to be taken off the field immediately and will not be allowed to return unless they are cleared by a certi-fied health practitioner. This applies to all tournaments and league competitions.
These heading & concussion initiatives were also discussed in an earlier Center Circle edition (Volume 1 Issue 2).
I wanted to highlight the major changes that have been made in the 4v4, 7v7, and 9v9 divisions of play. We will break it down by each division and discuss the ma-jor rule changes for each.

Change is hard. SDSSA has been go-
ing through huge changes in 2016.
New president, Executive Director,
State Administrator/Registrar, and
more. We have even faced some
resignations for a variety of reasons.
But you know, in spite of these obsta-
cles, we are moving forward.
Out of 17 goals identified at our Plan-
ning Session in February, 11 have
been completed and the rest are on
the way to being completed by year
end. That is a success! Financially we
should be in pretty good shape when
the fall registrations are completed.
The Champions League was a success
in the spring and looks good in the
fall. The Northern States Soccer League looks
to be strong in its first season this spring.
And we are affiliated with Futsal for the win-
ter months including hosting a regional tour-
nament in 2017 in Sioux Falls.
Now, be prepared for more changes during
our AGM. There will be policies and by law
changes coming before YOUR board. Policies
on staff pay, tournament policies, a new or-
ganizational chart and more. Please be pre-
pared for a very lively AGM. We need to
move forward and we took the first step by
hiring Jeremy Tosaya as ED. Now we need to
re-evaluate how we do business. Do we still
need a 23 member BOD? Should we have an
Executive Board to help the ED with deci-
sions? Do we need 7+ vice presidents? How
can we reorganize to get things done and
still allow the membership to have the
final authority.
These are the things I am dealing with and
you will be informed of in the next couple
of months. Please read and digest what
we are sending out to you. If there are
questions, please contact me or Jeremy for
explanations or by attending one of the
town hall meetings that will be hosted in
your district. Try to get the entire story
before making judgements and be ready to
offer alternatives. I always feel It is better
to be part of the solution.
I look forward to moving SDSSA forward into a new era.

nual General Meeting will be held in
Watertown. We’d love to have rep-
resentatives from all of our associa-

We will be holding elections on
Sunday for eight Board of Director
positions to be filled.
Awards ceremony on Saturday
night to celebrate the achieve-
ments of our state and the people
who have made it happen!
On Saturday we will host a
roundtable discussion to hear
how the adoption of Player Devel-
opment Initiatives went this fall
and how to plan for spring.
The Technical Staff will be
meeting with associations accord-
ing to player registration size to
discuss the needs and challenges
of growing soccer in our State.
We’d love to have someone from
every association represented in
these three meetings!

Youth Player Develop-ment the Dutch Way Steve Kehm, Director of Player Development
The basis of work with young players
throughout Holland is done in groups of
eight players, which they use in 4v4 games,
5v3 and 6v2 practices. Why 4v4 and not 3v3
or 5v5? A game of 4v4 is the minimum num-
ber of players per side that will give both
width and length to the game.
I have personally been very lucky and had
the opportunity to travel to Holland on five
different occasions. I have even been fortu-
nate to attend youth development sessions
with some of the top clubs in Holland includ-
ing Ajax, Nac Brada, FC Sittard, AZ Alkmaar,
Roda JC and Go Ahead Eagles.
The principles of development are the same
throughout each club and the country. The
youth are taught to play via the 4v4 method
at every level and it was stressed a key tool
for the development of all the youth players
throughout the Netherlands.
On one of the aforementioned trips I also
had the opportunity to attend the KNVB
(Dutch
National
Training
Center)
in Zeist,
Nether-
lands. At
the
KNVB
they
again talked about 4v4 and the importance
of the idea within the growth of their youth.
I am firm believer in the “KNVB Way” and
use the following elements of their 4v4 phi-
losophy when training teams.
Option One:
The field is 20 yards long and 30 yards wide
with big goals. This is obviously the shooting
game (but emphasis can be placed on good
defending).
Option Two:
Field is 30 yards long and 35 yards wide.
With two small goals on each end line (set
cones 3 yards apart). The four goals encour-
age switching play, crosses and the value of
playing with your “head up”.
Option Three:
Field is 20 yards long and 25 yards wide. The
goals are the entire end line. Dribbling and
wall passing. Points are scored by crossing
the end line with control of the ball.
All of these fields are easy to create and can
be set up with relative ease and will provide
your teams with multiple opportunities to
improve through playing in an environment
that replicates the real game and allows for
a greater number of touches.

these principles in small sided games train-
ing.

The new mandates from US Soccer regard-
ing the 6U and 8U age divisions playing 4v4
are all covered in the Power Point provided
on the SDSSA website. As a reminder no
intentional heading is allowed at these ages.
Below are a few highlights of what you
might see in your local leagues and at local
tournaments.
Coaches should have obtained a Nation-
al F License or Youth Module 1.
No formal games or league is needed
for these ages. Instead games are
played at the end of trainings and local
“Match Days” are used in place of nor-
mal league competition.
Training 1 or 2 times per week with
games at the end of each training ses-
sion.
No results or standings should be
tracked or recorded; the primary em-
phasis should be on playing the game
the correct way and not on results of
the competitions.
Formal teams and rosters are not need-
ed so we can have a flexible and fluid
approach to training and play.
- Everyone should play minimum
50% of every game
- Travel should be limited as
much as possible
- Should not be participating in
any tournament events with
championships or finals.
Registered and certified referee are not
needed at this level, but instead coach-
es can help to teach the rules of the
game while on the field during matches
acting as both coaches and referees.
PRIORITY IS TO HAVE FUN IN A SAFE
ENVIRONMENT!

eration regarding the 11U and 12U age divi-
sions playing 9v9 still include no intentional
heading in games or trainings for the 11U
age division, and limited heading for the
12U division. Below are a few highlights of
what you might see in your local leagues
and at local tournaments.
