The first question is what is meant by a ‘smart city’. The answer is, there is no universally accepted definition of a Smart City. It means different things to different people. The conceptualization of Smart City, therefore, varies from city to city and country to country, depending on the level of development, willingness to change and reform, resources and aspirations of the city residents. A Smart City would have a different connotation in India than, say, Europe. Even in India, there is no one way of defining a Smart City. Smart Traffic system: On the lines of London’s Smart Traffic System, people will get the information regarding heavy traffic in advance. At present, Bangalore has this system. •Data Centre: The prime feature of Smart City projects will be DataCentre. It will hold information about every city.

•Automatic traffic signal: In case of heavy traffics routes will beautomatically diverted.

•Better Public transport facility: To reduce traffic on roads, therewill be improvement in existing public transport system.

How Many Smart Cities in Each State/UT?

The total number of 100 Smart Cities have been distributedamong the States and UTs on the basis of an equitable criteria.The formula gives equal weightage (50:50) to urban populationof the State/UT and the number of statutory towns in theState/UT. Based on this formula, each State/UT will, therefore,have a certain number of potential Smart Cities, with eachState/UT having at least one. This distribution is given inAnnexure 2. The number of potential Smart Cities from eachState/UT will be capped at the indicated number. (Thisdistribution formula has also been used for allocation of fundsunder Atal Mission for Rejuvenation and Urban Transformation -AMRUT). The distribution of Smart Cities will be reviewed aftertwo years of the implementation of the Mission.

Scenario Of Delhi in smart City

For Delhi, the biggest curse has been unplanned urbanization. Failureto deal with rampant unauthorized construction along with multiplicityof authority has weakened any remote scope of “development throughblueprints”. In fact, the situation is so watertight that the land-owningagency, Delhi Development Authority (DDA), has been unable toacquire a single additional plot for over a decade now. Further, Delhi’spopulation is expected to increase from 1.82 crore to 2.3 crore in justsix years. In such a scenario, the only way is to look beyond thehaphazardly developed city and focus on its fringes. The Land Poolingor Land Assembly policy will play a pivotal role here as it would makethe concept of unauthorized colonies obsolete by bringing infundamental changes in acquisition and development of land. It isexpected that 20,000-25,000 hectares of land will be unlocked throughthis policy, thereby resulting in the creation of 24 lakh houses.
