S3  =  smart,  specializa/on,  strategy  

Smart  specialisa/on  is  an  innova/ve  policy  concept  which  emphasizes  the  principle  of  priori/sa/on  in  a  ver/cal  logic  (to  favour  some  technologies,  fields,  popula/on  of  firms)  and  defines  a  method  to  iden/fy  such  desirable  areas  for  innova/on  policy  interven/on.

Why  S3?  

For  more  than  2  decades  Europe  is  lagging  behind  the  US,  Japan,  and  recently  China  in  economical  growth,  technical  achievements  despite  the  fact  that  Europe  is  leading  in  basic  research  and  knowledge  accumula/on.  

It  seems  that  the  knowledge  is  capsulated  in  the  labs  and  society  is  not  interested  in  using  it.

S3  ra/onale  

•  even  in  the  informa/on  age,  the  logic  of  specialisa%on  is  intact,  par/cularly  for  small  en//es  such  as  regional  economies  in  Europe  

•  the  argument  that  the  task  of  iden%fica%on  (of  what  should  be  priori/sed)  is  very  difficult  and  therefore  needs  a  sophis/cated  policy  design.

In  depth  S3  concept  

Smart  specialisa/on  is  not  a  planning  doctrine  that  requires  a  region  to  specialise  in  a  par/cular  set  of  industries.    

Instead,  it  seeks  robust  and  transparent  means  for  nomina/ng  those  new  ac%vi%es,  at  regional  level,  that  aim  at  exploring  and  discovering  new  technological  and  market  opportuni/es  and  at  opening  thereby  new  domains  for  construc/ng  regional  compe%%ve  advantages.

S3  is  not  a  method  for  determining  if  a  hypothe/cal  region  has  a  “strength”  in  a  par/cular  set  of  ac/vi/es,  e.g.,  tourism  and  fisheries,    

S3  asks  the  crucial  ques/on  if  that  region  would  benefit  from  and  should  specialise  in  certain  R&D  and  innova/on  projects  in  some  lead  ac/vi/es  such  as  tourism  or  fisheries.

S3  focuses  on  the  regions  

The  new  strategy,  now  defined  as  a  key  component  of  the  future  cohesion  policy  of  the  EU,  retains  this  emphasis  on  horizontal  measures  but  adds  a  new  ‘logic’  about  smart  specialisa/on.    

Smart  specialisa/on  centres  on  a  more  ver/cal  and  non-­‐neutral  logic  of  interven/on:  

a  process  of  iden)fica)on  and  selec)on  of  desirable  areas  for  interven/on,  implying  choices  of  technologies,  fields,  sub-­‐systems  that  could  be  favoured  within  the  framework  of  the  regional  policy.

Connec/ng  Universi/es  to  Regional  Growth  

In  mee/ng  major  societal  challenges,  which  have  both  a  global  and  local  dimension,  universi/es  and  other  higher  educa/on  ins/tu/ons  have  a  key  role  to  play  in  knowledge  crea%on  and  its  transla%on  into  innova/ve  products  and  public  and  private  services,  a  process  that  can  engage  the  crea-ve  arts  and  social  sciences  as  well  as  scien-sts  and  technologists.

•  Research  infrastructures  are  facili/es,  resources  and  services  that  are  used  by  the  research  communi/es  to  conduct  research  and  foster  innova/on  in  their  fields.  Where  relevant,  they  may  be  used  beyond  research,  e.g.  for  educa/on  or  public  services.  

•   Research  Infrastructure  ac/vi/es  also  contribute  to  widening  par/cipa/on  to  the  programme  by  suppor/ng  the  development  of  Regional  Partner  Facili/es  in  ESFRI  projects  and  integra/ng  ac/vi/es.
