Welcome to CALACT’s 2020 Virtual Conference & Expo!

On behalf of the CALACT Board of Directors, we’d like to extend our sincere thanks to everyone attending our first virtual conference. While so much has changed this year, there are a few things you can still count on: the commitment of the transit industry to continue to serve our communities, our ability to pivot and create new programs under challenging circumstances, and CALACT’s unwavering focus on serving its members any way it can. The Conference Committee has created a program packed with critical information from experienced experts that will energize and inspire you.

Join the conference through the platform and take a few minutes to get the layout of the various session rooms and familiarize yourself with the schedule. Our conference begins with our keynote speaker, Tamika Butler, Principal of Tamika L. Butler Consulting, who will speak on creating transit systems that provide equality and equity. Join in to hear Tamika’s personal story of success and be prepared to leave with the tools you need to help your organization push beyond the status quo.

The sessions start off with a bang, and a deep breath – there will be something for everyone. Keynote Speaker: Tamika Butler

Tamika L. Butler is a national expert and speaker on issues related to build environment, equity, anti-racism, diversity and inclusion, organizational behavior, and change management. From speaking, to writing, to training, Tamika has worked or is in the process of working with a myriad of clients, including the Los Angeles Department of Public Health, the Multnomah County Racial and Ethnic Approaches to Community Health (REACH) program, Local Progress, the Center for Popular Democracy, and the National Association of City Transportation Officials (NACTO).

Tamika has a diverse background in law, community organizing and nonprofit leadership. As the Principal + Founder of Tamika L. Butler Consulting she focuses on shining a light on inequality, inequity, and social justice. She provides consulting, training, coaching, and public speaking for a wide range of organizations in the public and private sectors.

Recently, Tamika was Toole Design’s Director of Planning for California and the Director of Equity and Inclusion. In addition to her responsibilities on planning projects, Tamika led Toole Design’s external efforts to integrate equity into all project work and internal efforts for Toole to become a more diverse, inclusive workplace that employs people of all backgrounds. This included collaborating with Human Resources on recruiting and hiring practices, leading training for staff, and serving as a resource for colleagues across North America.

Tamika is also bringing experience from the nonprofit and philanthropic sectors where she was the Executive Director of the Los Angeles Neighborhood Land Trust, a non-profit organization that addresses social and racial equity, and wellness, by building parks and gardens in park-poor communities across Greater Los Angeles. Before that, she was the Executive Director of the Los Angeles County Bicycle Coalition (LACBC). Prior to leading LACBC, Tamika was the Director of

Social Change Strategies at Liberty Hill Foundation, and worked at public health nonprofit, Young Invincibles, as the California Director.

She transitioned to policy work after litigating for three years as an employment discrimination lawyer at Legal Aid at Work in San Francisco, CA (formerly Legal Aid Society-Employment Law Center). Tamika previously served on the board of the Alliance for Biking and Walking. She also served as the co-chair of the National Center for Lesbian Rights Board of Directors and served on the board of an affordable housing land trust, T.R.U.S.T. South LA. She currently serves on the boards of the New Leaders Council - Los Angeles, TransitCenter, OneJustice, and Lambda Literary Foundation and is an advisory board member for Legal Aid at Work’s Fair Play for Girls in Sports program. Tamika is currently an appointee to the Los Angeles County Department of Public Health Community Prevention & Population Health Task Force and the Denver COVID Mobility Task Force.

Tamika received her J.D. from Stanford Law School and received her B.A. in Psychology and B.S. in Sociology in her hometown of Omaha, Nebraska. She currently lives in Los Angeles with her family.

10:15 AM ADA Eligibility Certification Process During a Pandemic

All Transportation agencies are required to establish a process for determining ADA Paratransit eligibility. If your agency was utilizing an in-person assessment process before COVID-19, what adjustments did your agency need to make? This presentation will demonstrate how several agencies responded to the obstacles presented from conducting ADA eligibility determinations during a pandemic while navigating the developing guidance from Healthcare Agencies and the Center for Disease Control and Prevention (CDC).

Depending on your community, the eligibility certification process can take on many different forms. This session will address several approaches to conducting eligibility determination such as application review, telephone interview, and video conference assessments.

10:15 AM Integration of ZE Transit and Clean Mobility Projects to Meet Community I Transportation Gaps

Along with the Innovative Clean Transit regulation, CARB is developing statewide funding programs to help low-income and disadvantaged communities implement clean mobility options (carshare, rideshare and bike share) projects that connect to transit and meet unmet community transportation needs. This session will review the process for developing a program to address transportation equity to low-income and disadvantage communities. Speakers will discuss how to

identify community transportation needs/gaps, developing clean mobility projects to meet these needs, partnerships, funding and resource contribution, application assistance, and implementation assistance.

10:15 AM Racial Equity & Public Transit Discussion This session will discuss the racial inequities that transportation systems have created in their organizations and community transportation services over the years. Change is hard but transit has and continues to adapt and evolve due to pandemics, technology, economics, and other factors that have affected them over the years. Now we need to have the hard conversation with our peers to hear new ideas, best practices and programs that promote racial equity in their

organization and the community. We hope that you will attend this session to consider and discuss systemic racism and hear ideas on how to create racial and social equity for riders and employees.

10:15 AM TNC’s: Access for All & AB 5 Update

This session will provide an update on Access for All and Assembly Bill 5, which mandates that TNC gig workers be classified as employees, and its possible effects on the Public Transit sector. During this session, speakers will explore questions such as: What is the bill impact so far? What is the planned response by taxis, TNCs, and transit providers? What are the legal requirements? Speakers will answer questions on how this effects the local transit landscape and may affect transit agencies that utilize TNC’s and taxicabs for first/last mile coverage.

11:30 AM Priority Populations: Technical Assistance and Findings

Priority Populations are specifically targeted for investments to improve public health, quality of life and economic opportunity in California’s most burdened communities at the same time they are reducing pollution that causes climate change. The Low Carbon Transit Operations Program (LCTOP) and the Transit Intercity Rail Capital Program (TIRCP) in partnership with the Strategic Growth Council and the California State Transportation Agency completed a first year of Technical Assistance in June of 2019. The Caltrans Priority Populations Liaison is starting the second year of Technical Assistance for both programs for the FY20-21. The Technical Assistance (TA) Program supports local communities and eligible transit agencies/operators with direct partnership development and capacity building activities with the goal of facilitating projects and

project outcomes within LCTOP and TIRCP to ensure awards will provide direct and meaningful benefit. This session will provide an overview of the TA Year 1 outcomes from LCTOP and TIRCP. This session will also provide a space for transit agencies to communicate needs and recommendations for Year 2 TA. TIRCP TA will target 3-5 specific agencies where as LCTOP TA will hold 5-7 statewide workshops to partner community-based organizations and transit agencies to strengthen relationships and prioritize projects and needs.

Is your agency up to speed and compliant with Cal/OSHA requirements for the COVID-19 IIPP Supplement? If not, you will want to be in this session as it will cover the Cal/OSHA required COVID-19 IIPP Supplement and associated employee training. Early in the pandemic, Cal/OSHA asked employers for their Infectious Disease Outbreak Response Plan, so that plan will also be discussed. 11:30 AM Mindful Self-Compassion

How would you talk to a friend or child who was having a hard time? Typically, with kindness, care, and compassion. Yet, when we ourselves are having a hard time, we often fail to offer the same care for ourselves. In fact, we typically have less compassion for ourselves than we have for others. Self-compassion entails being warm and understanding toward ourselves when we suffer, fail, or feel inadequate, rather than ignoring our pain or punishing ourselves with self-criticism.

It is an approach that can be learned and cultivated through mindfulness practices. Contrary to popular belief, the research shows that when we are hard on ourselves and make negative self-talk a habit, we are less productive and less likely to live up to our full potential than if we were kind to ourselves.

The Mindful Self- Compassion Workshop is both educational as well as experiential. In this work

shop we will explore:

• What is self-compassion and why does it matter?

• The application of self-compassion in the workplace.

• How your own self-compassion affects others and the way you treat them.

• Tips, exercises, and practices for establishing a mindset of self-compassion

11:30 AM Creating a Successful Leadership Succession in Your Transit Agency

How do you successfully pass the leadership baton from one generation to the next without missing a beat? What if the leader has been there for decades and part of the DNA of the organization? Long term success for any transit agency involves creating and implementing a successful succession plan for the CEO/General Manager. We will explore this process from the perspective of the board, the CEO, and the Successor.

Join us for a dynamic and energetic discussion on how two transit agencies are successfully moving their agencies from one leader to the next in a seamless and smooth transition.

Peter Johnson, Director of the University of the Pacific Westgate Center will moderate a discussion with leaders from Pomona Valley Transit Authority and San Joaquin Regional Transit District. 9:00 AM Much Ado About Big Data: Data Collection and Utilization During a Pandemic

You have mountains of data coming from multiple different sources. You enter data into your systems multiple times, you have numerous spread sheets, you spend more time preparing data and reports than using the data to manage your business. During this session, learn best practices for data management.

Aida Banihashemi will discuss how Marin Transit is consolidating all their data under one platform, has replaced all their spread sheets with automated systems and has set up Dash Boards and Key Performance Indicators (KPIs) to manage their operations and data reporting requirements.

Nicole Carranza of Pomona Valley Transit Authority, will discuss how PVTA is managing their prime contractor and downstream taxi providers, capturing data for contractor oversight and NTD reporting. Nathaniel Atherstone will provide an overview of how Nicole was able to easily capture data and utilize it with Transtrack software. Leslie Taege from Swiftly will discuss how leveraging big data can improve operational performance and reliability. There are lots of flashy theories about how to increase ridership, and some of them work, but the ones with the biggest impact tend to be the tried and true. At the top

9: 00 AM Mindful Improv for Compassionate Leadership

Mindfulness is the practice of paying attention to the present moment with openness, curiosity, and willingness to be with what is. Through mindfulness we notice when our minds are off in the future or re-living the past or stuck in place of self-judgment.

Once we notice this, we learn to steer our attention back to the present moment. When our

minds wander in mindfulness meditation practice, we come back to our breath. In mindful improv we notice when our minds wander and come back to listening, which grounds us in the present moment. In Mindful Improv we also get to reflect on what is showing up in our minds as we take baby steps into a more creative, open, playful version of ourselves while developing powerful tools. These tools are incredibly priceless for any human being.

Through the practice of Mindful Improv, we learn how to:

• Become better connected to the present moment • Cultivate compassion (for ourselves and others)

The transportation landscape has recently seen the introduction of various micro-mobility options, including shared mobility devices such as E Scooters and docked and dock-less bikeshare. What have been the impacts to local communities that have implemented this new mobility option for short trips and first/last mile use? How are they really used? What is working, what is not?

10:15 AM A Conversation About Social Equity in Public Transit: Where do we go from here?

This session considers various tools by which to gauge and assess the role of local transit services within their communities’ broader assurance of social equity. This session will present the Greenlining Institute’s Framework and explore questions as to how our transit service planning and execution can expand access and improve services for transit dependent essential workers and others. This session discusses:

• A Framework: The Mobility Equity Framework developed by the Greenlining Institute provides a structure by which to ensure that decisions are more equitable, and that transit can improve equitable access for disadvantaged communities and individuals.

• What Were We Doing Pre-COVID? Considering existing law and the role of Title VI program compliance for assessing equity issues includes revisiting Title VI outreach. Are we ensuring that vulnerable populations and low-income and disadvantaged communities can participate in planning processes?

• Where Do We Go in Rebuilding Transit with a Social Equity Lens in a Post-COVID-19 World? Considering resource allocation and the use of planning tools, such as the Coordinated Plan process, and technology tools, such as ReMix, will guide us in re-

assessing social equity issues. How much do we spend serving those that need transit most versus creating services that focus and attract a broader, more upscale ridership?

• How Do We Measure Impacts of Social Justice Initiatives in Public Transportation? 9:00 AM Customer Service & Enhancing Rider Experiences: Modifying Transit and Paratransit to Keep Customers and Employees Safe

Transit and paratransit agencies have adapted quickly to events caused by COVID-19. Systems have continued to provide safe and reliable transportation services, while also introducing new policies and practices designed to keep both customers and employees as safe as possible.

This presentation will discuss a variety of steps taken by different agencies to improve safety, such as requiring face coverings on-board vehicles, reducing the number of passengers permitted on-board vehicles, and increasing the frequency and process for vehicle cleanings. The session will also discuss steps to take to recover costs from relief organizations like FEMA.

Continuing to operate a vital transportation service while supporting modifications designed to

keep customers and employees safe is a challenging process and representatives from multiple agencies will discuss the steps they took to keep their systems operating and safe.

10:10 AM Service Resilience and Recovery: Modifying Service to Sustain Vital Service to the Community

The COVID-19 global pandemic caused a paradigm shift for transit agencies and their partners almost overnight, decimating ridership and cutting off services to the community. Transit’s importance to the communities we serve was on full display as agencies modified service to find safe ways to connect people to critical needs such as food, shelter, medicine, and health care. From

shifting fixed route schedules to on-demand, bringing meals to those in need, using buses as WiFi hotspots in the community, and transporting COVID positive patients, agencies have demonstrated that transit and communities are mutually beneficial.

This presentation will explore the different ways agencies and cities are keeping their employees safely working to serve their communities and sustain their systems on the road to recovery from the effects of the pandemic.

10:10 AM Sexual Harassment Training -Two Hour Training

California State law requires that employers with at least five employees provide sexual harassment training every two years for all employees. Since 2005, California Law AB 1825 requires that employers with over 50 employees to provide sexual harassment training for Supervisors. Senate Bill 1343 signed into law September 30, 2018 expanded the law to require employers with at least 5 employees to provide training. In January 2019, Senate Bill 1300 expanded harassment protection and liability under the Fair Employment and Housing Act by mandating that an employer may now be responsible for any acts of harassment (not just sexual harassment) by non-employees, against employees and other non-employees, including interns, volunteers and contractors.

This session will cover the training requirements, topics that must be covered, and steps to ensure your agency complies with the requirements.

This session will meet the requirements for the California mandatory sexual harassment training.

This session will examine best practices in the management of suppliers and contractors. Once an RFP and contract are awarded, it is easy to believe the hard work is done. The truth is that the tough part is just beginning. Real life case studies and panelists will discuss the best and worst in contractor management.

Reduced Fares, Free Fares, and hopes to provide access to transportation for all in our communities has become an important topic for transit agencies.
