What is the PeopleSoft Project? It is the project formerly known as the “new Purchasing, Payroll and Finance Project.” This is an ambitious initiative to replace several mission-critical systems that are failing or outdated and inadequate. It is the “PeopleSoft Project” because Oracle’s PeopleSoft (Financials, Human Capital Management, and Hyperion Budgeting) is the integrated software solution that was selected during the County’s RFP process. Cherry Road Technologies is the company that was selected to be the County’s partner in managing the implementation of PeopleSoft.

Why are we doing this? Replace systems that are out of date or

failing; take advantage of current technology

Implement one integrated system to replace multiple stand-alone and “shadow” systems

Ensure access to real-time reporting to support decision making

Look at doing business a new way: be more efficient, use data better, be more accountable

Why did we select Oracle’s PeopleSoft? Meets the functional requirements we

described in the RFP process

Allows the County to implement an “off the shelf” solution with little customization

Oracle/PeopleSoft’s proven track record in operating in large organizations

CherryRoad’s track record in implementing PeopleSoft

Oracle/PeopleSoft’s commitment to keep current with technology and best business practices

The goal of the process was to select one comprehensive system with components that would deliver data to each other in

an integrated fashion, rather than a series of stand-alone systems that would depend on external interfaces or

duplicate data entry to work together.

We also wanted to ensure the system had a robust reporting capability. We wanted access to real-time data that would support decision making Last, we wanted to take advantage of current technology (web-based). Portions of our core systems were developed over 25 years ago and other modules were purchased long ago and have not been kept current.

What concerns will PeopleSoft address? Mismatch between older and newer technology creates incompatibility issues; for example, lack of integration between the Purchasing/Contracts system and the core General Ledger system SLCo uses over 40 systems to track resources; users have developed many more “shadow” systems to get work done Cumbersome manual processes are being used as workaround solutions to system deficiencies Grants and projects are managed almost entirely outside of the core General Ledger systems Real time data is not always available How will the County benefit from PeopleSoft? Doing Business a New Way We believe that this initiative is more than just swapping a new software solution for our outdated systems. This process ought to usher in a new way of doing business : it is an opportunity to review and modify the procedures underlying all of the functions for which PeopleSoft will be used. There are myriad business processes in the County that have been implemented to address shortcomings in existing systems. The PeopleSoft implementation will provide the County’s management, financial and HR staff with opportunities to be more efficient, to use data better, and to be more accountable. But those opportunities will be lost if we force the new system to work the same way the old systems did.
