Disability benefits

• keep a national system• should not be based on people’s income• assessment - make better use of existing

evidence, for example medical records• need to better link up with existing services• Motability scheme works well

• Good that Carer's Allowance recognises carers' contribution, but that the level is too low

• People like the simplicity of Carer’s Allowance• But doesn’t take into account amount or

intensity of caring• Doesn’t properly recognise that caring doesn’t

start and stop when the disabled person is in care or hospital

• Can we join up better?
