neighborhood selecting winners in our annual decor contest. Decorations should be up no later than December 18 to be considered. Winners will be posted online and in the Spring issue of this newsletter.

WESTOVER HILLS UNITED METHODIST CHURCH SEEKS SPECIAL USE PERMITWHUMC is partnering with The Next Move Program to establish the new Tablespoons Bakery on church property. The Next Move provides job and life skill training, along

with internships, for young adults with developmental disabilities. You may have

noticed this group of young people at the SOTJ Farmers’ Market where they have a bakery booth. What you may not know is that nationwide, 80% of this population is unemployed after leaving the school system. The Next Move has a proven track record of

success in helping this vulnerable group of people find meaningful

employment as well as giving them the experience and the confidence to be involved

in their communities. Tablespoons Bakery is the next step in the development of the program and will allow them to train over 50 young adults each year, with six-week internships for six students at a time.

The church is undergoing a significant renovation in 2020 that will include, among other things, the expansion of their kitchen into a larger commercial kitchen. Beginning in the fall of 2020, the Next Move will use the renovated kitchen during the morning hours each day to give students experience with everything from inventory and ordering, measuring and production of baked goods, and food service safety. The Next Move will also be using the house next to the church at 1707 Westover Hills Blvd (formerly the church parsonage) as its retail bakery space, with a classroom and offices upstairs. The retail portion of the bakery will operate from 8 a.m. until 1 p.m., Monday through Saturday. There are no regular evening or Sunday activities planned at this time.

How wonderful to have this great program nearby and a retail bakery that neighbors can walk to for fresh baked goods!

GREATER RICHMOND CHILDREN’S CHOIR FESTIVAL OF HOLIDAYS CONCERTDECEMBER 15, 4:00 P.M. - 5:00 P.M. Recycling Reminders!It’s All You! Your recycling matters. Place accepted items ONLY in recycling containers. Think Twice! Putting items that CVWMA does not accept in your recycling container or at a drop-off recycling location can damage equipment, harm workers, and adds additional sorting and disposal costs. When in doubt, throw it out.

Here is some helpful info as we continue to deal with fallen leaves in our yards. Whether you bag your own, pay for vacuum service or hire a company to gather the leaves in your yard, please remember, do NOT put leaves and other yard waste in the gutters as they can clogs storm drains.

OPTION 1) BAGGED LEAF COLLECTIONIn our neighborhood, unlimited bag collection will continue until December 28th.

OPTION 2) DO IT YOURSELFThe following locations will accept your yard waste:

• East Richmond Landfill 3800 East Richmond Road (Accepts only loose leaves or leaves in biodegradable bags – like paper)

• Maury Street Landfill 2900 Maury Street (Accepts only loose leaves or leaves in biodegradable bags - like paper)

• Transfer Station 3506 North Hopkins Road (Accepts ALL bagged leaves)

OPTION 3) VACUUM COLLECTIONGo to www.richmondgov.com and click on the RVA311 icon to make a request for vacuum leaf collection. Please note: the $30 payment is per vacuum request. Vacuum service will be scheduled 15 days from the date of the request.

TIPS FOR A CRIME-FREE HOLIDAY SEASONIf you are expecting a package that must be delivered when you are not home, consider having the package delivered to a neighbor who will be home to accept it, or held elsewhere until you can retrieve it. Thieves will case the neighborhood looking for boxes left on front porches.

Large displays of holiday gifts should not be visible through the windows and doors of your home. Draw curtains or blinds when you leave the house to hide your gifts from prying eyes. You may consider waiting until Christmas Eve to place gifts under your tree.

Leave purchases inside a locked car trunk when you are out shopping and bring them inside a soon as you can.

Thieves know that many households have new and expensive items in their homes following the holidays, particularly new computers and peripherals, televisions, cameras, and other electronic equipment. Break down packaging/boxes and consider taking them out the night before your regular garbage/recycle pick-up or drop them off at the recycle bins in Stratford Hills Shopping Center.

Some thieves will look inside garbage cans for evidence of holiday gifts.

Finally, if you see something suspicious in the neighbor-hood, say something!

If you are the victim of a crime or see suspicious activity, call 911 right away. We have been informed repeatedly by the police to call 911 and NOT the “non-emergency” number, 804-646-5100.

HALLOWEEN HOWL 2019By Laura Dysart

Thank you to all the dogs and owners who came out for Halloween Howl 2019, even with the weather-delayed start time. The Friends of Forest Hill Park Junior enjoyed running the games and judging the dog costumes. Ring Dog Rescue brought one of their sweet puppies and CritterTown BathHouse clipped dogs’ nails for a donation to Ring Dog Rescue. We really appreciate the support of CritterTown Bath House and Canine Adventure for donating nice prizes. Thank you to Emma Cullen who made homemade dog bandanas to add to the prizes and Elizabeth Stevens who donated gourmet doggie treats. Publix also donated refreshments to our event. Equally, the City of Richmond gave out some nice doggie goodie bags. The event was free to the public, but donations were suggested for Ring Dog Rescue (go to ringdogrescue.org for more information or to donate).

A good time was had by pups and owners alike! We hope to see you next year!

It is amazing how time flies. When I got an email saying it’s time

to turn in my letter for the winter newsletter, it dawned on me that

2019 is coming to a close. And what a year it has been, both for

me and our neighborhood.

We saw record-breaking ticket sales

with the Home Tour. We had an

amazing WHNA Thanksgiving with a

huge turnout, all thanks to Ashley Hall,

vice-president, and Ben Spencer with

Westover Station. And WHNA held

our usual events such as the picnic,

yard sale, and Fourth of July events.

We also saw a lot of new support from

our neighbors who did a lot to help

improve our neighborhood.

As for me personally, it has been a

whirlwind of a year. Taking on the

role of president has been a unique

challenge, and I’ve gotten to learn so

much. I got the opportunity to see the

interior workings of the association

and meet so many people that I

usually only see on the local news.

And from what I can see, 2020 will be

a good year for Westover Hills.

This year is especially unique

because I gained a new title; Dad.

My friends and family warned me

things would change, and it has

mostly been positive changes (except

for the dirty diapers and late night

feedings). And I am truly fortunate to

have officers willing to cover for me

during absences as I transitioned into

fatherhood.

Because of this new stage in my

life, it is time for me to step down as

president of WHNA. While I would like

to continue serving my neighborhood,

I need to turn my attention towards my

family. I believe it would be unfair to

my neighborhood and my family

if I continued on in my current role.

I am always willing to continue to help

WHNA in any way possible. I thank

everyone for this opportunity to serve

as president of WHNA.

Looking towards the New Year, I am

confident WHNA will transition well

and WHNA will be in good hands. n

Those of you who attend the South of the James Market can attest to the great number of visitors it brought to Forest Hill Park this summer. As the market continues to grow, neighboring residents have raised concerns related to the market’s use of the park and its impact on the neighborhood. There is a Memorandum of Understanding (MOU) between GrowRVA, the market’s operator, and the city of Richmond that stipulates conditions for parking, the footprint for vendors, and protection of trees, among other things. It is important that we continue to have conversations about the market to ensure its viability and value for our community. Please reach out to my office if you have any questions or feedback related to the market.

Lastly, at an association meeting this summer, I raised the idea of a placemaking project at the corner of Forest Hill Avenue and Jahnke Road. The idea, which is shared by other residents, comes from our district’s need for public art/community features that create a sense-of-place. I believe this very busy and central intersection is a great location for a project that ties together different neighborhoods and assets of the area. We have begun discussing this project with the public arts commission and will hopefully have more information to share with you soon.

I have one more district meeting scheduled this year. The final meeting is scheduled for December 12th at

Huguenot Community Center which is adjacent to Huguenot High School. Enter from the side door/parking lot. Please reach out to our office if you’d like to get a copy of the meeting agenda.

Happy Holidays, Westover Hills! The city is hard at work on a number of projects in our district. Construction of the destroyed section of the Forest Hill Park path (by the lake)

will begin December 1st so that the entire path will be restored by spring. Also, the Forest Hill Improvement Project between Powhite Highway and Hathaway Road has resumed and is on track to meet its completion date of March 31, 2021.

With RVA311, the city's goal is to improve service delivery and citizen engagement. RVA311 will provide a more direct way to report non-emergency incidents and submit service requests directly to city agencies. RVA311 will serve as the city's single point of contact for entering, reviewing and managing requests reported by businesses, citizens and visitors alike. RVA311 will also be the tool used by city employees to log all 3-1-1 calls to the new Department of Citizen Service and Response.
