MEET OUTSTANDING EARLY CAREER EDUCATOR STACY KRABBE

Great teaching runs in the family for Stacy Krabbe, who is a science teacher at Antioch Community High School in CommunityHigh School District 117. Her great-uncle was the 1968 National Teacher of the Year. However, her colleagues contend it isher demeanor and personality, as well as her ability to develop hands-on curriculum and lessons that provide relevance to herstudents’ lives, that are her greatest attributes and demonstrate the successes she has had early in her career. Stacy believesit is the relationships she has developed with her students that have helped make her an outstanding educator, citing thebelief that students feel safe and supported in her classroom.

Stacy has contributed to her district outside of her teaching duties by serving as a member of the Student AchievementCommittee and Wellness Committee focusing on student success and needs. She has also volunteered to chaperone student trips to Europe andJapan emphasizing to her students the importance of experiencing different cultures outside of school.

Stacy will be recognized for her achievement at the Those Who Excel banquet in Normal on October 19.

2019 REPORT CARD

RESOURCES AND OVERVIEW

The Illinois Report Card is an annual report released by the Illinois State Board of Education that shows how the state -- and each school anddistrict -- are progressing on a wide range of educational goals. The Report Card offers a complete picture of student and school performance toinform and empower families and communities as they support their local schools.

There are three versions of the Illinois Report Card. The first version is the Classic Report Card. This is a static, printable PDF version of the officialReport Card. The second version is the Illinois Interactive Report Card or IIRC. This version is web-based, intuitive, and allows for users to viewperformance comparisons between school and districts, review trend data, and break data into subcategories. The third version is the At-a-Glancereport, which is a two-page downloadable document containing a more graphic representation of key Report Card data elements.

The 2019 Illinois Report Card kicks off the third year of Evidence-Based Funding, the second year of IL-EMPOWER, and the first year of site-based expenditure reporting. #ILMathCom, #ILSciCom, #ILSSCom – Fostering a Positive Classroom Environment – Nov. 14, 3:30 - 4:30 p.m.Join us for a special joint #ILCom session to hear guest speaker Krystal Clifton discuss strategies for fostering a positive classroom environment.Krystal is a fourth-grade teacher in a diverse school district where 100 percent of the students in the district receive free lunch. One of the biggeststruggles the district faces is a 28 percent chronic absenteeism rate. Check Student Progress Toward College and Career Readiness with PSAT 8/9 and with PSAT 10 – On-demandThe College Board and Illinois Principals Association have published two new courses for educators, “Check Student Progress Toward Collegeand Career Readiness with PSAT 8/9” and “Check Student Progress Toward College and Career Readiness with PSAT 10”. The courses reviewthe knowledge and skills assessed on the PSAT 8/9 and PSAT 10 and compare them with content assessed on the SAT. Upon completion of thethree-hour PD courses, educators will be able to review the data with students and colleagues, while connecting the assessments to college andcareer resources. FUNDING & DISBURSEMENTS

FY 2020 ANNUAL CLAIM FOR PUPIL TRANSPORTATION REIMBURSEMENT - CORRECTION PERIOD NOW OPEN

All local education entities are hereby notified that the review and amendment (if needed) process is now open and will end at midnight on Friday,Nov. 8. All revisions to the Pupil Transportation Reimbursement Claim must be completed and transmitted on or before midnight on Nov. 8. Norevisions will be accepted after this date in order to close the claim file and schedule the three remaining quarterly payments.

INSTRUCTIONS FOR REVIEWING THE CLAIM

1. Log into the ISBE Web Application Security system (IWAS).2. Click on "System Listing" on the IWAS homepage.3. Select "Pupil Transportation Claim Reimbursement System" under the "Annual Claims" heading.4. Click on "Claim Review" under the "Reimbursement Claim" heading on the homepage. Do not click on "Revise Claim" button unless you

need to make revisions.5. The claim will be loaded to the screen in read-only format. Carefully review each line on the claim for possible revisions. If you entered

transportation assets on the Depreciation Schedule, don't forget to click on the "Depreciation Schedule" button at the bottom of the screenand review the depreciation schedule data for possible revisions.

You do not need to do anything if you do not have any revisions. Your claim will remain as originally submitted by the statutory Aug. 15 duedate.

INSTRUCTIONS FOR REVISING THE CLAIM

If you have reviewed the claim and found that revisions are needed to the depreciation schedule and/or the pupil transportation reimbursementclaim:

1. Click on the "Revise Claim" link under the "Reimbursement Claim" heading on the homepage2. You may enter notes in the "Your Comments" text box to help you remember why revisions were needed. Click on the "Revise Claim" button

at the bottom of the screen to proceed with revisions to the depreciation schedule (if needed) and the pupil transportation reimbursementclaim.

3. Note that all links for the reimbursement claim are open and may be revised as needed. If you made any changes to transportation assetsafter the August submit date, you must click on the "Depreciation Schedule Summary" link under the Depreciation Schedule heading to"Calculate Depreciation Allowance" and update the Depreciation Schedule.

4. After all revisions have been made, click on the "Review & Submit Claim." All revised claims must be resubmitted to ISBE through the properchannels (Document Author to the District Superintendent and District Superintendent to ISBE).

The ASA, in Excel format, should be submitted to ISBE through the Attachment Manager(https://sec1.isbe.net/attachmgr/default.aspx), choosing “School Financial Reports” as the receiver. Copies of the ASA should be retained in theschool district or joint agreement administrative office. DEADLINE SET TO SUBMIT LIMITATION OF ADMINISTRATIVE COSTS WORKSHEETS – NOV. 15

Section 17-1.5 of the School Code requires school districts to limit the growth of “administrative” expenditures to a maximum of five percent fromone fiscal year to the next. School districts must file the Limitation of Administrative Costs Worksheet with ISBE’s School Business ServicesDepartment by Nov. 15.

The Limitation of Administrative Costs Worksheet is included in the Illinois School District Annual Financial Report - June 30, 2019 (ISBE 50-35).The Limitation of Administrative Costs Worksheet may be submitted to ISBE in conjunction with the Annual Financial Report. Alternatively, thecompleted and signed worksheet may be sent as an email attachment to [email protected] (mailto:[email protected]). Please note that thetemplate included in the School District Budget Form July 1, 2019 - June 30, 2020 (ISBE 50-36) is not the official Limitation of Administrative CostsWorksheet. It is a working document for local use only and will not be accepted for the submission required under Section 17-1.5 of the SchoolCode.

The Limitation of Administrative Costs Worksheet must include the figures from the district’s submitted School District Budget Form July 1, 2019 -June 30, 2020 (ISBE 50-36) and the district’s submitted Annual Financial Report - June 30, 2019 (ISBE 50-35). Inaccurate Limitation ofAdministrative Costs Worksheets will be returned to districts for correction.

Districts exceeding the limitation may amend their budgets prior to June 30, 2020, to become in compliance with the limitation. Districts unable toamend their budgets would have to waive the limitation in order to become in compliance. School districts with administrative expenditures in the25 percentile or below (4 quartile) may waive the limitation following a public hearing and with the affirmative vote of at least two-thirds of themembers of the school board. Any district waiving the limitation shall notify ISBE within 45 days of such action. A school district ineligible to waivethe limitation by board action may request a waiver from the General Assembly pursuant to Section 2-3.25g of the School Code, if it is exceeding

SY 2018-19 USDA FARM TO SCHOOL CENSUS UNDERWAY

The Healthy, Hunger-Free Kids Act of 2010 formally established the Farm to School Program within the U.S. Department of Agriculture (USDA) toimprove access to local foods in schools. USDA conducted the first nationwide Farm to School Census in 2013 to establish realistic goals withregard to increasing the availability of local foods in schools. A second survey was conducted in 2015. The third Farm to School Census is nowunderway; information is being collected regarding local foods during the 2018-19 school year.

NOTICE OF FUNDING OPPORTUNITY: NSLP EQUIPMENT ASSISTANCE GRANTS

More than $1.3 million is available for the Illinois State Board of Education to award fiscal year 2020 Equipment Assistance Grants to School FoodAuthorities participating in the National School Lunch Program. ISBE is issuing a Request for Proposals for SFAs to apply on behalf of theirschools for grant funding. SFAs can request funds to replace, renovate, or purchase new kitchen equipment needed to serve healthier schoolmeals, improve food safety, and expand access to school meals.

ISBE is required to competitively award National School Lunch Program (NSLP) Equipment Assistance Grants to eligible SFAs. Higher prioritymust be given to high-need schools where 50 percent or more of the enrolled students are eligible for free or reduced-price meals and to schoolsthat have not received a previous NSLP Equipment Assistance Grant.
