During the last 12 months, the number of

active BO accounts with CDSL has increased

from 31.17 lakh on October 31, 2007 to 53.95

lakh on October 31, 2008, which indicates

growth of 73%.

As on October 31, 2008, CDSL has 450 DPs offering

DP services from over 6000 locations across the

country. These DPs comprise of CMs, Banks, NBFCs,

Custodians, Clearing Houses/ Corporations and

Regional Stock Exchanges.

Securities Dematerialised

During the last 12 months, while the volume of

securities under custody has increased by 96%, the

value has decreased by 22%.

As on October 31, 2008, the securities of 6125

companies have been admitted for demat with

CDSL. The securities of almost all listed companies

have been admitted with CDSL for demat. Further,

a large number of Private Limited and unlisted

companies are also admitted with CDSL.

WHAT’s NEW ?MULTIPLE POWER OF ATTORNEY (POA)

In the CDSL system, a Beneficial Owner (BO) can registerhis Power of Attorney (POA) details with his DepositoryParticipant (DP). The POA holder could thereafter operatethe account on behalf of the BO. However, if a number ofBOs appoint the same entity as their Power of Attorney(POA) to operate their account, then the POA details hasto be captured for each BO separately. Thus, if the sameentity is the POA holder for many BOs, the same POA detailshave to be captured multiple times. This was veryinconvenient to the users in case there was a change inthe authorized signatories of the POA.

With a view to make it convenient for users, CDSL will beintroducing a system which captures multiple POAs for oneaccount or multiple BOs giving a POA to the same entity.The CDSL system will generate a POA ID, which will be linkedto the respective BOs. Thus, for any changes in POA details,all that has to be updated are the details of the POA holdersunder that POA-ID.

REGISTRATION FOR EASIEST

CDSL’s internet facility ‘easiest’ permits CMs/BOs tosubmit on-market, off-market, inter-depository and earlypay-in instructions through the internet, thus obviating theneed to visit the DP to submit Delivery Instruction Slips(DIS). Moreover, all the features & benefits of ‘easi’ areavailable in ‘easiest’. Further, the upload facility in ‘easiest’also enables a BO/CM to submit multiple transactions in asingle file. ‘easiest’ also acts as a contingency for submissionof instructions by the DP incase of any connectivity failure.

CDSL offers two options for transfer of securities on ‘easiest’:

1. Trusted Account Transfer: permits transfer ofsecurities from a BO’s account to the settlementaccounts of any 4 CMs in CDSL, which have been pre-notified by the BO.

2. Account of Choice Transfer: permits transfer ofsecurities from a BO account to any other BO/CMaccount, using his digital signature.

Currently a BO can register for easiest only if his DP isregistered for the same. In view of the benefits being offeredby ‘easiest’, CDSL has made it mandatory for all DPs to

register for ‘easiest’ by December 31, 2008. For furtherdetails regarding registration for ‘easiest’, please visit ourwebsite www.cdslindia.com or contact your DP.

INTRODUCTION OF SETTLEMENT NUMBER

In the current T + 2 settlement cycle, securities should be

delivered by the seller to his Clearing Member’s (CM)settlement account before the scheduled pay-in time.

During pay-in, the securities are picked up by the Clearing

House (CH)/Clearing Corporation (CC), from the CM’ssettlement account based on his total obligation.

Currently the CDSL system maintains a common poolaccount for all settlements for each CM, instead of

settlement wise pockets in the pool account. CDSL is,therefore, in the process of introducing a settlement number

field for all debits/credits from/to a CM account shortly. With

the introduction of this facility, a CM will be able to handlehis settlements more efficiently through CDSL.

CLOSURE OF PAN NON-COMPLIANT ACCOUNTS WITHNIL BALANCES

SEBI had directed the depositories vide its circular no. MRD/

DoP/Dep/SE/Cir-17/06 dated October 27,2006 to suspenddebits in those accounts where the BO had not submitted

PAN details to the DP by December 31, 2006. During thelast 2 years both CDSL and its DPs have taken various

measures to obtain the PAN details from such BOs.

At a SEBI Surveillance meeting held on August 11, 2008, itwas decided to direct all DPs to close such PAN non-

compliant accounts having NIL balances. CDSL has,therefore, directed all its DPs to close all PAN non-compliant

accounts with NIL balance latest by October 31, 2008 aftercompleting the necessary formalities. Pursuant to

representations received from some DPs requesting moretime to close such accounts, CDSL has extended the final

deadline to Saturday, November 29, 2008.

ELETRONIC WAREHOUSE RECEIPTS OF NATIONAL

SPOT EXCHANGE LIMITED

National Spot Exchange Limited (NSEL), a commodity spot

exchange was launched on October 15, 2008 to provide a

national level spot market for trading, delivery and

settlement in various commodities.

CDSL is pleased to make available the maintenance of

electronic warehouse receipts pertaining to NSEL in the

demat form. BOs/DPs are advised to note the following:

1. For holding warehouse receipts, a BO would have to

open a separate demat account by executing a separate

agreement with the DP. The procedure for opening of

accounts for holding electronic warehouse receipts

would be the same as followed for opening of accounts

for holding securities.

2. CMs dealing / trading in commodities in NSEL would have

to open separate CM Pool accounts with empanelled

CDSL-DPs, for the purpose of participating in settlements.

It may be noted that commodities held by Clearing

Members (CMs) in their NCDEX CM account or MCX CM

account are not eligible for delivery/ settlement in NSEL.

3. Initial credits of electronic warehouse receipts in demat

accounts would be effected by way of Corporate Action

/ Initial Public Offer functionality.

4. BOs wishing to take delivery of commodities from the

warehouses, would have to submit a Remat Request

Form (RRF) to his DP, who in turn would setup a remat

request in the CDSL system on the basis of the said RRF.

The DP should write the remat request number (RRN)

on the original copy of the RRF after confirming

signature of the BO. A duly signed and stamped RRF

would be handed over to the BO based on which the

BO would be able to get delivery of commodities from

the warehouses against acknowledgement. The

duplicate copy of the RRF with the RRN, remarks of the

DP, etc. should be retained by the DP for audit purposes.

5. The procedure for transfer, pledge and freeze would

be similar to that applicable for securities.

6. DPs who wish to get empanelled with NSEL may address

CDSL DP TRAINING PROGRAMS

In order to familiarize its business associates such as DPs,RTAs, Auditors etc. with the Depository system and itsoperations, CDSL has been conducting training programsacross the country.

The first DP training program was conducted fromOctober 18 - 21, 1998 followed by a two-day trainingprogram for RTAs. These two programs were intendedto highlight features of the CDSL system and to getfeedback from the participants. On reviewing thefeedback received and incorporating necessary changesas suggested by the participants, regular training

programs commenced from February 1999. Over aperiod of time, the training activity has benefitedthousands of participants in understanding the systemand handling operations more efficiently. Given belowis a list of training programs conducted by CDSL:

1. Four days comprehensive training program for officialsof DPs.

2. Two days comprehensive training program for officialsof RTAs.

3. Three day training program for auditors empanelledby CDSL for DP/RTA inspection.

4. One-day training program for Compliance officers.

5. One / Two day Training program for internal auditorsof DPs

6. One day training program for DP officials working inback office connected branches.

7. Special sessions to inform DPs regarding newdevelopments in CDSL system application.
