WHO: More than 150 communities (of 626 incorporated) in the state are represented. They come from every corner of the state and every size attends from the smallest rural town to the largest metro area. HOW MANY: Attendance varies for each community. In 2014, over 11,700 attended and in 2015, over 12,000 attended the festival in Wamego. Combined attendance for the previous two years in Liberal was 9,000. (2012 was 5,500 and 2013 was 3,500). Other attendance figures have varied from 6,000-8,500. WHAT: Primarily this is a travel show to educate the public about what every corner of the state has to offer. Kansas made products are showcased and sold in one tent and scattered throughout other tents. Kansas entertainers and historic performers take the stage at different venues. Food vendors sell Kansas ethnic or specialty foods. WHAT TO EXPECT: Expect tent after tent of exhibitors placed in geographical regions promoting tourism attractions. Food booths and entertainment stages are placed around the grounds. There are little pockets of surprises such as a row of historical performers, someone on a stump asking Kansas questions, artists at work, a petting zoo, blacksmith demonstrations and who knows what else. Performance Public Hearing Community Improvement Application CDBG Grant 14-PF-010

and REGULAR COUNCIL MEETING CITY OF UDALL Monday, March 14, 2016 The Udall City Council met for the regular council meeting on Monday, March 14, 2016, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. Roll call was then taken with the following council members present: Michael Grahem, Ryan Moore, Randall Smith, Jason Tharp, Damon Wilson and city attorney Andrew Marino. Quorum established. Attending were Rose Mary Saunders, Greg Crown, Maggie Schoonover, Bailee Moore, Hanah Henry, Aloie Whiteman, Rozella Sherman, Erik King, Eric Allen, and Lulita Hopkins. MODIFICATION OF AGENDA: MOTION: by Wilson, second by Moore, add item #4 in new business, Executive Session, and to accept the agenda as amended. All voted aye, motion carried.

PERFORMANCE PUBLIC HEARING COMMUNITY IMPROVEMENT APPLICATION CDBG Grant 14-PF-010 This public hearing was scheduled and notice duly published for the purpose of evaluating the performance of Grant 14-PF-010 which was detailed in the publication. Rose Mary Saunders, Ranson Financial, conducted the hearing as grant administrator. The outlined project goals were accomplished successfully and some additional work due to the contractor’s bid coming in so low. The close out packet on the CDBG funds remains utilizing $332,737.00 of the $500,000 original grant. The full amount not used due to the project coming in under original costs. There were no comments from the public received. Eric Allen did comment the work was completed successfully with only one homeowner requesting additional dirt to the construction area. Rural Development will have nine months and then complete a walk through examining Dondlinger’s work. Rose Mary commented we have had two very good contractors on our recent projects. MOTION: by Wilson, second by Grahem, to adjourn the public hearing. All voted aye, motion carried. Resume regular council meeting, members in attendance as above. Rose Mary Saunders continued with the renewal of the temporary notes used for Phase 2 construction, these were to mature June 1, 2016. At the last council meeting, it was approve to receive bids for the note renewal. Four bids were received at Ranson Financial as advertised for 11:00 am this morning. The low bid of 1.1492% was received from Hilltop Securities out of Country Club Bank, Kansas City, Missouri. MOTION: by Grahem, second by Smith, to accept the low bid from Hilltop Securities of 1.1492%. All voted aye, motion carried. MOTION: by Wilson, second by Smith, to approve Resolution #309 establishing General Obligation Temporary Notes Seriers 2016. All voted aye, motion carried. BUSINESS FROM THE FLOOR: 1. Maggie Schoonover reported as Economic Development Director. She has been moving forward with networking with local chamber

offices, Cowley First, and working on the city’s website. At the Derby Chamber meeting she was advised to attend an Economic Development course in Blue Springs, MO. This course would provide valuable information for marketing and community development. MOTION: by Wilson, second by Grahem, to approve up to $1,700.00 for Maggie Schoonover to attend the Economic Development course as requested. All voted aye, motion carried.

2. Rozella Sherman, Udall Planning Commission chairperson, addressed the council regarding the member shortage on the UPC. One local citizen has stepped up to fill one vacant position, but there are two additional positions still open.

3. Miranda Depenbusch was not present for the Udall FFA 4th

Annual Day on the Farm event requests. When contacted, the city will cooperate with their schedule and waive any fees for use of the amphitheater.

CONSENT AGENDA: MOTION: by Wilson, second by Grahem, to approve the consent agenda and minutes of February 8, 2016, February 11, 2016, Clerk’s and Treasurer’s Reports for February, Expenditure Report for 2-9-2016 to 3-14-2016 of $115,062.49 and Payroll Account Report Totals of $24,706.18. All voted aye, motion carried. OLD BUSINESS: 1. Andrew Marino reported the purchase contract for the Blum property at 116 E First has been signed by the parties involved.

MOTION: by Grahem, second by Smith, to authorize Mayor Brown to execute closing documents to complete purchase of the property at 116 E First. All voted aye, motion carried.

NEW BUSINESS 1. Ronda Depenbusch – appoint to Udall Planning Commission open position.

MOTION: by Wilson, second by Grahem, to appoint Ronda Depenbusch to the Udall Planning Commission. All voted aye, motion carried.

2. Kansas Power Pool – City’s Power Purchase Contract MOTION: by Wilson, Second by Smith, to approve the Kansas Power Pool Purchase certificate. All voted aye, motion carried.

3. Truck Route – signage not specific, possibly should read “local delivery” truck route. This issue was discussed regarding larger vehicles avoiding the K-15, K-55 and Cowley 3 intersection by traveling through Udall on Main. The route is posted truck route, but perhaps should be specific and add local delivery.

4. Executive session – MOTION: by Wilson, second by Grahem, to go into Executive Session to discuss legal issues not to exceed 30 minutes with right to call Andrew Marino, Erik King and Lulita Hopkins.

Meeting resumed at the proper place and time. No action taken. STAFF REPORTS: Hopkins – Insurance Center, Inc. renewal information has been received for 2016-17. The renewal amount is $1,400.00 less than last year. Allen – Requested seasonal summer help with mowing. With the maintenance crew doing the prep work for the street rehab, they don’t want to get behind on mowing. MOTION: by Wilson, second by Grahem, to approve re-hiring of Brycen Byrd as seasonal, part-time mower for a total of under 1,000 hours annually. All voted aye, motion carried. Eric Allen received the modified contract in the amount of $77,907.85 with South Central Paving. MOTION: by Wilson, second by Grahem, to approve the contract with South Central Paving in the amount of $77,907.85. All voted aye, motion carried. Eric will be purchasing mulch for the park and other areas during the next week. King – The Tahoe will be delivered either later this week or early next week. The cage has been delivered and is being installed. The utility trailer that previously was listed on gov.deals has been paid for and received by the buyer. Siren repairs have been made and the invoice will be shared with county emergency management. Reverse 911, or Code Red, was discussed as a new option available for the joint Cowley County/Municipal Dispatch. Emergency messages regarding dangerous situations, weather, missing persons, etc. would be sent to area phones or even cell phones pinging local towers. Municipalities were requested to think about what they would like to commit to this service. MOTION: by Smith, second by Wilson, to adjourn. All voted aye, motion carried. Lulita Hopkins, City Clerk

FROM THE LIBRARY National Library Week

April 12 thru 16 was National Library Week. We enjoyed

candies and balloons. Board members of the Udall Public

Library came in to visit a bit. The week passed by and we

were all glad we have a small town library, in Udall,

Kansas, and we can be a part of it with pride.

CHILD ABUSE PREVENTION MONTH

April was Child Abuse Prevention month. Enjoyed seeing

the pinwheels and encouraging all to think of the

treatment of children. Even though the months continue

to come and go, do think of the hurting and pray for

young and old. Thank you, Wheat State Telephone Co.

reading programs online this summer for Pre-school thru

High School.
