I’m a non-Canadian resident (Foreign Buyer) Can I purchase property in Whistler? For any property purchase in British Columbia, a purchaser is

required to retain the services of a lawyer or notary to perform the purchase conveyance. You should budget approximately $1,500 for this service.

Strata Titled Properties (Condominiums, Townhomes, Duplexes & Fractional Interests)

Yes! A large percentage of our Whistler home buyers and investors live around the world. A real estate purchase by a non-resident can be simple and stress-free by using the services of a Canadian accountant or lawyer specializing in British Columbia real estate.

Mortgage financing for all types of Whistler investments can be arranged quickly by phone or online through our affiliate mortgage broker. Conventional mortgages usually require a 25% down payment. In some cases, high ration financing requiring as little as 10% down is available. For most out-of-country buyers, a 40% down payment is required, but many of our clients have been approved for as little as 25% down. First time buyers may be eligible for a property purchase tax exemption.

This provincial tax applies to all of real estate and it is payable by the purchaser on the completion date. The tax is 1% on the first $200,000 of the purchase price and 2% on the balance.

Property taxes and municipal utilities (water, sewer, etc.) are due on or about July 1st each year. The tax notice will be mailed to you in June at your address as it is shown on title to the property.

Effective April 1, 2013 HST of 12% was changed to GST of 5% in British Columbia. As this tax applies to certain real estate transactions, the rate reduction is a strong positive! Condominium properties that are zoned for and rented on a nightly/weekly basis are GST taxable. In the sale of condominium properties of this type, the ITC (Input Tax Credit rules apply to offset all or part of the GST that is payable by the Buyer. However, if the sale results in a change of use from short term rental to personal use only, the full GST is payable by the Buyer.

Purchasers are required to arrange insurance on a single-family residence. Banks in BC or lenders providing a mortgage on a property require this insurance on the completion date of purchase. The strata corporation insures strata titled (condo) properties. The strata lot purchasers should consider obtaining liability and contents insurance.

Purchasers of strata titled homes are responsible for paying monthly maintenance charges. The strata corporation is also entitled to levy special assessments for extraordinary expenses should there not be sufficient money in the contingency reserve fund. Prior to committing to your purchase, strata minutes should be reviewed carefully to determine whether the strata corporation anticipates any extraordinary expenditure.

Unless you purchase a house that is specifically zoned for nightly rentals TA (Tourist Accommodated) zoned, you cannot rent your chalet on a nightly or weekly basis. Most chalets, cabins and homes are in residential zones. You can only rent these on a monthly, seasonal or yearly basis. However there are a few areas in Whistler where homes are zoned for nightly rentals. You will find more condominiums that have TA zoning allowing for flexibility of nightly rentals.

These covenants are only found in TA zoned areas and mainly found on condos. Properties covered by the “Phase One” covenant have the flexibility of being rented out as much or as little as the owner desires or you can live in these properties full time. “Phase Two” covenant restricts the owner’s personal use of the property to 28 days in the summer and 28 days in the winter and defines how these periods may be booked. The property must be available for rent through a property manager for the remaining days of the year.

Properties located on Resort land (generally Tourist Zoned properties close to the mountains) are subject to a bed tax. This bed tax is a quarterly fee based on the number of bed units in the property (one bedroom equals two bed units). If the property is for personal use only and is not available for rent more than 14 days per year, you may file a Declaration with Tourism Whistler to pay a lower rate of fees. This tax goes towards the budget of Tourism Whistler, which markets the resort around the globe.

Pacifi c Great Eastern trestle in Cheakamus Canyon.

August 2014 marks the 100th year anniversary of the Pacifi c Great Eastern Railway line reaching Whistler.

Th e Whistler train station ‘Mons’ was so named because the railway line was completed as far as that station on 23rd August 1914, the same day as the Battle of Mons; the fi rst major engagement between British and German forces in the First World War.

Th e completion of the railway line was the most signifi cant development in the history of the valley, until the building of the ski hill in 1965. Before the train, Whistler was a remote destination. It took three days to get here, two of which were on foot. First you would take the steamship from Vancouver to Squamish, then it was possible to take a horse-drawn buggy a few miles north to Brackendale. After this you would have to rent

packhorses and walk the rest of the way along the Pemberton Trail.

As a consequence, there were very few people living in the area before 1914. However, once the railway was built it became far more accessible. Suddenly the journey took one day instead of three (it was still necessary to take the steamship to Squamish however, as the extension of the train line from Squamish to Vancouver only occurred in 1956.)

Th e PGE Railway was incorporated in 1912. Backed by the provincial government, it hired contractors Foley, Welsh & Stewart to build track from Squamish to Prince George. A ribbon of land 100 ft wide plus 15 ft for side track was cleared. Trees cut were saved by rolling them to the side and the timber was picked up when the steel track was laid. It was especially challenging

to lay track through the Cheakamus Canyon, be-cause the route had to be carved out of solid rock.

Th e company’s acronym was the focus of journalis-tic barbs for 50 years – its name was a bit of a mis-nomer as the railway could not really be considered Pacifi c, Great, or Eastern. Over the years the company acquired many unoffi cial names: ‘Please Go Easy’, ‘Past God’s Endurance’, ‘Province’s Greatest Expense’, ‘Political Government Ex-pense’, ‘Promoters Get Everything’, ‘Patience, Guts and Endurance’, and ‘Prince George Eventually’.

On October 11, 1914, the Pacifi c Great East-ern Railway offi cially commenced train service from Squamish to Quesnel, and service was later extended to Prince George. With it came a busy logging industry in the Whistler Valley as well as a number of fi shing resorts along the shores of Alta Lake. Whistler was fi nally accessible to the world!

MAKE YOUR MASTER BED-ROOM A PLACE TO COME HOME TO

M any of the master bedrooms I see are spaces of neglect. Repositories of mismatched furnishings, ineffective lighting, and exhausted bedding, they’re clearly regarded as rooms “for sleeping only.” What a shame.

For by this logic, a mattress in a garden shed suffices. Although “presentation” rooms like the kitchen and living room are spaces other people see, the bedroom is your first sight on rising and your last on taking rest. Don’t forgo the interior life for the appearance. Your bedroom should replenish and invite – and it should meet your needs.

To ensure it does, I’ll share a few of the ques-tions we go over with clients before designing a bedroom.

WHAT’S THE BEST BED YOU REMEMBER SLEEPING IN? Lindsay in our office waxes ecstatic about hotels. She pines to live in one, she says. That sentiment was foreign to me until I stayed at The Cooper Square in New York. The room was beautiful, but it was the bed that seduced me. It had a high charcoal headboard, walnut surround, and won-derfully soft sheets and pillows. I wanted to pop it in my suitcase and take it home.

When shopping for a new bed, it’s important to have your exemplar fixed in mind. Call to mind one you loved. Was the bed stately and tradition-al, with cushions piled on silk sheets? Or was it

modern and elegant, with a restrained affect and a linen duvet? How sheer are the sheets, how puffy the pillows, how dense the mattress? Know your answers before submitting yourself to the onslaught of show suites and sales pitches. The bed you buy is the foundation of the entire room.

DO YOU READ IN BED? WHEN AND FOR HOW LONG? There are two kinds of people in the world: those who read in bed and those who read in bed a lot. If you’re like me, you grab a couple of minutes before bed and the occasional, lucky Sunday morning with a novel.

If so, you’ll likely be satisfied with a matching lamp on either side of the bed. It should be a standard table lamp, with a glass, metal, or ceramic base and a drum shade. Chose pieces decorative or simple according to your whim, but make sure the body is high enough that your book rests in the spread of light. (Depending on the side tables, this can be from 22 to 32 inches.) Make certain also that your lamp can handle at least 60W or its equivalent.

If you’re an avid reader or have poor eyesight, your best option is articulating reading lamps. You’ll see these fixtures more often on desks than in bedrooms; their manipulable bodies allow readers to better direct and position light. Con-trary to popular belief, the lamps come in many pleasing designs. My favorite is the Tolomeo by Artemide. Its tabletop and wall models come in several body size and shade colours.

HOW MUCH STUFF DO YOU NEED NEARBY? The question of bedside clutter is a personal one. Many prefer their essential items – Vanity Fair, drinking glasses, and an alarm clock – close at hand. Others loathe the idea of knocking over asparagus ferns and spilling water when they

shake out their duvet. Your approach to your bed space will express itself in your choice of bedside tables.

If you’re a minimalist, a sleek model with one drawer and an open base will produce a pleasant-ly light look. But be realistic about how you live; will books and magazines pile up in drifts on the floor? Will visible lamp cords drive you crazy? If so, you’ll want a beefier model with more storage.

Here, the obvious choice is bedside tables with two or more drawers. If your room is small and you’re pressed for space for clothing and acces-sories, consider putting three-drawer dressers on either side of the bed. I’ve done this in my room, in fact.

Whether in the market for slight or commodious side tables, make sure you know your bed height before pulling out the credit card. Proper tables should rise to within an inch (over or under) of the bed’s surface height.

ARE YOU AFRAID OF THE DARK? I’m one of those people for whom one streetlight in the window is a sentence of insomnia. To me, blocking light out is critical to a good night’s rest. For this, nothing is more effective than floor-to-ceiling drapes with blackout lining. If you’re photo-sensitive, do not pass go, do not collect $200 – just go get them.

But if 98 per cent blackout is good enough, roller shades provide an attractive contemporary look. The vinyl of the blind is woven in different den-sities, permitting variable penetration of light. I discovered recently that you can order the blinds with two rolls – one with an open weave and one that will block light entirely.
