Plan Summ ary 

Mission Statem ent: To create a drug-free environment in Whitley County througheducation in our citizenry, formal assessment of needs, coordination of local andsurrounding area services, strategic use of prevention plans, and incorporation of a

consistent justice plan. 

History: The Whitley County Drug-Free Indiana Coalition was formed in 1989 with amission to create a drug-free environment in our community. Since its formation, thecoalition has held monthly meetings with an average attendance of 47 community members which includes representatives from the three area high schools. Agencies thatare represented include government, law enforcement, counseling, education, and

prevention. The coalition serves as the recognized Local Coordinating Council (LCC) forthe Governor's Commission for a Drug-Free Indiana. The Coalition operates primarily asa channeling agency for the distribution of funds to provide for drug and alcoholprevention, treatment, and law enforcement activities. The Council has been representedin several community events targeting youth and adults in drug and alcohol prevention.Substance abuse by youth is considered a primary focus in Whitley County. The problemstatements reflect this concern, as well as the programs which have been selected toreceive funding.

Summ ary of the Compreh ensive Comm unity Plan: D-FI identified fourmain problems to be addressed in the coming year. They are:

1. Substance abuse by youth and adults

2. Substance abuse and criminal activity 3. Underage use of tobacco4. Substance abuse treatment

The Whitley County coalition was formed in late 1989 and has attempted to includerepresentatives from areas of interests such as youth, parents, religious, business, media,schools, youth-serving organizations, civil and volunteers groups, health careprofessionals, juvenile justice, Office of Family and Children, law enforcement (City,

County, and State), and treatment centers. The coalition works with these representativesto address the issues of substance abuse facing Whitley County. Other communities in theCounty include Churubusco, South Whitley, Larwill, and several small unincorporatedareas. The County has three school systems consisting of Whitley County Consolidated inColumbia City and the surrounding area; Smith-Green Community Schools in

Churubusco, which is joint with a Noble County township; and Whitko Community Schools in South Whitley, which includes two townships in Kosciusko County.

Following approval by the State Commission, D-FI will work with community organizations to plan and implement programs which address the problems andrecommended actions identified in the plan. The County Commissioners will have finalapproval of funding allocations from the County Drug-Free Communities Fund to supportsuch programs. Organizations and agencies receiving funding from D-FI will be requiredto report their progress and use of funding at the monthly meetings.

•  In 2004, 214 adults were re ferred to the Pro bation Department as aresult of drug and a lcohol related offenses.

•  In 2004, the proba tion department repo rted that 192 juveniles werereferr ed; of those, 66 were substance abuse related offenses. Of thenon-drug offenses, 26 exhibited disruption due to substance abuse.

•  In 2004, 121 families were re ferred to the DCS with 197 children. Of those families and children, 40 of those are confirme d drug and alcoholrelated cases. The DCS can no longer speculate the number of drug andalcohol cases, they mu st be confirmed.

•  A total of 501 clients completed the Superior Court Alcohol and Dr ugProgram in 2004.

Final Update:

•  In 2005, 152 clients wer e on probation for drug an d alcohol convictions. 

•  In 2005, 50 juveniles were on probation, including inform als, for drugand alcohol re lated adjudictions.

•  In 2005, the Dept of Child Services con ducted 116 investigations forabuse and neglect. Of those, 42 families were a result of drug and

alcohol factors.•  The Superior Cou rt Alcohol and Drug Program repor ted 509 clients

completing the pro gram in 2005.•  The Thinking for a Change Pro gram w as completed by 82 inmates at the

WC Jail.•

Problem Statement #2: There continues to be a high rate of drug and alcohol relatedcriminal acitivity in the county.

Supportive Data:•  The Whitley County Drug Task Force reported that in the first 10 months of 2003,

they observed a marked increase in the sales of methamphetamine, cocaine, andmarijuana.

•  Whitley County Drug Task Force is investigating several reportedmethamphetamine labs and reported that there has been a significant increase inthe amount of anhydrous thefts and the theft of precursors from are retailers.

•  Whitley County Drug Task Force reported that it had received intelligence of drugsales in all three county high schools, and the Whitley County Consolidated MiddleSchool along with Whitko Middle School.

•  Whitley County Prosecutor’s Office statistics of 2002 indicate 156 misdemeanorsand 51 felony drunk driving arrests in Whitley County and a total of 59 drugconvictions.

•  Columbia City Police K-9 program reported that in 2003 there were 12 drugseizures; 3 of which were obtained in vehicles on school property. 200 school

locker searches and 65 vehicles on school property were also completed. The K-9program also conducted a total of 33 demonstrations.

•  Whitley County Probation Department reported that of the 222 juveniles referredto probation in 2002, 50 were the result of substance abuse and another 74referred for non-drug offenses exhibited some kind of disruption in their lives due

to drug abuse. Also reported were 145 adults referred as a result of substanceabuse.•  In 2002 the Whitley County Department of Child Services reported 57 confirmed

cases of child abuse involving drugs and alcohol.

•  According to the professional opinion of a m ember of the DTF, there hasbeen a substantial increase in the amou nt of sales of cocaine in 2004.

The overall metham phetamine related arrests have rem ained the samein 2004; however, there has be en a significant increase in the amo unt of recovered methamphetamine. The sales of marijuana has remainednearly the same in 2004.

•  Wh itley County Dru g Task Force repo rted investigating severalmetham phetamine labs and repo rted that there ha s been a significantincrease in the amou nt of anhydrous thefts and the theft of precursorsfrom ar e retailers. The DTF busted 3 meth labs in 2004.

•  The professional opinion of a mem ber of the DTF reported thatintelligence r eceived in 2004 indicate that the types of dru gs seen w ithinthe school systems are cha nging to diverted pharm aceuticals, which

coincide with the national trend.•  In 2004, the Pro secutor's Office repo rted 261 operating while

intoxication offenses.

In 2004, the K-9 program conducted 29 car/building searches. 9 drug locateswere repo rted. School locker searches were condu cted on 425 lockers and 27vehicles with 1 school drug arrest. They also conducted 10 jail cell searcheswith 1 locate. The K-9 program also conducted 10 apprehe nsions, 3 burglary apprehen sions, 4 warrant arr ests and assisted 3 out of county arrests.In 2004, the pro bation department repo rted that 192 juveniles were re ferred.Of those, 66 were substance abuse r elated offenses. Of the non-drug offenses,26 exhibited disruption du e to substance abuse.

• Final Update:

•  The Drug Task Force reported the following for 2005: 17 meth relatedarrests, 10 meth cases, and 5 meth labs. Also in 2005, there w as asignificant reduction in meth precur sor ar rests (not includingpseudoephedrine), anhydrous ammonia thefts, and methamphetaminetrash sites. The DTF further repo rted a significant drug seizure of approxim ately 6900 doses of LSD in 2005.

•  In 2005, the Prosecutor's Office repor ted 188 first offense opera tingwhile intoxication offenses an d 54 in second/subsequent felony drunk driving offenses which is a 37% decrease from 2004.

•  In 2005, the CCPD K -9 program conducted 34 off du ty callouts/attempted tracking, 11 suspect appr ehensions/friendly finds, 2vehicle pursuit/fleeing suspect apprehensions, 8 building alarmclearin gs, 14 off duty/call outs for veh icle/building dru g searche s, 21 onduty vehicle/building searches, 8 positive dr ug finds, 27 no alertsearches for dr ugs, and 12 demonstrations.

•  In 2005, the Probation Departm ent reported that 50 juveniles were onprobation for d rug and alcohol re lated adjudications.

•  In 2005, the Office of Family and Children r eported 42 fam ilies

•  According to the Coordinator of W hitley Tobacco-Free, these statisticshave not been updated and rem ain the same for 2004.

•  According to the Coordinator of W hitley Tobacco-Free, due to cuts infunding at the State level, the num bers have de creased; how ever, thedecrease is not at a satisfied level.

•  These figures r emain the sam e in 2004.•  In 2004, there are 17 smo ke-free r estaurants in W hitley County.• 

In 2004, the Indiana State Excise reported that every tobacco re tailer inWh itley County was inspected for sales certificates. According to theprofessional opinion of the excise officer, there w ere several wa rningsas well as 10 violations for tobacco and alcohol w ritten. Statistics forthe sales of tobacco to minor s was no t available from the contractedagencies.

•  Over 600 students were impacted by the "Kick Butts" Program in 2004.

Final Update:

•  Wh itley County curr ently has 31.5% of the adult population that smoke,28.3% of high school youth, and 12.9% of middle school youth.

•  In 2005, the state num ber for teen tobacco u se is down fr om 32% to21%. Howe ver, Whitley County still exceeds the average and remains ator around 30%.

•  This statistic was not able to be obtained.•  In 2005, of the 53 restaurants and b ars in W hitley County, only 15 are

non-smoking facilities.•  In 2005, 90% of all tobacco locations in Wh itley County w ere inspected

with only 1 violation of no tobacco signage. T.R.I.P . inspections wer econducted on 75 attempts with 8 repor ted violations.

•  Over 600 students were im pacted by the "K ick Butts" Program in 2005.•

•  Wh itley Tobacco Free (W TF) conducted a restaurant poll, and 17 localrestuarants in Wh itley County are now tobacco free.

•  WTF provided smo ke-free windo w stickers for area businesses that aresmoke-free facilities.

•  WTF pro vided local newspaper ad vertisements to all restuarants thatare sm oke-free as well as recognizing their efforts with a plaque.

•  WTF ha s assisted a local com pany, 80/20, into becom ing a smo ke-freefacility as well as pro viding cessation classes within the com pany.

•  WTF h as cessation classes available to the p ublic at a m inimal cost to

participants.•  WTF collaborated w ith the local high schools in pro moting smok e-free

athletes as well as implimenting "Proud to be Smok e-Free" logo onathletic gear, jackets, water bottles, and other sports related items.

•  Expanded the "K ick Butts" script to focus on second-hand sm oke.•  Provided visual aides to include in the trial, such as a replica of a

smoke rs lung, a cancerous lun g, replica of the effects of smokelesstobacco to the mou th, and several anti-smoking posters.

•  WTF pur chased goodie bags containing smoke-free literature and an ti-smoking items that wer e distributed to over 600 6th grade students.

•  There ar e curr ently 15 tobacco-free restaur ants in Whitley County.•  There ar e curre ntly 3 businesses in W hitley County that are tobacco free

facilities.•  The State Excise Officers continue to investigate yearly on tobacco

certificates and in condu cting T.R.I.P. inspection s.•  The "K ick Butts" Mock Trial is presented yearly to all W hitley County 6th  

grade students (over 600) to educate students on the dangers o f 

smoking and second hand smoke.•  Anti-smoking literature and cessation information is provided to over

Problem Statemen t #4: Substance abuse treatment is a continued need in thecommunity. 

Supportive Data:•  The Superior Court Alcohol and Drug Program reported 411 clients referred in

2002 ranging in age from 17 to 78. Since its inception in January of 2002, 1,309clients have been through the program.

•  In 2003, “Thinking for a Change” reached 27 inmates at the Whitley County Jail.•  The Bowen Center reported 209 clients referred in 2002 for drug and alcohol

related counseling needs and served 15 clients at the Whitley County Jail.•  Somebody Cares reported that in 2002, 233 clients were referred and 65 of those

were below poverty level. Drug and alcohol sessions were held in the followingcategories: 34 teens, 7 children, 25 adults, 28 married adult, 2 child and adult, 2couple, and 36 regular drug and alcohol sessions.

•  Interfaith Mission homeless shelter reported that of the 54 clients served in 2003,12 of those individuals had drug and alcohol abuse issues. Statistics for 2002 were

not available.

•  In 2004, the shelter served 44 clients and 9 of those had substanceabuse issues.

Grant Process

Our fiscal year is from Jan to Dec. We have a grant

request form that must be filled out and returned by the October

deadline each year. A finance committee made up of 5-6 members meets

and goes through each application and determines how much each grantee

is awarded. The finance committee gives their recommendation to the

members and it is voted upon. As far as how the money is released, our

treasurer (Patty Cook) submits claims to the Auditor and a check is

sent to the grantee by the Auditor.

Through out the year, grantees give presentations to the coalition

about how their money was spent.
