PHILIPPE AGHION is a Professor at the College de France and at the London School of Economics, and a fellow of the Econometric Society and of the American Academy of Arts and Sciences. His research focuses on the economics of growth. With Peter Howitt, he pioneered the so-called Schumpeterian Growth paradigm which was subsequently used to analyze the design of growth policies and the role of the state in the growth process. Much of this work is summarized in their joint books Endogenous Growth Theory (MIT Press, 1998) and The Economics of Growth (MIT Press, 2009), in his book with Rachel Griffith on Competition and Growth (MIT Press, 2006), and in his survey “What Do We Learn from Schumpeterian Growth Theory” (joint with U. Akcigit and P. Howitt.) In 2001, Philippe Aghion received the Yrjo Jahnsson Award of the best European economist under age 45, in 2009 he received the John Von Neumann Award.

As a macroeconomist, UFUK AKCIGIT studies economic growth, productivity, firm dynamics, and the economics of innovation. His work aims to uncover the sources of technological progress and innovation that serve as the engines of long-run economic growth. He is also interested in the role of public policy in growth, with a focus on environmental regulations, public research and funding for universities, and industrial policies such as R&D subsidy and corporate taxation. His research has been published in the top economics journals such as the Journal of Political Economy, Econometrica, the American Economic Review, and the Review of Economic Studies. Akcigit holds a B.A. in economics from Koç University in Istanbul and a Ph.D. in economics from the Massachusetts Institute of Technology. He was recently named as the recipient of a CAREER award by the National Science Foundation, its most prestigious award for early career faculty. Akcigit joined the University of Chicago faculty in 2015.

JONATHAN B. BAKER is Research Professor of Law at American University Washington College of Law. He specializes in the areas of antitrust and economic regulation. Professor Baker served as the Chief Economist of the Federal Communications Commission from 2009 to 2011, and as the Director of the Bureau of Economics at the Federal Trade Commission from 1995 to 1998. Previously, he worked as a Senior Economist at the President’s Council of Economic Advisers, Special Assistant to the Deputy Assistant Attorney General for Economics in the Antitrust Division of the Department of Justice, an Assistant Professor at Dartmouth's Amos Tuck School of Business Administration, an Attorney Advisor to the Acting Chairman of the Federal Trade Commission, and an antitrust lawyer in private practice. Professor Baker is the co-author of an antitrust casebook, a past Editorial Chair of Antitrust Law Journal, and a past member of the Council of the American Bar Association’s Section of Antitrust Law. He has published widely in the fields of antitrust law, policy, and economics.

ERIK CANTON is deputy head of unit in the team working on "Assessment and benchmarking of national reforms" at the Directorate-General for Economic and Financial Affairs of the European Commission. His current work focusses on the economic impact of structural reforms, using econometric analysis and macroeconomic modelling. Before joining the Commission, Erik was partner at Ecorys in Rotterdam in the area of competition policy and regulation, and economist at the CPB Netherlands Bureau for Economic Policy Analysis. Erik holds a PhD from Tilburg University.

CHIARA CRISCUOLO heads the Productivity and Business Dynamics Division in Directorate for Science Technology and Innovation at the OECD. Chiara’s work focuses on entrepreneurship, enterprise dynamics, productivity and policy evaluation. She has coordinated large cross-country microdata projects on employment dynamics; productivity and Research and Development. Chiara has played a lead role in advancing the use of firm level data and of microdata projects within the OECD. She has contributed to key horizontal and high level projects and publications, including the OECD volume on the “Future of Productivity”. Her research on innovation, business dynamics, productivity and international trade has been published in leading academic journals. She also lectured at the University of Siena, City University and University of Cambridge. Chiara is a research associate at the Centre for Economic Performance at the London School of Economics, where she was a research fellow before joining the OECD. She holds a doctoral degree in Economics from University College London.

PAULO GILHERME CORREA is currently responsible for supervising the World Bank operational work on firm capabilities, firm dynamics and innovation. He recently served as State Secretary for Economic Affairs of Brazil’s Ministry of Finance (2015-16) – the secretariat in charge of microeconomic reforms to foster productivity growth. Paulo joined the Bank in 2002 and served in many positions including senior economist for the Latin American Region, lead economist in the Innovation and Entrepreneurship Unit of the Trade and Competitiveness Global Practice and manager for Trade and Competitiveness in the Europe and Central Asia Vice Presidency. Mr. Correa joined the Bank from Brazil Ministry of Finance. He holds a MSc. in Economics from the University of Western Ontario and a MSc, Industrial Economics form the Federal University of Rio de Janeiro. His most recent publication is Smart Specialization in Croatia: Inputs from Trade, Innovation and Productivity Analysis. Directions in Development, World Bank: Washington D.C. 2015.

ANA PAULA CUSOLITO is a Senior Economist working at the Finance, Competitiveness, and Innovation Global Practice of the World Bank Group. During her career, Ana has conducted analytical work on firm-level productivity, innovation, entrepreneurship and international trade. In the last three years Ana has a development assignment with the Chief Economist Office of the Equity, Finance, and Institutions Vice-Presidency to work on the productivity agenda. She is currently in charge of co-directing a Productivity Flagship, Toolkit for Practitioners, and Compendium. Ana has also worked on field experiments by designing, implementing, and evaluating randomized controlled trials in the area of innovation and entrepreneurship. She has experience working mainly in the Europe & Central Asia and Latin America regions. Before working at the World Bank, Ana worked at the Central American Department of the Inter-American Development Bank as a Country Economist for Costa Rica, as well as for the Government of Argentina. Ana has a Ph.D. in Economics from Universitat Pompeu Fabra.

ROMAIN DUVAL is an advisor to the Chief Economist in the IMF Research Department, where he also leads the Structural Reforms Unit. Previously he was the Division Chief for Regional Studies of the Asia Pacific Department and, prior to joining the Fund, Division Chief for Structural Surveillance at the OECD Economics Department, where he was also the editor of the flagship publication Going for Growth. He has published widely in leading academic and policy-oriented journals on a broad range of topics including the economics of labor and product market regulation, growth, the political economy of reforms, business cycles, trade, monetary policy, equilibrium real exchange rates, and climate change mitigation. He holds a PhD in Economics from University Paris-I-Sorbonne.

Dr. SEAN F ENNIS is currently a Senior Economist in the Competition Division of the OECD engaged in economic analysis for competition law and policy, including consumer impacts, cartels, regulated and digital sectors and fines and damages. Previously, he was the Executive Director of the Competition Commission of Mauritius from 2011 to 2013. He leads the OECD work on competition assessment of regulations. Before that, he served as a Senior Economist at the OECD, where he initiated and led the OECD’s competition assessment project, an international effort to develop and foster best practice for identifying and removing the anticompetitive effects of regulation. He also was responsible for OECD work on competition and reform in regulated industries in support of the OECD’s Working Party on Competition and Regulation. Prior to that, he worked as an economist at both the European Commission’s DG Competition and at the U.S. Department of Justice’s Antitrust Division, developing economic analyses for competition law investigations. Sean Ennis received a BA (Hons) in Economics from King’s College, Cambridge and a PhD in Economics from the University of California at Berkeley.

ANA FONTOURA GOUVEIA is an Economist in the Structural Research and Public Finance Division of Banco de Portugal’s Research and Economics Department, and an invited Assistant Professor (Adjunct) at Nova School of Business and Economics. From 2015 to early 2018, she was at the Portuguese Ministry of Finance, being responsible for the setting up of a new unit tasked with the ex-ante and ex-post assessment of structural reforms. She has also worked at the Portuguese Ministry for the Economy (2015), the European Central Bank (2008-2014) and Banco de Portugal (2004-2008). Over the years, Ana participated in different international fora such as the Steering Group of the OECD Global Forum on Productivity (as co-chair, 2016/2017), the OECD Working Party on macroeconomic and structural policies analysis (2016/2017), the European Commission LIME Working group on structural policies and quantitative tools (2016/2017) and the European Commission Economic Policy Committee (2014). Ana holds a PhD in Economics from Nova SBE and her research has focused on public economics, public policy and political economy.

SERGEI GURIEV joined EBRD in 2016 after running the New Economic School in Moscow in 2004-13 and serving as a tenured professor of economics at Sciences Po, Paris in 2013-16. As the EBRD’s Chief Economist, Sergei Guriev is responsible for advising the President and other senior members of the Bank’s management team on economic issues of strategic or operational relevance pertaining to the EBRD region. Dr. Guriev’s research interests include political economics, labor mobility, corporate governance and contract theory. Dr. Guriev has published in international refereed journals including American Economic Review, Review of Economic Studies, Journal of European Economic Association, Economic Journal, Journal of Economic Perspectives and American Political Science Review. He has been a board member of Sberbank, E.ON Russia, Alfa-Strakhovanie Insurance Company, Russia Venture Company, Russian Home Mortgage Lending Agency, Russian Agricultural Bank, and the Dynasty Foundation. In 2006, he was selected a Young Global Leader by the World Economic Forum. In 2009-11, he was included in the top 100 of the President of Russia’s Cadre Reserve. In 2016-17 he has served as the President of the Society for Institutional and Organizational Economics. He is also a member of the Executive Committee of the International Economic Association and a Research Fellow at the Centre for Economic Policy Research, London.

MARIANA IOOTTY is a Senior Economist at the World Bank working in the Macroeconomics Trade and Investment Global Practice, Markets and Competition Policy team. Mariana is a Brazilian national and has been with the World Bank for 6 years, during which time she led projects on innovation financing, regulatory impact assessment, global value chain analysis, trade competitiveness assessment and productivity analysis in several countries in Eastern Europe and Latin America. Her main area of research is microeconomic analysis of economic development and firm performance.  Prior to joining the Bank, Mariana was a tenured assistant professor in Brazil, and a visiting fellow in the University of Reading, UK.

IVAILO IZVORSKI is a lead economist in the office of the Senior Director, Macroeconomics, Trade, and Investment Global Practice of the World Bank. Prior to this position, Ivailo was the manager of the Bank economists working on Eastern and Central Europe and Turkey, as well as Russia, Central Asia and the Caucasus. Before joining the Bank, Ivailo worked for the Institute of International Finance and the IMF. Ivailo is one of the authors of Diversified Development: Making the Most of Natural Resources in Eurasia. He holds a PhD in Economics from Yale University.

GERT JAN KOOPMAN is in charge of State Aid control at the Directorate General for Competition. He launched a major overhaul of State Aid Policy through the State Aid Modernisation (SAM) programme which has led to a streamlining of State Aid control, provided greater possibilities for Member States to implement state aid measures without prior authorisation by the Commission and put significant emphasis on transparency and evaluation. SAM has also allowed to focus the Commission's resources on priority cases such as those in the banking and energy sectors as well as fiscal aid. Prior to his posting at Directorate General for Competition, Mr Koopman held Director posts in the Commission's departments for “Economic and Financial affairs” as well as “Enterprise and Industry” and was a member of the Commission Impact Assessment Board. He worked in the Cabinets of Vice President Kinnock – lastly as his Head of Cabinet. Prior to joining the Commission, Mr Koopman was an associate of the Netherlands Bureau for Economic Policy Research (CPB). He holds degrees in Economics and Latin and Greek from the University of

ANTON KORINEK joined the Department of Economics at Johns Hopkins University in 2013 and is also a Faculty Research Fellow at the NBER. He received his PhD from Columbia University in 2007 after several years of work experience in the IT and financial sector. He has also worked at the University of Maryland and has been a visiting scholar at Harvard University, the World Bank, the IMF, the BIS and numerous central banks. His area of expertise is macroeconomics, international finance, and inequality. His most recent research investigates the effects of progress in automation and artificial intelligence for macroeconomic dynamics and inequality. Korinek also focuses on capital controls and macroprudential regulation as policy instruments to reduce the risk of financial crises. He investigates the global spillover effects of such policy measures as well as their implications for income inequality. He has won several fellowships and awards for this work, including from the Institute for New Economic Thinking.

TOMASZ KOŹLUK is a Senior Economist at the Structural Surveillance Division of the OECD’s Economics Department. Since 2017, he heads the Going for Growth workstream, identifying reform priorities and actions taken across OECD and selected non-OECD countries. He supports OECD work on structural reforms for the G20, product market regulation, tracking reforms and quantifying their effects. Tomasz joined the OECD Economics Department in 2007, and worked on issues related to competition, market regulation, environmental policies and infrastructure investment. He has (co-)authored a wide range of working papers, reports and publications in related topics. He holds a Ph.D. in Economics from the European University Institute in Florence and a Masters from Sussex University.

JAN DE LOECKER is Professor of Economics at the KU Leuven and was until recently Visiting Professor at Princeton University, a Research Associate at the NBER and a Research Fellow at the CEPR. He obtained his PhD in economics from KU Leuven in 2006. He was on the faculty of NYU from 2006-2008, before moving to Princeton University, where he was on the full-time faculty from 2008-2017. He was a visiting faculty at Yale University and Stanford University. He specializes in the areas of industrial organization, international economics and development economics. His research is centered around measuring, and identifying the drivers of firm performance. In particular, he has put forward empirical frameworks to estimate productivity, marginal costs and markups, using micro-level production data. These methods have been used to study the role of technology, market power, international competition, in shaping the performance of individual producers, and industries and economies at large. He has published in leading journals, such as the American Economic Review, Econometrica, Journal of Political Economy, and various field journals. in 2016, he was awarded with an Odysseus Research Grant from the Flemish Research Council. He has advised various international agencies, such as the World Bank, on development and productivity issues.

MARTHA MARTINEZ LICETTI Lead Economist, Markets & Competition Policy, World Bank

LUIZ DE MELLO is Director of the Policy Studies Branch in the Economics Department of the OECD. Together with the policy studies teams, Mr. de Mello provides leadership and strategic direction within the economics department, ensuring the design and implementation of analysis and policies which promote stronger, cleaner, fairer and more inclusive economic growth for member and partner countries. Structural policy surveillance, short and long term economic outlooks, public finance and macroeconomic policy analysis are among the key workstreams for policy studies. Earlier in his career, Mr. de Mello held senior positions at the OECD, including Deputy-Director of the Public Governance Directorate and Chief of Staff and Counsellor to the Chief Economist. Prior to joining the OECD, he worked as a Senior Economist at the Fiscal Affairs Department of the International Monetary Fund, and as a Lecturer at the Economics Department of the University of Kent, United Kingdom. He holds a PhD in Economics from the University of Kent, United Kingdom.

ALEJANDRA PALACIOS has been Commissioner and Chair of

the Mexico´s Federal Economic Competition Commission

since September 2013, being the first woman to head a

Mexican antitrust authority. In June 2016 she was appointed

as Vice President of the International Competition Network

and, in 2017, named Member of the Bureau of the

Competition Committee of the OCDE.

After qualifying as an Economist, she studied an MBA at the

Instituto Tecnológico Autónomo de México (ITAM) and a

second Masters Degree in Public Policy at the Centro de

Investigación y Docencia Económicas (CIDE) in Mexico City.

Alejandra Palacios worked as Competitiveness and

Regulatory Project Director at the Mexican Institute of

Competitiveness from 2010 to 2013, where she oversaw

research projects focused on economic regulation, telecom

and public procurement, among others. She also worked as a

consultant in the Mexico’s former Federal

Telecommunications Commission and in the Mexican Social

Security Institute, where she undertook investigation and

evaluation projects related to cooperation agreements

between these institutions and the OCDE.Her academic work

includes serving as professor as well as academic coordinator

for the ITAM Economics faculty

ÁLVARO SANTOS PEREIRA is currently the Acting Chief Economist of the OECD. Since 1st April 2014 he is also the Director of the Country Studies Branch at the Economics Department where he oversees the peer review process for the Economic Surveys. He provides leadership in the co-ordination and management of the activities of the Directorate and ensures that it is at the forefront of the international political economy agenda. He identifies challenges and develops ways in which the OECD can promote policies to improve member and partner countries long-term Economic performance. Prior to joining the OECD, between June 2011 and July 2013, Mr. Pereira was Minister for Economy and Employment in Portugal, responsible for the areas of Industry, Commerce and Services, Tourism, Energy and Public Works, Transportation, and Employment. As one of the largest ministries of the Portuguese government, Mr. Pereira was in charge of a major programme of economic and labour reforms. Prior to this, he was a professor of Economic Development and Economic Policy at Simon Fraser University in Canada, and a lecturer at the University of British Columbia in Canada and the University of York in the United Kingdom.

Mr. Pereira published a number of academic books and papers among which Portugal’s Moment of Truth: New Economic Policy for Portugal (2011), The Fear of Failure: History and Economic Policy in Portugal (2009), and The Myths of the Portuguese Economy (2007), and was a columnist in various Portuguese Newspapers, such as the “Diário Económico”. Mr. Pereira is a citizen of Portugal and Canada, holds a BA in Economics from the University of Coimbra, an MSc Economics from the University of Exeter and a PhD in Economics from Simon Fraser University.

ALAIN DE SERRES is currently Deputy Director in the Policy Studies Branch of the OECD Economics Department. His responsibilities include testing and applying innovative analytical frameworks to look for effective and integrated solutions to major economic challenges. The main focus of his work is to examine how different institutional and policy settings – in particular in the areas of regulation and taxation – affect employment and productivity growth through their impact on trade, innovation and financial development. He also contributes to OECD work for the G20 and G7 under the co-ordination of the Sherpa. Before that he was Head of the Structural Policies Surveillance Division in the OECD Economics Department, supervising the preparation and publication of the annual Going for Growth report. He has recently worked on the policy determinants of investment in knowledge-based capital. Prior to that he has contributed to the development a framework for the analysis of green growth policies as well as to the completion of an OECD Report on the economics of climate change mitigation. Part of this work has been published in journals such as Economic Policy, European Economic Review, Environmental and Resource Economics and the Journal of Economic Geography. Alain is Canadian and before joining the OECD, he has worked many years at the Bank of Canada and the Ministry of Finance in Ottawa.
