Why Brigade Modernization Command?

• Army senior leadership directed the BMC and 2/1 AD (attached) at FBTX /WSMR to become the “Centerpiece of Army Network Integration”

• Army Directive: All network systems evaluated at FBTX/WSMR prior to deployment; HQDA G3 is the gatekeeper for each evaluation of network/non-network capabilities in a full spectrum operational environment prior to deployment into theater

• The Integrated Evaluation Concept, which supports incremental network modernization strategy includes full-time membership by TRADOC (BMC), ATEC (OTC), and ASA-ALT (SOS-I)

The Requirements, Test and Acquisition process was too slow; not adaptive, too expensive and did not include operational context.

Fundamentally change how we deliver capabilities to our Soldiers –

Develop a new way of doing business

Getting capability solutions into the hands of Soldiers early and often … supported by technical engineers and combat developers, training developers, and material developers.

Network Integration Evaluation

The Network Integration Evaluation (NIE) is a series of semi-annual evaluations designed to integrate and mature the Army’s tactical network.

• Conduct integrated and parallel Operational Tests of select Army programs of record.

• Evaluate development and emerging network capabilities in an operational environment.

• Assess non-networked capabilities in an integrated operational environment.

What is the NIE?

The “Adaptive” Evaluation Concept:

• Integrated evaluations of capabilities rather than discrete evaluations

• Synchronized and consolidated feedback loop – two evaluations per year

• Evaluation and integration from Platoon to BCT levels

• Tactical AO encompassing up to 12,000 sq. km of complex terrain and airspace

• Includes opportunities for integrating industry solutions and emerging technologies in parallel

• Established a network baseline for incremental modernization

• The Business Case: Reduced costs thru efficiency & competition, quicker cycle times, and rapid

technology insertions

NIE Way Ahead

• NIE 14.1

– “Rehearsal” for NIE/BQ 14.2 - refine scenario and scheme of maneuver

– Include select BQ vignettes to examine network linkages, and C2 relationships –

“dry run”

– BCT exercise, BCT/BN CPs live, reduced live forces, combine live/virtual in a BCT

operation; sufficient live companies and PLTs to meet all T&E requirements

– Increase virtual USMC participation

• NIE 14.2

– Identify and understand capability gaps in the joint network while conducting

Joint entry operations in the complex OE

– Demonstrate, as a “proof of concept”, the benefits of aligning evaluation,

assessment and training activities for greater joint/coalition integration and

resource efficiencies

– Scope JTF HQ to enable assessment of Joint mission threads (Fires, Air Picture,

Personnel Recovery and C2/Mission Command)

– Army priority remains SUT and SUE evaluations are not degraded by BQ

– Conduct integrated JTF exercise at conclusion of NIE/BQ (last 96 hours)
