l Contrary to popular belief, most activities inlife are subject to regulation
l Regulation can be viewed as (State)intervention as a proxy for citizens orcompanies who individually have insufficientbargaining power to negotiate with largerbodies in the delivery of desirable outcomes
l Has similarities with the wider legal system

l But not all causes are justified
l Costs may outweigh benefits
l May solve one problem but create others
l Hence all regulation must be justified to showclear cost benefit
