PURPOSE The purpose of this Standard Operating Procedure (SOP) is to provide airlines and their employees and contractors with guidelines and procedures for the operation and use of passenger boarding bridges (PBB). This Standard Operating Procedure is considered a formal policy, and shall be complied with when operating a PBB at Wichita Dwight D. Eisenhower National Airport PROCEDURES

1. Authorization to Use Passenger Boarding Bridges a. Signatory and non-signatory passenger airlines at Eisenhower National Airport

wishing to use a PBB at the air carrier terminal building must obtain prior authorization from the Wichita Airport Authority (WAA) prior to utilizing the equipment. The requesting airline may contact the following numbers to request the use of PBBs:

Airport Administration during regular business hours (8:00 a.m. - 5:00 p.m. Monday - Friday): 946-4700.

Airport Police and Fire Division during non-business hours and weekends (5:00 p.m. - 8:00 a.m. and Saturday and Sunday): 946-4740.

b. For purposes of this SOP, all references to “airline,” “airline employee,” or “operator”

shall mean either signatory or non-signatory commercial passenger airlines, and as applicable, any third-party vendor/contractor of such airline hired and authorized by the airline to provide ground support and customer services as an authorized agent of such airline.

c. It is not necessary to contact the WAA prior to every use if the usage will be on an

on-going and routine basis over a period of time, or use of a PBB is part of the Airline Use and Lease Agreement. Airlines wishing to use the equipment may make their request and specify the periods of use during a specified period, i.e. request permission for certain days, weeks, months, or for specific flights.

d. Airline use of PBBs on non-leased gates shall be on a "first come first served basis." It

shall be the requesting airline’s obligation and responsibility to ensure that PBB usage does not conflict with or interfere with another airline who may already have authorization to use the PBB/gate.

2. Passenger Boarding Bridge Operator Training

a. The WAA utilizes a “train-the-trainer” procedure to certify and authorize airlines and their employees to operate PBBs at Eisenhower National Airport.

b. Each operator who may operate a PBB must first receive training in the operation and

use of the equipment satisfactory to the WAA. The WAA shall certify “Master Trainers” for each airline utilizing PBBs. Airline Master Trainers shall train, certify, and authorize employee “Operators” within their respective companies.

c. Any airline seeking to obtain employee designation as a “Master Trainer” by the WAA

to perform PBB operator training must be requested through the station manager to the WAA Building and Utilities Division. A list of approved and designated Master Trainers authorized to perform operator training will be maintained on file with the WAA. Airline employees who have not applied for and received initial Master Trainer authorization from the WAA to perform and provide operator training shall not engage in such training nor certify operators to use the equipment. A reasonable number of Master Trainers shall be authorized for each airline based upon the tenant’s needs.

d. Airline employees may not operate the equipment until such time as they have

received initial training from a qualified and approved company Master Trainer. The evaluation and certification form for company Master Trainers and employee operators is attached to this document as Appendix I, and shall be used to record PBB training. All individuals authorized to operate PBBs must receive recurrent evaluation and certification each January, and such evaluation and certification shall be recorded by the airline. If recurrent evaluation and certification training and recording has not occurred, duties as a company Master Trainer or operator must be suspended until such time recurrent training and certification has occurred.

e. Each airline must maintain evaluation and certification records for their organization’s

PBB operators, and may be audited by the WAA at any time. Training records must be maintained for a minimum of 12 calendar months. Any damage caused to WAA PBBs, or damage to other personal property resulting from PBB operation, shall result in a mandatory and immediate training records audit by the WAA.

3. Inspection, Maintenance, and Repair

a. PBBs are owned by the WAA, and therefore, are maintained and repaired at the

owner’s expense, with the following exception. If damage occurs to a WAA owned PBB while under the operation and use of an airline operator, and if damage is found to be as a result of operator negligence or misuse, then the airline operating the PBB shall be responsible for all cost of repairs.

b. If any PBB problems, malfunctions or discrepancies are noted by employee operators, they shall immediately contact and report the problem to the WAA at the numbers indicated below:

Airport Building and Utilities Division during regular business hours (8:00 a.m. - 4:30 p.m. Monday - Friday): 946-4753.

Airport Police and Fire Division during non-business hours and weekends (4:30 p.m. - 8:00 a.m. and Saturday and Sunday): 946-4740.

c. WAA Building and Utilities staff shall inspect and perform basic operational and

functional testing of all PBBs not less than once every two weeks utilizing the checklist in Appendix II of this document and such inspection and testing shall be recorded by the WAA. If damage to PBBs is observed by WAA staff which was not noted on the previous inspection, the WAA may presume that the damage was caused by the last airline to operate the PBB. For this reason, it is very important that airlines promptly report any damage or malfunctions to the PBBs as soon as they are observed. This prompt reporting is especially important in the case of damaged or malfunctioning PBBs at non-leased gates.

d. Airlines shall not make any improvements, modification, repairs or adjustments to

PBBs.

4. Security

a. All security regulations and procedures shall be complied with in accordance with TSA 1542 and the approved Airport Security Plan (ASP). This compliance specifically includes access point security, control, and the prevention of unauthorized access while under the operation and use of the respective airline. The PBB/gate doors shall be secured in accordance with the procedures of the ASP. The WAA shall be the only entity with the authority to change and assign cipher codes. Each airline requesting the use of a PBB may be issued an individual door access code by the WAA, and the WAA shall maintain a current, up-to-date record of cipher codes issued to airlines. An airline who is issued an individual access code or codes by the WAA is authorized to use the code(s) for their company/employee use only. Airlines shall not share or provide codes with any other tenants. All requests for door access codes must be directed to the WAA. Passing of codes is strictly prohibited by the ASP and this Standard Operating Procedure.

b. The WAA shall change PBB cipher codes as it deems necessary and in accordance with

the ASP.

5. Use of Passenger Boarding Bridges

The rights and obligations applicable to gate premises in the respective Airline Use and Lease Agreement apply and transfer to PBBs used and operated by the tenant for their business purposes.

6. Rights of the Owner

The WAA, as owner of the passenger boarding bridges, reserves the right to implement and enforce reasonable policies, procedures, rules and regulations for the use and operation of its PBBs. Such policies, procedures, rules and regulations may be amended from time to time in the sole reasonable discretion of the WAA. Airlines using WAA owned PBBs shall at all times comply with the provisions of this or other applicable Standard Operating Procedures, or as may be amended from time to time. Operator employee deviations from or failure to comply with the terms of this Standard Operating Procedure may result in revocation or suspension of an employee’s PBB use privileges.

Appendix III – Use and Lease Agreement Airline Contractual Obligations

The following selected and relevant sections taken from the executed AIRLINE USE AND LEASE AGREEMENTS, are reproduced below for the reference and information of airline employees and operators. These sections, represented in part, are contractual obligations of the parties, the AIRLINE and the AUTHORITY.

13.3 Equipment Training “AIRLINE, its employees or designated and authorized agents or contractors may operate AUTHORITY owned facilities and equipment subject to the rules and regulations and Standard Operating Procedures issued by the AUTHORITY, or as may be revised or amended from time-to-time. AIRLINE, its employees or designated and authorized agents or contractors shall receive training from the AUTHORITY in the correct operation and use of AUTHORITY owned facilities and equipment. AIRLINE agrees that only its employees or designated and authorized agents or contractors who have received specific AUTHORITY provided or approved training, and demonstrated competency in their use and operation shall be permitted to operate such facilities and equipment. AIRLINE, or its designated and authorized agents or contractors requiring the use and operation of AUTHORITY owned facilities and equipment shall request training from the AUTHORITY, and AUTHORITY shall provide such training upon request. Upon successful completion of training, the AUTHORITY shall grant access and authorization for the AIRLINE employee, agent or contractor. The AUTHORITY reserves the sole right to determine if facility and equipment training is to be provided directly by the AUTHORITY, or if authorized employees, agents or contractors of the AIRLINE will be trained and designated as approved trainers. Training and authorization shall be recorded and maintained by both the AIRLINE and the AUTHORITY. The AUTHORITY reserves the right to temporarily suspend, pending completion of re-training, or permanently revoke access and use privileges to any AIRLINE employee, agent or contractor found to be in violation of rules and regulations or Standard Operating Procedures established for the operation and use of AUTHORITY owned facilities and equipment. AIRLINE, or its employees or designated and authorized agents or contractors shall promptly notify AUTHORITY of any facility or equipment malfunctions, discrepancies or safety hazards it observes.” 18.1 AIRLINE’S Maintenance and Repair Obligations “AIRLINE shall be responsible at its sole cost and expense for repair or replacement of any facilities, fixtures, equipment or systems due to damage caused by the AIRLINE, its officers,

partners, employees, agents, contractors, subcontractors, licensees, sub-lessees or invitees and not considered Normal Wear and Tear, whether such damage occurs within the Exclusive Premises or Preferential Use Premises or otherwise in the Airport. If AUTHORITY must respond to maintenance or repairs of Premises or other Airport property made the responsibility of the AIRLINE and not considered “Normal Wear and Tear” as AIRLINE’s obligations, or responds upon the request of the AIRLINE to the AUTHORITY to perform AIRLINE’s obligations contained in this Section, the AUTHORITY shall have the right to invoice a minimum of four (4) hours labor fees for each maintenance staff reasonably required for maintenance or repairs performed outside the hours of 8:00 a.m. to 4:30 p.m. Monday through Friday and holidays, and the AIRLINE shall pay such fees within thirty (30) days after receipt of AUTHORITY’s invoice. Labor rates shall be applied in accordance with the then-current published labor rates of the AUTHORITY. Minimum labor fees, and materials, parts or supplies shall also be subject to the administrative overhead fees.”
