WILLIAM (BILL) WHITE Bill White serves as Senior Director, Offshore Wind Sector Development at the Massachusetts Clean Energy Center (MassCEC). At MassCEC, Bill is leading Massachusetts’ efforts on the federal leasing process for offshore wind development, as well as coordinated transmission planning, environmental surveys, supply chain, and workforce development efforts related to offshore wind. Additionally, Bill serves as the Project Director for the construction of the Marine Commerce Terminal in New Bedford, a first-‐in-‐the-‐nation facility designed for the staging, assembly, and deployment of offshore wind projects and heavy marine cargo. Previously, Bill served as Assistant Secretary for Federal Affairs in the Massachusetts Executive Office of Energy and Environmental Affairs where he where played a key role in securing federal permits for the Cape Wind project. In the 90s, Bill served in the White House as Special Assistant to the President during the Clinton Administration and at the U.S. Department of State. He is a graduate of Boston College’s School of Management (B.S.) and Harvard University’s John F. Kennedy School of Government (MPA).
