BOARD OF DIRECTORS MEETINGSThe monthly Board of Directors meeting for Williamsburg Colony generally are held on the 2nd Wednesday of each month at 6:00 PM, at the clubhouse located at 2315 John Crump. Anyone that would like to attend a meeting and address the Board should contact PCMI’s office 281-870-0585, at least a week prior to the meeting so that you can be included on the agenda.

PARK USEPark hours have been posted. Park hours are 8 AM to 8 PM. Also, those wishing to play baseball in the park or street, please be careful. Any damage done to resident’s property is the responsibility of those parents of the children that cause it. Also it has been brought to the Board’s attention that use of foul language and trouble at the park must stop. If Constables report such behavior, individuals may become barred from park/pool area. Let’s all have fun and play nice. Older kids watch out for little ears nearby. Remember, $250 reward to anyone who provides information about damage or vandalism to the park. This reward will be paid and no one will ever know who reported such damage.
STREET LIGHTSYour Association pays for your streetlights from your annual dues, whether they work or not. If a light is out in your area, please call 713-207-2222 and report it. Each light pole should have a number on it. When reporting the out or malfunctioning light, give them the pole number and closest street address. We want all of our lights to work. A lighted area is a safer area.

inc. BoArd of directorsSEPTEMBER 12, 2012A meeting of the Board of Directors of the Williamsburg Colony Maintenance Association, Inc., was held on Wednesday, September 12, 2012, at 5:00 PM, at the at the offices of PCMI pursuant to Notice attached as Exhibit “A.”
Directors in attendance were Ken Rychlik, John Eberlan, Chad Ray
and Jana Heaton. Also in attendance was Dolores Sue representing Planned Community Management, Inc. (PCMI).
With a quorum present the meeting was called to order at 5:06 PM.
MINUTESThe minutes of the meetings held on August 15, 2012, were reviewed and approved as written. Minutes attached as Exhibit “B.”
2013 BUDGETThe Board reviewed the preliminary 2013 budget. Pursuant to reviewing, evaluating each budget number and making all revisions, the 2013 budget was unanimously approved. This year, there will be a deficit of $12,921. The Board unanimously agreed the Association will have the funds to operate the entire year but will require an increase in the assessments, attached as Exhibit “C.”
2013 ASSESSMENT RATE A motion was made, seconded and unanimously agreed the assessment rate must be increased and therefore set the 2013 assessment rate at $390.
OLD BUSINESSThe Board reviewed a proposal from IMS Landscape Company to install sand in the playground area to make sure that it is two inches (2”) deep at a cost of $3,033.17. A motion was made, seconded and unanimously agreed to accept the proposal.
NEW BUSINESSANNUAL MEETING NOTIcE The Board reviewed the annual meeting notice to be mailed. A motion was made, seconded and unanimously agreed to mail the notice for the October 10, 2012, Annual Meeting.
SIGNS fOR ANNUAL MEETING The Board unanimously agreed to purchase six (6) double-sided, bright color signs announcing the annual meeting and requesting proxies.

MINUTES OF THE WILLIAMSBURG COLONY MAINTENANCE ASSOCIATION,
INC. ANNUAL MEETINGOCTOBER 10, 2012
The Reconvened Annual Meeting for Williamsburg Colony Maintenance Association, Inc., was held on Wednesday, November 9, 2011, at 7:00 pM, at Williamsburg Colony Clubhouse, 2315 John Crump Lane, Katy, TX 77449. Meeting notice attached as Exhibit “A.”
Directors in attendance were Ken Rychlik, John Eberlan, Chad Ray, Shelli Shaw and Jana Heaton. Also present, was the evening shift constable.
Ken Rychlik thanked all the homeowners in attendance. With forty-nine (49) homeowners represented in person and/or by proxy, a quorum was established.
The meeting was called to order at 7:00 pM. There were two positions expiring on the Board. Two incumbents were on the ballot: Jana Heaton and Chad Ray. There was a write in vote of one person, but it could not be verified if that person wanted to actually run for the Board Member position. The floor was opened for nominations. There were no nominations from the floor.
Ken Rychlik introduced the two incumbents Jana Heaton and Chad Ray. Each candidate spoke to the residents present.
At this time, ballots were completed and a homeowner agreed to help tabulate the votes. Ballots were collected. While the votes were being tabulated, the meeting continued.
At this time, Ken Rychlik introduced the Board Members and the nightshift constable.
FinanCial STaTEmEnT At this time, the treasurer, Jana Heaton, reviewed the financial statement and the 2013 budget. Financials attached as Exhibit “B.” She explained the 2013 membership dues are going to increase to $390. The Association does have a short fall in income and she explained the reasons why the Association needs to raise the 2013 dues.
COnFiRm ROllOvER OF OpERaTing FundS TO SuBSEquEnT YEaR FOR Tax FilingSAt this time, Ken Rychlik explained the rollover of operating funds to subsequent year for tax filings. Upon a motion duly made and seconded the following was resolved by the members present or represented;
RESOLVED, that any excess assessments for the taxable year 2012 which are over and above the actual expenses paid or incurred for said year, shall be applied against the following year’s assessment for operating expenses.
COmmuniTY OpERaTiOnS updaTEKen Rychlik reminded homeowners present that if a streetlight is out, residents are asked to contact Centerpoint Energy. The streetlights are not metered and homeowners pay regardless if the lights work or not. Centerpoint will need the six (6) digit pole number and the address in order to process the request.

The Board has plans to work on the wrought iron fencing around the pool area and remove the rust and paint the fence.
The tennis court is cracking and a new net is needed. The Board is going to review the activity on the tennis courts and poll key holders to see how many people are actually using the court. Due to budget restraints, if there is little or no activity, the repairs will not occur in 2013.
Ken Rychlik reported the Association has received a note to trim all the perimeter trees closer than fourteen feet (14’) of the street or the county would come out and trim them. A resident asked about homeowners’ residencies and a Board Member stated Harris County is also placing notes on homeowners’ doors. One Board Member had already received the notice and trimmed the trees.
OPEN FORUM A resident raised an issue about the once-a-week trash pick-up and the dissatisfaction of having to wait two (2) weeks for trash to be picked up on holiday weeks. The Board explained a letter had been sent on behalf of the Association to the Municipal Utility District Number 2 (MUD #2) expressing the concerns and problems with the current situation. The Board of Directors explained the trash contract is between the trash company and the MUD #2. The MUD #2 meeting was scheduled to be held in the Association Clubhouse and residents were encouraged to look at the bulletin board located just outside the doors of the clubhouse to obtain the date and time and attend the meeting if they wished to personally voice their concerns.
At this time, the results of the election were read. They were as follows:Jana Heaton will serve a three (3) year to expire 2015.Chad Ray will serve a two (2) year term to expire in 2015.
At this time, the constable spoke and stated he is the new night time deputy and there is virtually no crime in the neighborhood. Ken Rychlik reported crime rate has decreased since Williamsburg Colony had two (2) contract deputies and no longer share with any other subdivision.
A resident asked what happened to the “No Soliciting” signs posted at the entry to the neighborhood. The Board explained that no soliciting in the neighborhood is not enforceable and if someone is soliciting and harassing homeowners, they are asked to call the constable and report the solicitor.
The meeting was adjourned at 7:46 PM.

Curfew reminderWe would like to remind residents that being in Harris County means those under the age of 18 must not be roaming the streets after midnight. Any children spotted after midnight should be reported to the Constables at 281-463-6666. Most of the trouble we have in the subdivision that is attributed to mischievous minors occurs after the curfew. Once park hours are posted, anyone in the park after hours will be charged with trespassing.
GArAGe SALe SiGnSTo all Williamsburg Colony residents, garage sales are great, we can increase our attic and closet space, locate things we forgot that we had and most important, make a few extra bucks. The one thing that is sometimes forgotten is the placement and removal of our garage sale signs. So please neighbors, if and when you have a garage sale, let’s try and remember not to place garage sale signs on any of our community signs or poles. Also, remove signs that are staked when your garage sale is complete. Cleaner streets do make a difference.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.
Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”
Restraint is defined as the control of a dog or cat under the following circumstances:1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by human being who is capable of controlling or governing the dog or cat in question.2. When it is within a fully enclosed vehicle.3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

GARDENING TIPS FOR JANUARY• Birds: Provide food and fresh water. More birds die from lack of water than from lack of food.• Cacti: Semi-dormant now. Reduce watering.• Camellias: Plants may be moved. Pick up and discard fallen blooms.• Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting.• Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in.• Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown.• House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias.• Lawns: Remove thatch aerate, and feed with low nitrogen mixture.• Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer s directions before spraying.• Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses.• Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees. Energy will be expended on roots instead of foliage. Learn ultimate size and cultural needs of tree or plant before buying. Consider dwarf varieties to avoid crowding later. Group plants of similar cultural needs. Do not work wet soil. Assure good drainage. Keep plants moist.• Vegetables: Prepare beds, preferably raised for drainage, with about 50% humus, including rotted manure.• Winter Protection: Expect freeze any time; plan for protection of tender plants. Water. Remove coverings, particularly plastic, when temperature rises. Protect low plants with dry leaves, pine needles or soil mulch, but remove when weather warms.

MORE THAN 165 PARTICIPATE IN 15TH ANNUAL PROMISE TO READ PROGRAM
Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 345 classes as part of Katy ISD’s 15th annual Promise to Read program. Through Promise to Read, volunteers promised to spend 30 minutes reading to an elementary classroom during one week in November. This year, ten Katy ISD elementary campuses hosted the event with Partners in Education: Morton Ranch, Hutsell, Nottingham, Kilpatrick, King, Pattison, Mayde Creek, Griffin, Bear Creek and McRoberts Elementary. Enjoy the outdoors with your child (age 2 1/2 to 5) at Audubon nature programs (called the “Titmouse Club”) offered Tuesday mornings, 10:00 - 11:00 AM, at the Edith L. Moore Nature Sanctuary, 440 Wilchester. The programs feature fun nature talks, stories, activities and walks in the woods. Upcoming programs include:

neW latter-day saint Congregation in Katy
Growth in the Katy area has led to the need for a new congregation in the Katy Stake of The Church of Jesus Christ of Latter-day Saints. A congregation, called a ward, is a geographic area with about 300-600 church members. When an area sees growth, such that local wards are reaching the upper size limits, a new ward is formed. That is what happened this October in Katy, with the creation of the new Katy Mills Ward. portions of the existing Katy 1st Ward, Katy 3rd and Katy 4th, make up the new ward. Katy Mills Ward now serves 350 church members south of I-10, between Woods Road on the west and Mason Road on the east, with the south boundary approximately at FM 1463. The Katy Mills Ward is one of eleven congregations that make up the Katy Stake. The Church presence in Katy began with one member in around 1950 and has steadily grown since then and now includes several thousand Latter-day Saints. The new Katy Mills Ward meets at the LDS meetinghouse at 1928 Drexel Road in Katy, sharing that building with two other wards. Their Sunday meetings start at 11:00 AM. Visitors are always welcome. Times and locations for all wards can be found at Mormon.org; click on “visit us,” enter an address and the appropriate location and meeting schedule will be supplied. Alternatively, clicking on the map to locate a nearby meeting is also an option on the webpage.
