Wind Trends Bulletin In the final quarter of 2013, winds were generally below normal relative to the long-term fourth quarter average (1988 – 2012) across western North America, Central America, the Mediterranean and Black Seas, and central portions of Asia and Africa. Winds were above normal across northwest Canada, the Arabian Peninsula, India, and the northern portions of South America, Europe, and Asia. Changes in global atmospheric circulation drove two dominant wind speed anomaly features of the fourth quarter. Persistently high pressure over the North Pacific was associated with below-normal wind speeds along the western coast of North America. Meanwhile, the Arctic Oscillation index transitioned from neutral to strongly positive, indicative of a more northerly European winter storm track. This brought stronger than average winds to northern Europe and depressed winds in the Mediterranean. Elsewhere, strongly positive wind speed anomalies persisted over northern South America and areas of the Middle East. In India, positive wind speed anomalies spread from the southern states to include most of the country. were generally below normal relative

to the long-term fourth quarter

average (1988 – 2012) across western

North America, Central America, the

Mediterranean and Black Seas, and

central portions of Asia and Africa.

Winds were above normal across

northwest Canada, the Arabian

Peninsula, India, and the northern

portions of South America, Europe,

and Asia.

Changes in global atmospheric

circulation drove two dominant

wind speed anomaly features of
