We had a lot of fun learning this sport and were inspired by your reaction. We are available for fundraisers and children’s parties! In that regard, special thanks also goes out to Karen Pagani for raising money and promoting the project, and to The Gill Agency, Austin Inspector General, and Nomad Bar for supporting the team with a total of $540, most of which goes to the Shade Project. If you missed it, there was a fun time had at the Grand Opening of Bartholomew Park Swim-ming Pool, now known as Schlitterbahn North. Much thanks goes to the Austin City Council and Laura Morrison for funding the project, and Parks Director Sarah Hensley for including paving the parking lot and resurfacing the basketball courts.

The ribbon cutting ceremony included the artist who built the front gate of the pool. He made tubes of steel and infl ated them with high pressure air to simulate buoyancy. He painted it blue to simulate water. And it works as a gate! That is Art in Public Places giving local artists a place to access the general public. I love it.

The Bart Park Sink-ronized Swim team were a big hit. Many thanks go out to our brave volunteers: Julie Burger, Zach Stern, Angie Steding, Carrie Scott, WPNA Vice President and Team Founder Karen Pagani, WPNA President and Co-Conspirator Me, and a huge thanks to Choreographer and Windsor Park Residents Maggy McGiffert and Sarah Walker, and also to Choreographer and Cherrywood Resident Krista DelGallo. Neighborhood Loss: Dr. Clyde Duder

Dr. Clyburn (Clyde) Duder, long-time resident of Windsor Park, died on Monday, May 26, 2014. He and his family moved to Austin in 1987 when he took a job teaching at Concordia University. He moved to Windsor Park at that time and was a resident of the neighborhood for 28 years. He taught at Concordia until he retired from teaching in 2013. Dr. Duder also fi lled the roll of interim pastor for many area Lutheran churches including Austin, Smithville, Giddings, Copperas Cove, Corsicana, and Centerville, while these churches were between pastors. Clyde was married to Hilya for 55 years and they have two children, Paul and Celeste. Clyde will be missed by his family and the many people whose lives he touched. Clyde often quoted his favorite Bible verse by which he tried to pattern his life, “He has told you, O mortal, what is good; and what does the Lord require of you but to do justice, to love kindness, and to walk humbly with your God.” Micah 6:8

What does it take to make a truly strong community? All our lives, our consumer culture has kept us relying on professional services and personal property to meet all our needs. Not too long ago, neighbors relied on each other for a wide variety of support services, from child care to home maintenance. If we can relearn how to trust and rely on each other, we can greatly enhance our general quality of life.

A group of Windsor Park neighbors are trying to establish a “sharing circle.” The plan is to create an online list of people with their needs and abilities that can be traded with each other. It will also establish a credit system, so that any service that is provided can earn credits that can be used to trade with anyone else in the circle.

WP Walk ‘n’ Roll: Getting Back on the Bike

Thinking about getting your old Gary Fisher hardtail out of the garage and on the road but nervous about playing nice with cars? BIKE AUSTIN periodically offers “City Cycling” classes with on-road instruction; you can register through their website. Don’t have time for classes? Check out the free American League of Bicyclists Smart Cycling videos at bikeleague.org/smartvideos.

Also, if your bike has been in mothballs for a while, it’s best to have your cables, brakes, shifters, chain, tires, etc. checked by a mechanic. If you want to learn how to work on your bike DIY-style, take one of the short bike maintenance courses offered at one of several local bike shops, or learn from a mentor as you volunteer at the Yellow Bike Project.

Finally, it’s good to learn the routes that are most bike-friendly. The City of Austin recently revised its bicycle maps, and they are available online (austintexas.gov/bicycle) or in hard copy form at the city’s Public Works offi ce at 505 Barton Springs Road. There will also be a small supply of free 2014 bike maps available at our next WPNA meeting!

Windsor Park School Committee UpdatesMeghan Dougherty, Chair of the School Committee

School’s out for summer! However, we still have many plans for continuing to support and partner with neighborhood schools. There are a couple of important developments for AISD in general. The superintendent search is still on. We presented at the May 19 AISD board meeting expressing the following priorities for a new superintendent to focus on:

-- increase communication and collaboration with the diverse populations in AISD by hiring more parent support specialists and engaging parents as partners in their children’s education;-- continue the dual language program and have a plan for how to make it sustainable;-- emphasize and support neighborhood schools to reduce de facto segregation by income;-- support teacher professionalism by giving teachers autono-my and professional development to become better teachers, as opposed to merit pay and evaluations based on test scores;-- build smaller communities in schools through smaller class sizes and more meaningful counseling for students;-- fi nally, the superintendent should also be aware that change takes time, and effective change requires continuity and con-sistency at schools. He or she must support administrators who are reforming their campuses, encouraging them to stay long-term, and not base progress on short-term measures.-- Remember, you can add your voice here: http://www.austinisd.org/superintendent-search/input

There will be school board vacancies to fi ll in the election in November. Our long-time trustee for District 1, Cheryl Bradley, is resigning her position. As of yet, we haven’t heard anyone express interest in running for District 1, but we are keen to know who plans on representing our district. There are a lot of important changes happening in the political landscape of Austin and we want to stay abreast of the changes in order to voice the interests of our community.

Blanton Elementary School principal John Baker resigned at the end of this school year. Apparently the new principal search fell through in contract negotiations, and AISD made the decision to place an interim principal for the duration of the next school year. Many Blanton parents were upset at this decision, as it would mean the 4th principal in four years, to be changed again once the 2014-2015 school year ends. A group of parents met with AISD representatives on June 16 to protest this decision and advocate for the continued search for a permanent principal. We hope the school board and the leadership in AISD will listen to our desires to have permanency and stability in our neighborhood schools. We are proud of the progress Blanton ES has made in the last few years, and we hope that the school district will prioritize fi nding us a principal with strong experience and a long-term vision to continue improving the educational experience for our children.

Also, we’d like to continue to plug for our efforts to raise $2000 for a Reagan HS scholarship fund. Nomad Bar contributed $187 as part of the proceeds from our happy hour in May, and we raised $120 in individual donations at that event. Thanks again to Nomad Bar for being such a great neighbor! We now have chic Windsor Park caps as a gift for donations of $15 or more to the fund. Also, at our Bartholomew Pool Grand Opening party we raised $304. Thank you so much to our very generous neighbors who have contributed so far! Windsor Park neighborhood really does wonderful things for our schools and community. Phase One of Playscape Shades in Progress!Jeanette Swenson

As I pass the increasingly busy Bartholomew Park, both the new, shaded pool and the shaded splash pad are heavily used. The pool has provided relief for the splash pad, but on weekends, all shelters and available picnic tables are occupied by picnicking groups. Unsurprisingly, everyone seeks shade. Noticeably, the playscapes and swings are deserted. There is no shade and little hope that the trees will provide future shade. The shades will expand safer summer usable park area signifi cantly. We have funds to shade the smaller playscape ! Thank you all.

In mid-June, IBC donated $5,000.00 to the playscape shade fund. Thank you. The IBC donation, combined with WPNA’s contribution; individual Windsor Park donations; and creative fundraising, puts us over the top for funding the smaller of the playscapes. With the help of PARD, we hope shade will happen in a few weeks – watch for a new shade to rise soon. Bob Barnes, IBC President, would like to make a presentation of a large, symbolic check at the playscape to kick off the event. So, watch the listserve and join us. Lurleen Ladd, of The Shade Project, would also like to participate to highlight the importance of sunscreen in our intensely hot summers.

Creative fundraising includes $280 raised by our own outstanding co-ed Synchronized Swim Team. Thank you to the Gill Agency and Nomad – and to the eight well-rehearsed swimmers!

2014 Habitat Challenge Open to All: New Urban Habitats and Previously NWF Certifi ed HabitatsJeanette Swenson

Thanks to those of you who have already newly certifi ed your yard as a National Wildlife Federation (NWF) certifi ed urban habitat for the 2014 Wildlife Austin Habitat Challenge! Windsor Park now has at least 150 certifi ed yards, and we can pride ourselves on transforming Windsor Park into a green urban habitat. The basics are: Provide water sources, food sources from native plants, shelter/cover, nesting places. Windsor Park is an older neighborhood, and our yards already have most of the four. If you have a creek, it’s a water source! To certify your yard as a new habitat, request a City of Austin pre-paid application before November 15, 2014. Call 512-978-2606 or go the website: http://www.austintexas.gov/department.wildlife-austin. This year, Wildlife Austin is encouraging public spaces to certify. For example, our churches, library, fi re station, and commercial areas are all eligible. Last year, WPNA certifi ed the splash pad landscaping. This year we will certify the native landscaping at the Bartholomew Park Pool, installed by PARD. Take a few minutes in your yard to complete your application, return it to Wildlife Austin. You can also certify directly at National Wildlife Federation: www.nwf.org/gardenforwildlife and pay the $20.00 fee.

For those of you who have certifi ed over the past fi ve years and always ask if you need to re-certify, you don’t. Your yard is certifi ed for life. However, the 2014 Habitat Challenge has a new opportunity – FREE – for you, and it contributes to our 2014 yard count. Best news is that it focuses on making sure that our yards are pollinator gardens. Pollinators are in decline, and providing basics to your yard will attract pollinators to our neighborhood. The basics are: provide a SHALLOW water source; have a diversity of nectar/pollen sources; safeguard your pollinator habitat by removing or preventing invasive plants and avoiding pesticides; and provide shelter for nesting and overwintering. (I checked my yard and found that it’s already qualifi ed as a Pollinator Garden after I added shallow sources of water.) To certify your already-certifi ed yard: request the Pollinator Garden Requirements for Neighborhood Habitat Challenge 2014 from Wildlife Austin: [email protected]. Complete the form—it’s a daunting 4 pages of mostly checklists, so I’m not printing it in Window on Windsor, but will have copies at WPNA meetings. Submit the form to [email protected] by November 15, 2014. To complete the application you will need to know your watershed: http://www.austintexas.gov/GIS/FindYourWatershed. Heading south on Berkman in Windsor Park, you can’t miss the Mueller building under construction to the west of HEB and near the recently opened Satellite Healthcare Dialysis building. It will be a Neighbors Emergency Center, a Houston-area based company now expanding into Austin. They will offer twenty-four hour emergency medical care, including on-site clinical laboratory, X-rays, CT scans and ultrasound services, treating head injuries, cuts, broken and dislocated bones, sprains, burns, infections, breathing trouble and fl u symptoms. Their website indicates they’re shooting for a summer 2014 opening! More information is available at nec24.com.

In early conceptual plans, Berkman extended about halfway into Mueller south from 51st Street, but did not continue through the site, a design likely to have lessened cut-through traffi c in Windsor Park and JJ Seabrook, and the speeding cars that Mueller residents on Berkman near Manor Road are now experiencing. The street is now fully platted and cannot be signifi cantly altered within Mueller, but some traffi c decisions regarding Berkman are yet to be made.

Berkman doesn’t qualify for the City’s Local Area Traffi c Management program because it isn’t yet fully built, and won’t be until the end of 2015. Then, each side will consist of sidewalks, cycle-tracks & curb, parallel parking, and a single traffi c lane, all separated by a wide “transit corridor” median. A few intersections will widen to provide left-turn lanes. Traffi c engineers vow this “high friction” design will naturally slow most vehicles. Catellus, aware of neighborhood concerns, met with Mueller’s Berkman residents in mid-June, and plans to later meet with the wider community affected by Berkman traffi c within Windsor Park and on Pershing in the JJ Seabrook neighborhood. Catellus also hired a premier traffi c circle/roundabout consultant, and City Transportation Department staff will participate in the meetings.

Consultants are also fi nishing up on a detailed utility and existing condition survey so that fi nal design plans can be drawn for the E. 51st Street Vision Plan. Bonds were passed for this project in 2012, and while this project may be phased, some construction could begin next year. The pool is open, and it is packed and spectacular! Thanks to the Windsor Park Synchronized Swim Team for their pro performance. Also, thanks to the UT Young Divers for their exhibition. After watching the diving board area on opening day, the performance by the UT-young divers was a clear reminder that since Bartholomew is a pool with an awesome diving board, we do need to provide diving instruction to make diving at the pool safe for all. There is an array of swimming instruction at Bartholomew Pool this summer, which I hope you and your families take advantage of. I encourage you to ask for diving instruction as well. Another thing to ask of PARD Aquatics is an extended pool season. Let’s keep the pool open past the beginning of school.

Now that the pool is open, there are other areas of the park that continue to need our attention. WPNA long ago adopted Bartholomew Park, and we’ve contributed about $5,500 in volunteer labor at $10.61 per hour to maintain the park since January 2014. That’s a lot of hours! Many of the hours were through two of Austin Parks Foundation It’s My Park Day and National Trails Day, but the WP Park Stewards contribute an average of 30 hours monthly, mostly on Friday morning from 9-11. Thanks to our growing list of Park Stewards: Bob Wheless, Daphne Jeffers, Sam Bertron, Christopher Morris, Shanda Sansing, Carol Kent, Janne Zochert, Charlene Ansley, Ashley Williams, Gary Garcia. I know I’ve missed some of you, but I do hope you will continue to join us – and invite your friends.

We do have an adopted Bartholomew Park Master Plan, which includes new hike and bike trails, hopefully connecting with Mueller; restoration of the disc golf course to the regulation 18 holes; dog park; sand volleyball courts. I met with Gordon Maxim-Kelly of Waterloo Disc Golf, and they are eager to get the restoration underway south of the ball fi elds. The dog park is on hold because of the lease of the off-leash area for ball fi elds, but we are exploring the possibility of using the old pecan grove near Old Manor Road recently acquired by PARD. Both Windsor Park and Mueller need an off-leash area especially as Bartholomew Park becomes more and more heavily used.

The bamboo project continues as the bamboo thrives at the east end of the park although maybe not as lushly as previously. Monthly cutting has sapped it somewhat, but it does need to be cut monthly. Waterloo Disc Golf will hopefully take on one or two cuttings, and WP Park Stewards have taken several, it’s always on It’s My Park Day list of projects; and volunteer organizations like H-E-B have made it a part of their service to the park. Still, if you want to contribute on your own time and help exhaust the bamboo, contact Jeanette Swenson.

Thank you all for your commitment to Bartholomew Park – it’s a beautiful park and watching and participating in the restoration is its own reward.

Transportation Transit News

At its July meeting, WPNA may consider taking a position, and thus a vote of its membership as a neighborhood, to support the proposed November bond election for urban rail. Several central Austin neighborhoods, including Hyde Park, Northfi eld, Crestview and the Highland Neighborhood Associations, and the UT Student Government have released resolutions supporting a Guadalupe/North Lamar route, thus expressing opposition to the proposed route that will not change before the November vote. That route runs from Grove Boulevard at Riverside Drive through Travis Heights, crossing the river to downtown, the Capitol complex, UT and Hancock Center before ending at ACC/Highland on Airport Boulevard.

Windsor Park also has a statement posted regarding the proposed changes to I-35 as a participating member of North Central I-35 Neighborhood Coalition 2 (NCINC2). Information is available at http://ncinc2.org/

July 2014 Yard of the MonthSara Jane Lee

The July winners are Darien Ligarde and Stéphanie Villard of 1305 Briarcliff Blvd. They have lived in Windsor Park about seven years. After an especially brutal summer they decided to replace their front lawn with plants that required less water. For ideas they visited the Wildfl ower Center and perused the Grow Green Guide for Central Texas. Now their front yard is planted with ornamentals and vegetables. It took them a month of weekends to remove the dead grass and replace it with wood mulch and gravel which they had delivered to the bare yard.

They have several trees including Huisache, an impressive Thornless Palo Verde, a Bottle Brush, a Mountain Laurel, a Crepe Myrtle, and a Fig tree, Their shrubs include Bush Germander, Wooly Butterfl y Bush, Pineapple Guava, Dwarf Yaupon Holly, Rosemary, and Texas Sage. Texas Sage is not a salvia; it is part of another plant family. They also have Copper Canyon Daisy, Pink Skullcap, Blackfoot Daisy, Coreopsis, Damianita, Lantana, Cedar Sage, Blue Salvia, Cherry Sage, Goldeneye, Columbine, and many Agaves and Succulents. They also have two large artichoke plants, several tomatoes and other vegetables.

They also have a drip irrigation system for their plants. Because they have a compost pile, sometimes they get some surprise plants like the cantaloupe that just showed up one summer. Maintaining their plantings takes them about two or three hours a week, usually on the weekend. Most of that time is spent weeding.
