Comment Period for EPA Pesticide Applicator Training Rules Extended The Environmental Protection Agency (EPA) issued a proposal to revise the Certification requirements for licensed Pesticide Applicators On August 5, 2015. I notified the readers of Wine Grower News of this in issue #318. The original public comment period for these rules have now been extended 30 days to December 23rd, 2015. The proposed rule affects licensed private and commercial applicators. It also impacts states and tribes that operate certification programs. The impact on applicators and states and tribes would vary based on the current state or tribal requirements. Here are some of the proposed changes. These new rules would dramatically increase the amount of training required each year by applicators. Here is an summary of some of the major changes. The proposed rule:

Enhances applicator competency standards to ensure that RUPs are used safely.

Establishes a first time-ever nation-wide minimum age of 18 for certified applicators and

persons working under their direct supervision.

Requires all applicators to renew certifications every 3 years.

Requires additional specialized certifications for people using high-risk application methods

(fumigation and aerial).

the direct supervision of a certified applicator. Training includes reducing take-home pesticide

exposure to protect worker families.

Promotes interstate recognition of applicator licenses to reduce the administrative burden for

businesses that operate in multiple states.

Provides expanded options for establishing certification programs in Indian Country that

acknowledge tribal sovereignty.

Clarifies and streamlines requirements for states, tribes, and federal agencies to administer

their own certification programs.

“PIWI“ is the common European term to describe grape hybrids. It is a German abbreviation and stands for fungus resistant grape varieties. These were created by crossing European grape varieties and American fungus resistant varietals. Most of them still are known as hybrids or interspecific varietals and were first used in France from 1880 to 1935. The aim was to combine the good resistance to diseases and phylloxera of the American grape varieties with the high quality of European varietals.

Because high-tensile wire is not very subject to stretching, the tension on the wire should be reduced during the winter. A temperature drop from 80°F to -20oF can increase the tension on 500 ft. of 12.5 gauge high-tensile wire by 130 pounds due to shrinkage. It is a very good idea to loosen up trellis wires prior to winter.

Rochelle Salt (sodium potassium tartrate tetrahydrate), a compound made by mixing sodium carbonate with potassium bitartrate crystals in wine. These crystals have piezoelectric properties making them useful for picking up sound waves. Japanese submarines used this form of Rochelle Salt in sonar devices during WWII.
