Young America’s Foundation • Libertas 12 O ver the past year, I have engaged thousands of young people while visiting student audiences nationwide through Young America’s Foundation’s campus lecture program. College campuses are often hostile for conservatives and conservative ideas, but they provide tremendous venues for introducing young people to conservative ideas— principles that have advanced freedom and prosperity throughout our nation’s history. The Conservative Movement has enjoyed numerous victories these past few months, and I offer my thoughts on our achievements— particularly in regard to the health care debate—below. Recent events show why we must step up our efforts to reach young people with the ideas of limited government, traditional values, free enterprise, and a strong a national defense. Young America’s Foundation does just that, and it is an honor to partner with this organization to advance our shared cause. Despite Congress’ recent actions, conservatives won a tremendous battle for public opinion on health care. This provides valuable lessons—and important warnings—for the resurgence of our movement’s ideals in the 21 st century. Last spring, a popular new president and overwhelming Democratic majorities in both houses held the upper hand. It seemed liberal health care reform was inevitable. Even the public favored it by more than two- to-one, with support particularly strong among seniors. Yet conservatives in Congress and outside were not deterred. Rather than staying silent or acquiescing to the actions of the new President and his Congress, conservatives actually read the bills being proposed and turned a bright light on obnoxious provisions. In the face of the President’s high approval ratings immediately after his inauguration and the natural desire of Americans to give a new Chief Executive the chance to press his agenda, it took courage to oppose him, but oppose they did with respect, patient attention to the facts, and relentless energy. Fortunately, liberals had ill-prepared the country for such a radical change. Instead, candidate Obama had run television ads that called “government-run health care…extreme.” So when liberals said people could keep their existing coverage if they like it, conservatives showed the legislation would encourage companies to dump their existing plans. TheConservativeMovementhasenjoyednumerousvictoriesthesepastfewmonths,andIoffermythoughtsonourachievements—particularlyinregardtothehealthcaredebate—below. Recenteventsshowwhywemuststepupoureffortstoreachyoungpeoplewiththeideasoflimitedgovernment,traditionalvalues,freeenterprise,andastronganationaldefense.YoungAmerica’sFoundationdoesjustthat,anditisanhonortopartnerwiththisorganizationtoadvanceoursharedcause. DespiteCongress’recentactions,conservativeswonatremendousbattleforpublicopiniononhealthcare. Thisprovidesvaluablelessons—andimportantwarnings—fortheresurgenceofourmovement’sidealsinthe21stcentury.Lastspring,apopularnewpresidentandoverwhelmingDemocraticmajoritiesinbothhouses

heldtheupperhand.Itseemedliberalhealthcarereformwasinevitable.Eventhepublicfavoreditbymorethantwo-to-one,withsupportparticularlystrongamongseniors.YetconservativesinCongressandoutsidewerenotdeterred.RatherthanstayingsilentoracquiescingtotheactionsofthenewPresidentandhisCongress,conservativesactuallyreadthebillsbeingproposedandturnedabrightlightonobnoxiousprovisions. InthefaceofthePresident’shigh

approvalratingsimmediatelyafterhisinaugurationandthenaturaldesireofAmericanstogiveanewChiefExecutivethechancetopresshisagenda,ittookcouragetoopposehim,butopposetheydidwithrespect,patientattentiontothefacts,andrelentlessenergy. Fortunately,liberalshadill-preparedthecountryforsucharadicalchange.Instead,candidateObamahadruntelevisionadsthatcalled“government-runhealthcare…extreme.” Sowhenliberalssaidpeoplecouldkeeptheirexistingcoverageiftheylikeit,conservativesshowedthelegislationwouldencouragecompaniestodumptheirexistingplans. rationing,longlines,andpoorerqualityofcare. WhenliberalsarguedreformwouldextendcoveragetomoreAmericans,conservativespointedoutitwouldcomeatthecostofeveryotherfamily’sexistingarrangements. Whenliberalsimpliedtheirmeasurewouldnotaddtothedeficit,conservativesshoweditwasbuiltonahouseofgimmicksthatwouldsurelygenerateafloodofredink. Whenliberalssuggesteditstrengthenedthepowerofpatients,conservativesdemonstrateditinsteadgavemorepowertogovernmentattheexpenseofpatients,families,andtheirdoctors. Whenliberalsimplieditwouldbefinancedbytaxespaidbydrugcompaniesandmedicaldevicemanufacturers,conservativespointedoutthatpatientswhoneededthosedrugsanddeviceswouldpaythehighertaxes. Thishelpedflippublicopiniontoopposingtheliberalchangebytwo-to-one.Butasimportantly,whenliberalssaidconservativeshadnoideasorconstructiveproposals,wewerereadywithourownattractivereforms,basedsolidlyonconservativeprinciples. Conservativesadvocatedmakinghealthinsurancetrulyportable,soworkersaren’tstuckinajobtheyhateforfearoflosingbenefits,butcantaketheircoveragewiththem. Conservativesarguedfamiliesshouldbeabletosavemoremoneytax-freeforoutofpocketmedicalexpensesandpairahealthsavingsaccountwithalow-cost,highdeductibleinsurancepolicy. Conservativespointedoutthatallowingpeopletobuyinsuranceacrossstatelinesandpermittingsmallbusinessestopoolrisktogetthesamediscountsbigcompaniesreceivewouldexpandaccessandlowercosts.

Andconservativesmadeacon-vincingcasethatendingjunkandfrivolouslawsuitswithmedicalliabilityreformwouldreducethecostofhealthcareforeveryone. Conservativesadvancedourideaswithaone-twopunch:describingindetailwhatwaswrongwiththeliberalprescriptionandthendrawingonconservativeprinciplesofindividualfreedom,competition,andmarketstodescribeabetterway.DespitethepassageofthePresident’shealthcarebill,conservativesmustcontinuetofightthisimportantbattleforfreedom. It’shardtobesomethingwithnothing:conservativesopposedhealthcarebythoughtfulandpassionateadvocacy,notsimplyagainstwrong-headedliberalideas,butalsoforanswersarrivedatbyapplyingourtimelessconservativeprinciplestothechallengesAmericafaces.
