WINNIPEG POLICE SERVICE A CULTURE OF SAFETY FOR ALL
The Winnipeg Police Service 2019 Annual Statistical Report reflects the crime that was reported in
Winnipeg, but it only tells part of the story in what was a remarkable year. The level of brazen violent crime and property crime was alarming. Violent crime and property crime were well above the 5-year averages—and our 5-year averages were already well above the Canadian average.
In particular, we saw homicides double from the previous year—significantly over the average of 22 homicides that we are accustomed to. This included several children who were homicide victims, and remarkably, two homicides where the suspects were children.
Property crime also increased—with significant increases in theft and fraud. Nearly a third of the thefts that were reported occurred in liquor stores throughout the city.
Police dealt with more crime. We were also called upon to deal with public safety and disorder which often meant dealing with people in crisis. This environment, along with an unprecedented demand for police service, required drastic changes to be made part way through the year to meet operational demands.
• We added additional officers to the Homicide Unit to address the case back-log by reassigning investigators from Project Devote and our Integrated Intelligence Unit.
• We added additional officers to general patrol and downtown foot patrol by reassigning Traffic Division officers and Community Support Division officers.
• It also meant closing the district police stations to walk-in reporting so their Service Centre officers could be reassigned as well.
These changes were required so that we could address the back-log, provide better front-line response, and address the health and wellness of our front-line officers. We made the most of the resources we had, providing a balanced and strategic approach to manage a challenging environment.

Data were compiled in accordance with violent crimes (i.e. most serious violation against the victim), property crimes, and other crimes (i.e. first violation) scoring rules.
