You will not want to miss the National Snow Roadeo with five (5) events, that test equipment operator knowledge and driving

skills. Don’t forget the All-Around Event. We’ll award the top three best combined scores from agencies who participate in all five

categories. What agency will have the bragging rights for 2021?

You will have a productive and fun-filled time at this very special Conference and Snow Roadeo.

For more information about the Conference and Roadeo, visit our website www.westernsnowandice.com. On behalf of the

Planning Committee, we look forward to seeing you in Loveland this September.

Sincerely,

Larry Schneider, Chairman

41st Annual APWA Western Snow and Ice Conference

and National Snow Roadeo

Welcome Back,

On behalf of the planning committee, we want to invite you to attend the 2021 Western

Snow and Ice Conference and National Snow Roadeo in the beautiful city of Loveland, CO

from September 29 to October 1, 2021. The conference theme “Snow Warriors – the Key

to Our Success,” has been carefully chosen to mark the work done in snow operations.

The world and the way we do business changed a lot in 2020. The National Roadeo was

canceled, and the conference sessions were offered virtually through the month of Sep-

tember. If you missed any of the sessions, these were recorded and can be found on our

website at https://www.westernsnowandice.com. This year I am excited that all of you

will have the opportunity to visit vendors and network in person. We have a stimulating

program planned for the Conference that will allow attendees to share and celebrate our

accomplishments, renew friendships, extend our network, and explore current and future

directions and technology.

Best Practices Application Process for Brine and Mag ChloridePresented By: Ken Claussen, El Paso CountyEl Paso County is large, with many rural areas, as well as major arterial roadways — including gravel and paved surfaces. They have been making brine now for a few years. This session will discuss the process behind making it, and which roadways are best for application. Expectations, how it holds up and reacts, and overall satisfaction will be covered.

The Long, Strange 2020-2021 Colorado Snow SeasonPresented By: Russ Schumaker, Colorado Climatologist, CSUThe 2020-21 snow season started with an unusually early storm in September that temporarily slowed down raging wildfires and broke records in the San Luis Valley. Mountain snow through the winter was below average, and then in the spring a series of heavy snowstorms hit the Front Range, while Western Colorado turned very dry. Get an overview of the last snow season, and see what the outlooks are showing for the upcoming winter.

Liquid and Granular SpreadersPresented By: Mark Valenti, Town of Lexington, MAAre you using the right liquid or granular spreader for your agency to help operators do a difficult route safely and accurately? Learn about the features of combo units that combine the power of dry salt, wet salt, and liquid — giving you the option to spread or spray.

Choosing Your Liquid – What to ConsiderPresented By: Ken Claussen, El Paso CountyThere are a whole bunch of liquid solutions available to an agency these days, and if you consider the various blending options too, you have more choices than a tippler in a

cocktail bar. What are the really important parameters — pavement temperature ranges, typical humidity ranges, corrosion concerns, timing to treat all your roads, and storage availability? All of these will factor into decidingwhich liquids are right for you and your agency.

Listen as two winter maintenance practitioners discuss innovations they are bringing to their agencies to improve winter operations.

Liquid Deicers: Cutting through the BSPresented By: Laura Fay, Western Transportation Institute at Montana State University; Bret Hodne, West Des Moines, IALiquid deicer blends and additives have been utilized in winter operations for over two decades now. While there are a lot of good products on the market, sometimes claims about how they can enhance performance can be false or misleading. Snowplow Operators and Supervisors NewMobile Observations TechnologyPresented By: Mark Devries and Bert Murillo, Vaisala and Larry Schneider, City of Ft. Collins Streets DepartmentMobile observations have become an integral part of snow and ice programs. “Stuff ” Happens - Turning Failures and Challenges Into Learning ExperiencesPresented By: Daniel Schacher, Alaska Department of Transportation and Bret Hodne, West Des Moines, IASome days things don’t always go as planned. Salt Brine - Not the Only Liquid Anti-Icing Liquid for Your Toolbox - Learn About Magnesium and Calcium ChloridesPresented By: Mike Coffey, EnvirotechThere is a lot of emphasis on salt brine as an effective anti-icing tool. While it is important and effective, it is not the only anti-icing liquid available to snowfighters. This presentation will highlight the other two important liquids available for inclusion in your anti-icing toolbox – magnesium chloride and calcium chloride. Not only do they offer lower operating temperatures, and faster melting than salt brine, but because they allow lower application rates, they are also key tools for sustainable snow fighting operations. In addition to anti-icing, they are excellent choices for liquid deicing and granular pre-wetting.

Winter Operations in Extremely Cold Climates: Liquid Use in Interior AlaskaPresented By: Daniel Schacher, Alaska Department of Transportation and Public FacilitiesThe use of salt brine is commonplace in many snow fighting agencies throughout North America and abroad. In interior Alaska, with its months of darkness and sub-zero temperatures, using this tool can be more of a challenge. This presentation will discuss how Alaska DOT&PF’s Northern Region Maintenance and Operations section has added salt brine to their winter toolbox to deliver a higher level of service to the travelling public.

Residential Snow RemovalPresented By: Nathan Wachtendonk, Green Bay, WI, Tony Fietzer, De Pere, WIResidential Snowplowing is not common in the West and has unique challenges. Discover how the Midwest handles their operation and listen as they share their experiences.

Winter Gravel Road MaintenancePresented By: Dave Rich, Gilpin County; Jeremy Reichert, Adams County; Jay Walp, Elbert County; Steve Dalke, Douglas CountySnow removal and maintaining your gravel road network during the winter months can provide a unique set of challenges unlike those in more urban areas. Roads are dimly lit; the wind howls, creating visibility and drifting issues; and motorists have different driving habits. Learn what it takes to run a successful winter operations program under these conditions from these professional snow warriors. Salt Brine TechnologyPresented By: Wilfrid Nixon, Professional Snow Fighters AssociationA lot of the information about using salt brine is quite rightly about when you should not be using it. But we are discovering that, when used appropriately and with care,

salt brine can be used in circumstances and conditions that would have made people gasp just ten years ago. We are talking about low pavement temperature applications, either on its own, or in a slurry/”shake and bake” solution – both before, and during the storm – and even liquid-only routes that are amazingly effective (when done right!). Hear how to use your salt brine in a wider range of circumstances..

The National Snow Roadeo is an exciting one-day event that tests the skills and knowledge of equipment operators from around the country.

Each event includes a diagnostic vehicle inspection, and a timed obstacle

course. Prizes and trophies for all events will be awarded at the Roadeo

Awards Luncheon held Friday afternoon. Winners will also be recognized

nationally by APWA.

We’ll award the top three best combined scores from agencies who

participate in all five (5) events. So you don’t have to get first place in an

individual event to earn your plaque, and bragging rights!

Bring your family and friends to cheer you on and watch you in action as you

compete. One of the biggest pleasures is watching so many talented

equipment operators show off their skills in the Roadeo events. It’s not often

that family and friends get a chance to watch, in a safe environment, what

you do day in and day out in the winter.

It’s a festive atmosphere with activities sure toplease everyone attending.
